The tender bids duly filled in all respect enclosing necessary documents may be addressed to The General Manager-Admin, Pension Fund Regulatory and Development Authority, B-14/A, Chatrapathi shivaji bhawan, Qutub Institutional Area, Katwaria Sarai, New Delhi-110070 so as to reach on or before 15.05.2017 till 12:00 hrs. The terms & conditions of the tender are enclosed as per Annexure I along with the format for the price bid.the envelope of the Bid shall be superscribed with Providing and Fixing of Signage board at PFRDA premises.the bid will be opened on the same date at 15:30 hrs i.e.15.05.2017at PFRDA, New Delhi. ANNEXURE-I Instructions to Bidders and Terms & Conditions of the Bid 1. Sealed Tenders are invited from experienced Firms/ Agencies/ Contractors in the prescribed format for providing & fixing ACP Signage with Stainless steel letters at PFRDA. Scope of Work Unit Area Qty Fabrication, supply and fixing of ACP sign board of size 20 x10 with Stainless Steel Letters. All letters should have minimum of 6 height and should be designed proportionately according to the Signage Size. (inches) as approved by the PFRDA Background of minimum 4 mm ACP Sheet embossed stainless steel letters Sq ft 200 Sq ft ONE M.S frame for ACP Signage Board built of 1.5 Inch Square Pipe 18 gauge. M.S frame to be fixed with support of 3 Inch 2 MM Square Pipe & base plate 12 mm thickness and size 15x15 Inch supported with concrete & Stutt. M.S railing on top of the roof by providing required mech. Support & angle bracing. The board shall be fixed at a height of 5 feet from the roof top or side wall using suitable strong support using MS pipe. 4 Pcs 100 watt halogen LED street light (Warranty 1 Year) Colour of letters= Exact color from the samples will be confirmed in the work order. Height : Upper Case Letters- 7 and Small Case Letters-5 Height of the Logo: 5ft (approx.) 2. Pre-Qualification Criteria: a. Details of one work of 80% tender value or two works each 60% of tender value executed during last three years. b. VAT/Service Tax registration no c. Copy of PAN No. has to be submitted 3. The parties submitting tender will have to deposit the Earnest Money (EMD) of Rs. 10000/- in the form of Demand Draft drawn on any Scheduled Bank in favor of Pension fund Regulatory and Development Authority, New Delhi which is interest free.

4. EMD shall be returned to the unsuccessful bidders after award of work. EMD of successful bidder shall be adjusted in the security deposit. The tender not accompanied with requisite amount of EMD shall be rejected. 5. Security Deposit: A sum equivalent to 10% of the contract value shall be deducted from the bills of the selected bidder, which shall be returned after successful completion of the Defect Liability Period of one year or the same can be released against submission of equal amount of Bank Guarantee (B.G.) valid for 60 (Sixty) days beyond the Defect Liability Period. 6. Works to be carried out: The work to be carried out under the contract shall, except as otherwise provided in these conditions, include all labour, materials, taxes tools, plant, equipment and transport which may be required in preparation of and for and in the full and entire execution and completion of the works.. Once the tender is submitted, it will be presumed that the bidder has seen and understood the complete work intended to be executed under the scope of this tender. 7. Inspection of Site: The bidder shall inspect and examine the Sites and its surrounding and shall satisfy himself before submitting his Quotation as to the nature of the Sites, the quantities and nature of works and material necessary for the completion of the Works and the means of access to the Sites, the accommodation he may require and in general shall himself obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect this Quotation. 8. Sufficiency of Quotation: The bidder shall be deemed to have satisfied himself before quoting as to the Correctness and sufficiency of his quotation for the works and of the rates and prices quoted in the Schedule of Quantities, which rates and prices shall except as otherwise provided, cover all his obligations under the contract and all matters and things necessary for the proper completion and maintenance of the Works. 9. ACCEPTANCE / REJECTION OF TENDER: i. The Authority does not bind itself to accept the lowest tender. ii. Authority also reserves the right to accept or reject any tender in part or full without assigning any reason whatsoever or cancel this tender process, anytime prior to award of purchase order. iii. FIRM RATES: The rates quoted by bidder shall remain firm till completion of all works even during the extended period, if any, on any account what so ever. It is provided that the selected bidder shall not change any of the rates, quoted in the tender till the completion of work. 10. Warranty Period: The work/ materials of the selected bidder shall be under one year s Defect Liability Period (DLP). Defect/s noticed during the warrantee period shall be rectified by the selected bidder without any cost to PFRDA, failing which the Security Deposit of the selected bidder shall be forfeited. The selected bidder may also be debarred from any future tendering in the Institute. 11. Submission of Tender: The bidder shall submit the tender in the sealed envelope in the following manner. a. Envelope No. 1 - shall contain EMD in the form of bank draft for Rs. 10000/- (Rupees Ten thousand only) along with documents in support of fulfilling the eligibility criteria and a copy of tender document duly signed and stamped by the bidder as a token of acceptance of terms & conditions.

b. Envelope No. 2 Shall contain Price-Bid only. Price shall be filled up by the bidder on the Price-Bid format enclosed with the tender by PFRDA. Price on any other format shall be rejected. Both the sealed envelopes No. 1 & 2 shall be then put in a bigger envelope duly addressed to The General Manager, B-14/A, Chatrapathi Shivaji Bhawan, Qutub Institutional Area, Katwaria Sarai, New Delhi-110016 and marked on top Tender for supply and installation of a sign board in PFRDA. 12. Evaluation & Award of work: The bids will be evaluated as per the Pre-Qualification (PQ) criteria given at Clause -2 above. The bids which are found to be fulfilling the PQ criteria shall only be considered for opening of Price- Bids. 13. No advance shall be paid for the work/purchase order placed. 14. The Authority reserves the right to accept or reject tender without assigning any reason thereof. No claim or compensation in this regard will be entertained by the Authority. 15. The work to be completed within one month from the date of acceptance of work order. 16. The compensation for delay in completion of job, entire or part thereof, will be Rs.100/- per day subject to a ceiling of 5% of the contract value. 17. Any delay in delivery or failure to supply of sign boards as per agreed technical quality and specifications would entitle PFRDA to invoke penalty clause or even cancel the whole/part of the order. In the event of cancellation of the order, PFRDA shall not be liable to pay any amount, including, the cost incurred by the bidder/vendor to execute the job and the bidder shall not be entitled to recover from PFRDA any amount by way of damages, loss or otherwise for such cancellation of the order but at the same time the Authority shall be entitled to recover the loss, which it may incur on account of the non-delivery/short delivery/late delivery. 18. The selected firm/company shall provide a warranty for one year from the date of installation for the Sign Boards. All defects noticed within 1 year after installation shall be done free of cost to the full satisfaction of the Authority. 19. Applicable taxes would be deducted at source and TDS certificate will be issued. 20. No escalation in cost of the items on any account for whatever reasons will be permitted. No payment shall be made for visit of representative of successful bidder when so required during defect liability period. 21. Conditional quotations will not be accepted and will be summarily rejected. 22. The selected firm/company would be required to provide certificate that all the items have been supplied as per specification and that overall quality and performance of the items is as per the requirement of the Authority. 23. No compensation shall be payable to the selected bidder for any damage caused by rains lightening, wind, storm, floods Tornado, earth quakes or other natural calamities during the execution of work. He shall make good all such damages at his own cost; and no claim on this account will be entertained.

24. The design of PFRDA signage will be finalized in consultation with PFRDA. 25. No labour, hutment shall be allowed in the premises. All labourers should leave the site after day s work. The security & Watch ward of site materials/work etc. shall be at his cost only. 26. All the civil works, if required, like fixing of load hooks, making chases in the wall, drilling of holes, fixing of doors and finishing of jambs, providing scaffolding etc for carrying out complete works shall be arranged by the selected bidder and making good the same. Nothing extra on theses account shall be considered or paid. 27. The selected bidder shall be fully responsible for the any injury or damage caused to the workmen deployed by him at site for carrying out the work and PFRDA has nothing to do with such happenings and in no way shall be held responsible for the same. 28. The selected bidder whilst erecting and commissioning the sign board shall ensure that no damage is caused to the building or any part thereof. In the event of any damage having occurred owing to acts of omission or commission on the part of scheduled bidder or his employees/agents/servants/representatives, the selected bidder shall be liable to cooperate for such damage/loss to the satisfaction of PFRDA. 29. All and any disputes arising out of this tender is award or non-award of purchase order, shall be subject to the exclusive jurisdiction of courts at New Delhi Only.
