2 27 LEGISLATIVE ASSEMBLY National Capital Territory of Delhi List of Questions for ORAL ANSWERS Wednesday, the 8th August 2018 / 17 Shravana, 1940 (Saka) Total No. of Questions : SHRI RAJESH RISHI Home Will the Minister of Home be pleased to state: (a) The details of barracks in Tihar Jail to accommodate prisoners including the number of prisoners actually imprisoned as compared to the prescribed number of prisoners as per the Jail Manual; (b) The medical facilities being provided to the prisoners in Tihar Jail; (c) The details of the medical and para medical staff deployed for treating prisoners in Tihar Jail; (d) The annual budget of Tihar Jail and the department wise breakup of funds spent over the past five years; (e) The number of staff quarters available in the Jail Complex and the category-wise details of the quarters allotted to the staff; 1 1

3 28 (f) The steps being taken to strengthen the security system in the Jail Complex; (g) The details of the monthly revenue being earned from the various activities in the Jail; (h) The number of convicted prisoners and under trials presently jailed in the Tihar Jail; (i) The prescribed diet for each prisoner as per the Jail Manual; and (j) Details of the guidelines laid down in the Jail Manual and various Court Judgements and whether they are being scrupulously followed in the Jail? 42. SHRI GIRISH SONI PWD Will the Minister of PWD be pleased to state: (a) Whether the work of desilting of PWD drains in the Madipur Constitueny has been completed; (b) If so, the details thereof; (c) If not, by when these works would be completed and the reasons for delay; (d) Whether any action is being taken to remove encroachments on PWD roads and Drains by shopkeepers and vendors; and (e) If yes, the details of such action taken? 2 2

4 SHRI AJAY DUTT PWD Will the Minister of PWD be pleased to state: (a) whether there is any proposal to repair the PWD roads in Ambedkar Nagar, Valmiki Marg, Dukhal Nath Marg, NBCC Plaza, Dakshinpuri Tigri Road; (b) If yes, the details thereof; (c) whether there is any proposal to construct central verges on these roads; (d) if yes, the details thereof; (e) the details of the proposals to construct proper footpaths in these roads; and (f) the date by which these works would be completed? 44- SHRI VIJENDER GUPTA PWD Will the Minister of PWD be pleased to state: (a) the policy of the Government for installation of CCTV cameras across Delhi; (b) whether the Government has considered the factor that these cameras should conform to the requirements of the Police; (c) whether the Government proposes to entrust the RWAs and Market Associations with the CCTV cameras; 3 3

6 31 (d) the details of the labourers availing these schemes in the Palam Constituency; and (e) the contact details of the Labour Department Officers looking after the work of the Department in Palam Constituency? 46- SHRI SHARAD KUMAR Development Will the Minister of Development be pleased to state: (a) the community wise details of Barat Ghars and Chaupals in Narela Constituency; (b) the details of the procedure and guidelines for handing over the Barat Ghars and Chaupals to RWAS; (c) the number of Barat Ghars and Chaupals handed over to RWAs in Narela Constituency; and (d) the reasons for not handing over these to the RWAs in Narela Constituency? 47. SHRI PAWAN KUMAR SHARMA PWD Will the Minister of PWD be pleased to state: (a) whether it is a fact that PWD had installed Open Gym in Bhama Shah Park in Mahendra Park area of Adarsh Nagar Constituency; 5 5

7 32 (b) whether it is a fact that the gym equipments are completely damaged and not fit to be used now; (c) whether the department had received complaints in this regard from the Area MLA; (d) whether any action has been taken on these complaints; (e) the details of action, if any, taken against the company for installing poor quality equipments; (f) if no action has been taken, the reasons thereof; and (g) by when will these equipments be replaced so that the public can make use of these? 48. SHRI S.K. BAGGA PWD Will the Minister of PWD be pleased to state: (a) the time by when the work of shifting of streetlights construction of footpaths and central verges on the Patparganj-Jheel Road, will be completed; FOB (b) the time by when the work of construction of Foot Over Bridge across the Pushta Road, Taj Enclave and Rani Garden Bus Stop will be completed; (c) the details of the contract awarded for desilting of drains in the Krishna Nagar Constituency; 6 6

8 33 (d) whether the desilting work was completed as per schedule; SDM Office (e) whether it is a fact that a EDMC Councillor has encroached on PWD land near SDM Office Shastri Nagar, (f) if yes, the action being taken to remove the encroachment; and (g) the contact details of the PWD officers deployed for Krishna Nagar Constituency? 49. SHRI AKHILESH PATI TRIPATHI Revenue Will the Minister of Revenue be pleased to state: (a) whether it is a fact that the public has to wait for more than a month to seek appoint for registration of documents with the Sub-Registrar; (b) whether the Government has observed any irregularities in this system; (c) whether the Government is taking any steps to streamline this system in the interest of the public; (d) whether it is a fact that in some Sub Registrar Offices steps have been taken to reduce the waiting time for appointments; and (e) if so, will these steps be extended to all the Sub Registrar Offices in Delhi? 7 7

SHRI SAURABH BHARADWAJ GAD Will the Minister of GAD be pleased to state: (a) Whether some BJP MLAs staged dharna/ protest in the Delhi Secretariat ; (b) if yes, the details of the officers who allowed / permitted these MLAs to sit in protest; (c) the details of the officers who permitted/ allowed these MLAs to take mattresses inside the Delhi Secretariat; (d) the details of the officers who permitted/ allowed these MLAs and other persons access to the terrace and display banners from the rooftop; (e) whether any enquiry was conducted in this breach of safety and security of the Delhi Secretariat; (f) if yes, the details of the enquiry; (g) the name and designation of the officers responsible for ensuring security of the Delhi Secretariat; and (h) the reasons for not taking any action against the officers/ officials responsible for the security lapse and the unauthorized persons who gained entry into the Delhi Secretariat? 8 8

SHRI MOHINDER GOYAL Development Will the Minister of Development be pleased to state: (a) Whether five works have been proposed for the Rithala Urbanised Village by the Gramin Vikas Board; (b) If so, the details thereof; 9 9

11 36 (c) The dates when these proposals were received and the dates when they were approved; (d) By when will these works be actually executed ; (e) The reasons for delay in execution of these projects; (f) Whether the proposal has been sent to the Finance Department for executing all works under DSR-2014 as directed by the Hon ble Minister; and (g) The details of the comments of the concerned Departments in this matter? 54. ADARSH SHASTRI Development Will the Minister of Development be pleased to state: (a) Whether the Delhi Village Development Board has amended the procedure for taking up the proposed works in different villages of Delhi; (b) If yes, the details thereof; (c) What is the existing procedure for taking up the proposed works ; (d) What is the role of village development committee in proposal and execution of proposed works under the Delhi Village Development Board; (e) What are the scope of works that can be undertaken by the Board; and 10 10

SHRI OM PRAKASH SHARMA GAD Will the Minister of General Administration be pleased to state: (a) The rules and provisions for foreign travel of Ministers and MLAs; (b) The details of the foreign travels by Ministers of Delhi Government since 2015; (c) The purpose of these visits and whether any reports were submitted on their return from the tour; (d) Complete details of the persons accompanying the Ministers, period of travel and places visited; and (e) The expenditure incurred on these visits? 56. SHRI SHIV CHARAN GOEL Home Will the Minister of Home be pleased to state: (a) The details of the private hospitals, banquet halls hotels, factories and restaurants in Moti Nagar Constituency; (b) The fire safety standards prescribed for these buildings; 11 11

13 38 (c) The criteria for issuing fire safety clearance certificates/nocs to these buildings; (d) The details of the buildings in Moti Nagar Constituency which have been given NOC/ clearance certificates by the Fire Departments; (e) The details of the measures taken by the Department to prevent fire incidents in High Rise Buildings; (f) The details of staff and vehicles deployed in the Kirti Nagar and Moti Nagar Fire Stations; (g) The number of vehicles which are actually deployed and the reasons for not deploying the full fleet; and (h) The steps being taken to improve the functioning of these Fire Stations? 57. SHRI JARNAIL SINGH Revenue Will the Minister of Revenue be pleased to state: (a) Whether any new building has been constructed in Raja Garden for the DM (West) s office; (b) The details of this project including date of commencement of construction, date of completion, expenditure incurred etc., 12 12

14 39 (c) Whether the building has been put to use now and was there any formal inauguration; (d) By when it will be fully functional and public dealing commence; (e) By when will it be formally inaugurated; and (f) Whether the building conforms to quality and safety standards; (g) If yes, the details thereof? 58. SHRI MANJINDER SINGH SIRSA PWD Will the Minister of PWD be pleased to state: (a) Whether it is a fact that most of the PWD roads in Rajouri Garden Constituency are in a very poor shape with huge potholes as a result of which there are accidents; (b) By when will these roads be repaired completely; (c) Whether it is also a fact that the drains on either sides of these road are blocked and never cleaned or de-silted; (d) Whether it is also a fact that the drains along the 100 Ft. Road (Patel Chowk Road) and Road No.29 (Near Guru Gobind Singh Hospital) have not been de-silted in the past 15 years; and 13 13

15 40 (e) Whether grills on the central verges and footpaths on these roads are either missing or badly damaged; and (f) If so, by when will these be properly repaired? 59- SHRI SANJEEV JHA Labour Will the Minister of Labour be pleased to state: (a) Whether the Government has proposal to engage the temporary and out sourced contractual workers directly by the concerned Departments; (b) If so, the details and by when this proposal will be implemented; (c) The details of the workers who would benefit from this scheme; and (d) The detailed mechanism for payment to these workers directly by the department? 60. SHRI JAGDISH PRADHAN PWD Will the Minister of PWD pleased to state: (a) Whether it is a fact that roads measuring 60 Feet or more in width would be maintained by the PWD; (b) Whether it is also a fact that many such roads have not been handed over to PWD; 14 14
