Explanation of Requirements 2017-18 By Vote and Key Initiatives The $359.6 million requested is comprised of: $105.9 million in Vote 3 Operating expenditures (primarily for non-insured health benefits for First Nations and Inuit, and the total of transfers related to the creation of the Department of Indigenous Services Canada (DISC)); $1 dollar in Vote 7 Capital expenditures to create the Capital Vote under DISC; $253.7 million in Vote 13 Grants and contributions (for items such as Emergency management, Indspire and Post-Secondary Student Support Program/University and College Entrance Preparation Program, First Nation Child and Family Services, and the Pikangikum Grid Connection Project). Funding to reimburse First Nations and emergency management service providers for on-reserve response and recovery activities ($73,853,731) Objective: The Emergency Management Assistance Program (EMAP) provides funding to protect the health and safety of on-reserve First Nations residents as well as their lands and critical infrastructure by overseeing the reimbursement of eligible emergency management costs. Outcome: The funds requested in this proposal will ensure that First Nations communities continue to receive emergency assistance comparable to that of neighbouring off-reserve communities during the response and recovery phases of emergency events. This supports the Government of Canada s commitment to deliver consistent and high-quality services to First Nations. Status: The following are examples of the emergency events for which the $73.9M is being requested : o $21.4M for response costs related to 2017 spring flooding in 5 provinces. o $34.2M for the wildfire response costs of the evacuation of more than 10,649 Indigenous peoples in Alberta, British Columbia, Manitoba and Saskatchewan, which includes $18.4M related to services provided by the Canadian Red Cross for evacuation costs in Manitoba. o $356K for response costs for other emergencies such as tornadoes, severe weather and loss of essential services; o $7.2M for ongoing repair and replacement of over 50 flood-damaged homes in one Manitoba community affected by flooding in 2014. This will allow approximately 70 long-term evacuees to return home. o $4.4M to repair over 80 flood-damaged homes in two Quebec communities affected by spring flooding in 2017. o $3.1M to start the recovery process in British Columbia from wildland fires in summer 2017. These fires affected over 20 communities and caused damage to homes and other community infrastructure. For example, Ashcroft First Nation lost nine homes and a triplex. 4

Funding for non-insured health benefits for First Nations and Inuit ($67,343,557) Objective: Outcomes: Status: Funding to continue to provide supplementary health benefits to eligible First Nations and Inuit. Benefits include prescription and over-the-counter medications, dental care, vision care, medical supplies & equipment, mental health counselling and medical transportation to access health services not available on reserve or in the community of residence. The Non-Insured Health Benefits (NIHB) Program contributes to improved health outcomes through the provision of evidence-based health benefits to First Nations people and Inuit in accordance to the Program mandate. A portion of the total funding required annually is used to provide Supplementary Health Benefits coverage for eligible First Nations and Inuit. Funding of $67.3M will support continued provision of existing NIHB Program benefits in 2017-18. Benefit utilization and expenditures are demand-driven, based on client need. 6
Funding for Indspire and for the expansion of the Post-Secondary Student Support Program/University and College Entrance Preparation Program (Budget 2017) ($50,000,000) Objective: Provide time-limited, top-up funding for the Post-Secondary Student Support Program (PSSSP)/University and College Entrance Preparation Program (UCEPP), as well as for Indspire s Scholarships and Bursaries Program. Short-term results will show that each year 100% of the department funding for Outcome: PSSSP/UCEPP will be distributed to eligible recipients to support their participation in post-secondary education. Long-term results will show that First Nations and Inuit students receive an inclusive and quality education, and go on to graduate from post-secondary programs. Funding for this initiative is $115M over five years (2017-18 to 2021-22). Status: To ensure that Indigenous students have the same opportunities for success as other Canadian students, Budget 2017 provided for investments totaling $90M over two years, starting in 2017-2018 for PSSSP/UCEPP, and $5M per year, over five years, for Indspire. Overall, Budget 2017 investments are expected to support over 4,500 students through the PSSSP/UCEP. Federal investments in Indspire will support over 7,500 students in obtaining scholarships and bursaries, Additionally, a portion of Indspire s funding is contingent upon receiving matching investments from the private sector and other levels of government. This matched funding will support an additional 4,600 students in obtaining scholarships and bursaries. 7
Funding for First Nation Child and Family Services ($33,000,000) Objective: This proposal seeks to address the First Nation and Family Services (FNCFS) program s financial pressures in the maintenance stream, stemming from changes in provincial legislation, regulations, rates and standards. Outcomes: The outcomes for the maintenance stream are: Short and Medium-term: First Nation children that need protection services are placed into care. Long-term: Reduction in the prevalence of First Nation children in care. Status: Funding for this initiative is $33 million for one year, 2017-18 The funding is required to address ongoing maintenance pressures. Changes to provincial legislation, regulations, rates and standards have resulted in new maintenance pressures in the following areas: Nova Scotia: legislative changes have affected both operational standards and maintenance expenditures ($3.6M); Newfoundland and Labrador: pressure arising from invoices that were higher than anticipated ($1.7M); Quebec: new rates for First Nations foster families, representing a 92.5% increase in the basic foster care rates ($12.9M); Manitoba: increase in placement rates (i.e. per diem) ($7.3M); Alberta: changes to provincial standards have affected price and volume ($6M); and, Yukon: pressures arising from higher invoice rates ($1.5M). 8
Funding for the Pikangikum First Nation Grid Connection Project ($30,097,446) Objective: To fund the connection of Pikangikum First Nation to the Ontario electricity grid. The project entails the construction of a transmission line and associated infrastructure from Red Lake, Ontario into the local distribution system at Pikangikum First Nation. Outcomes: The connection of Pikangikum First Nation to the Ontario electricity grid will facilitate the construction of housing and community infrastructure, improved social conditions, provide direct short-term and long-term employment, improve the local environment by reducing green house gas emissions and diesel fuel spills, and improve local economic development prospects by creating conditions for private investment in the community. Status: Funding for this initiative is $60.2M over two years, beginning in 2017-18. The grid-line construction tender has been completed/awarded to PowerTel PowerTel has initiated project ground work. The remaining two tenders (distribution system upgrades and Hydro One Remotes requirements) will be issued late January 2018. The project is targetting community connection by March 31, 2019. 9
Funding for the Band Support Program ($24,000,000) Objective: Funding to support the cost of local First Nations governance and the administration of programs and services. Outcomes: First Nations in greatest need of support for local First Nations governance will have additional flexibility to allocate funds according to their needs and priorities. First Nations will increase their overall management and administrative capacities. Status: Budget 2017 is providing supplementary funding of $48M over two years (2017-18 and 2018-19). This two year funding is an interim measure while the Department continues work on the modernization of the Indian Government Support Programs, which includes the Band Support Funding formula. 10
Funding for the Indian Residential Schools Resolution Health Support Program ($12,900,000) Objective: The additional funding for the Indian Residential Schools Resolution Health Support Program (IRS RHSP) allows Canada to continue meeting its commitment to provide eligible former Indian residential school students and their families with mental health and emotional support services. Outcome: The IRS RHSP provides former IRS students (approx. 80,000 Common Experience Payment recipients) and their families with access to mental health, emotional and cultural support services. This includes access to mental health counselling by a psychologist or social worker; access to emotional and cultural supports by community-based workers; and medical transportation when services are not locally available. The additional funding will be used to meet the increased client-driven demand for mental health counselling and medical transportation projected for 2017-18. Status: Client demand for all IRS RHSP services has spiked in the last two years, driven by increased awareness of the program, individual readiness for healing, social and mental health crises in some Indigenous communities, and other external factors. The current funding for the RHSP is due to sunset on March 31, 2018, the Settlement Agreement will not be considered closed until the courts deem that Canada has fulfilled all of its legal obligations. 11
