Item 68 / 9 - Members Announcements Cllr S Hill thanked the members who attended to Food Festival event and assisted with manning the NLTC stall. 74 6 6.1 FINANCE - Current Financial Year 2017-18: To clarify and resolve if desired, regarding the proposed items of expenditure under the tourism budget heading. requests the officer to research and report back regarding costings for an additional print run and distribution of the tourism leaflet, within the 3,000 budget. officer to confirm whether costs for the finger post are to be paid from the tourism budget. 6.2 To review, and resolve if desired, the Economy & Environment year to date budget reports (paper 6.2a - c). notes the Economy & Environment budget year to date reports as set out in papers 6.2a - c, previously circulated. 76 8 8.1 CORRESPONDENCE To receive correspondence and resolve if desired: Correspondence from Mrs A Pugh regarding Long Bridge (paper 8.1) requests Town Clerk to write to Powys CC & request urgent maintenance to Long Bridge. Also to send copies to county councillors and relevant portfolio holders. 77 9 POWYS CC - NEW PREMISES LICENCE To receive a verbal report from the committee officer regarding a request for support for a new premises licence and resolve a response. : requests the following response is sent to the traders on behalf of NLTC: NLTC supports the application for a street trading licence adjacent to Store 21 retail unit with the following conditions: That there is no increase in litter in the area NLTC requests that recyclable take-away materials are used. 78 10 CHARTER MARKET To consider and resolve if desired, regarding a specific stall holders waste management. requests committee officer to write to Powys CC to request: i) to schedule rubbish collections at the end of the day on market day ii) to carry out early morning cleaning the day after market. 79 11 11.1 11.1.1 11.1.2 requests the Community Delivery Project Team (CDPT) to prioritise the transfer of Street Scene services. EVENTS: Winter Festival: To receive a verbal update from the Winter Festival working group (Cllr S Hill) Cllr S Hill reported that the meeting was postponed due to Food Festival event commitments. To consider and resolve if desired, regarding options for a new Christmas tree for the town. Agenda item for CDPT resolves not to pursue a new Christmas tree this year. will be considered for Christmas December 2018 and the 1,000 prize voucher put towards this. item 11.1.3 To receive a verbal update regarding funding for the Christmas lights and resolve if desired. The committee officer confirmed that the order is currently being placed. 11.1.4 To consider and resolve if desired, regarding Christmas lights sponsorship opportunities. requests the committee officer to liaise with the outdoor operatives regarding arrangements for hanging the existing sponsorship boards and to report back to committee. resolves to consider an increase in sponsorship rates next year and requests the committee officer to circulate sponsorship invitations before the Food Festival event next year. 11.2 Food Festival: To receive a verbal update from the Food Festival Working Group and set a project review meeting date. The gave a verbal update and he and the working group were formally thanked for a successful event. A date for the working group debrief is yet to be set. 11.3 Telynor Cymru Wales Event: Harpist John Roberts: To receive a verbal review and resolve the completion and closure of the project. (Cllr S Newham). Cllr S Newham circulated a written report of the event and gave verbal feedback. Cllr S Newham and colleagues were formally thanked for their work in putting the events on. 80 12 12.1 TOURISM STRATEGY To receive a verbal update from the Tourism Strategy Working Group including confirmation of lead councillor and resolve if desired. Cllr R Norris gave a verbal report on the activities of the group including the tourism grant application form, research among accommodation providers and the development of future activities. 12.2 To consider and resolve if desired, regarding brown tourism signs for tourism businesses in the town. requests officer to liaise with local businesses regarding potential support for them becoming official tourism destinations. 12.3 To approve the tourism events application form (papers 12.3 a-c ) approves the tourism events application form with minor amendments as highlighted verbally by Cllr R Norris. 81 13 CANAL RESTORATION PROJECT To receive a verbal update from the Canal Restoration Working Group including confirmation of lead councillor and resolve if desired. Cllr R Norris gave a verbal update including information about lack of clarity regarding the ownership of land which is currently halting progress of the project. elects Cllr R Norris as lead councillor for the Canal Restoration Working Group. 82 14 14.1 CURRENT PROJECT WORK STREAMS REPORTS: To receive officer s progress/ updates reports and resolve if desired as follows: Walking Newtown Noticeboard The Welsh translation is outstanding. 14.2 Heritage Trail QR Codes & Plaques (papers 14.2 a-c) The committee officer presented visual information about the design of the plaques and answered questions. 14.3 Textile Museum Fingerpost The fingerpost is due for installation this week. 14.4 Street Banners The street banners have not been replaced since last Christmas. The committee officer will request they are replaced when the Food Festival banners are taken down. 83 15 COMMITTEE BUSINESS AND BUDGET PLANNING FOR 2018/19 To confirm items for committee expenditure in order for officers to produce costings for the budget for the coming year (papers 15a & b) identified items for the 2018/19 budget for the committee officer to cost, as set out in appendix 1. None. 86 17 CHAIR S ANNOUNCEMENTS, ITEMS FOR FUTURE AGENDA AND DATE OF NEXT MEETING: The Chair confirmed that a card of thanks and condolences would be sent for the funeral of Mr D Cornish and that the Amenities Manager would be attending to represent NLTC.
