Methodology A total of 5,000 health and human services executives were surveyed by OPEN MINDS between August 2017 and October 2017. The survey was emailed to recipients at the beginning and the middle of each month data was collected. Follow-up phone calls were conducted to organizations that did not respond via email. Respondents were asked a series of 5 questions and sub-questions. A total of 200 health and human services organizations completed the survey, and 193 organizations were included in the final survey results. 10
