1 NORTHERN ZONAL OFFICE 11 TH Floor, Tower-II, JEEVAN BHARTI BUILDING, 124, CONNAUGHT CIRCUS, N.DELHI Notice for Empanelment of Suppliers/Service Providers/Vendors Applications are invited for empanelment of reputed Air Ticket Booking Agencies for booking of Air Tickets by Life Insurance Corporation of India, Jeevan Bharti Building, 124, Tower II, Connaught Circus, New Delhi The application form in Annexure A& B is required to be filled up which may be downloaded from our website Application for empanelment duly completed should be submitted at the O.S. Department, 11 th Floor, Jeevan Bharti Building, 124 Connaught Circus, New Delhi in a closed envelope superscribed as Application for empanelment of Air Ticket Booking Agencies along with non-refundable application fee of Rs. 200/- in the form of demand draft in favour of Life Insurance Corporation of India payable at N. Delhi or can be deposited at our cash counter in cash during cash /working hours. 2 The vendors/firms desirous to be empanelled with us for above said job and fulfilling conditions as per General guidelines, Technical Guidelines and the attachments required as per application form in Annexure A& B enclosed, may apply for empanelment for jobs undertaken at Northern Zonal Office, New Delhi. The applications in questionnaire form along with the enclosures i.e. necessary certificates in evidence of the facts mentioned in the forms are to be submitted to us at the address mentioned above on or before 21/4/2017 by 3.00 p.m. The Corporation bears no responsibility for applications received after due date and are liable to be rejected. 3 Firms/suppliers who have been black listed / removed earlier by any office of the Corporation, should not apply. If applied, their applications will not be considered. 4 Mere submission of Application for empanelment does not confer any right of empanelment. Life Insurance Corporation of India reserves its right to reject, accept any or all applications or cancel the process of empanelment without assigning any reason thereof. Life Insurance Corporation of India shall neither be held liable nor obligatory on its part to inform the applicant the grounds of any such action. The Corporation reserves the right to raise the minimum eligibility criteria for empanelment depending on the response. 5 Applications incomplete in any respect will not be entertained and are liable to be rejected. General Guidelines 1. Sealed applications are invited by Office Services Department, Life Insurance Corporation of India (herein after referred as LIC of India ), Northern Zonal Office, Tower-II, 11 th Floor, Jeevan Bharti Bldg. New Delhi for empanelment from reputed, experienced and financially sound Air Ticket Booking Agencies having minimum of 5 years experience in the field of Air Ticket Booking and having annual turnover of Rs. Four Crore per year. 2. The interested service providers may submit their applications in the prescribed proforma. All the documents in support of eligibility criteria etc. are also to be attached alongwith the application. No application will be accepted after the expiry of stipulated date and time under any circumstances. 3. The Zonal Manager, LIC of India, Northern Zonal Office, Tower-II, Jeevan Bharti Bldg. New Delhi reserves the right to amend/withdraw any of the terms and conditions of empanelment, without assigning any reasons thereof. 4. All entries in the application form should be legible, filled clearly and each page must be signed by the authorized signatory of the firm/company. If the space provided for furnishing information is insufficient, a separate sheet duly signed by the authorized signatory may be submitted. Application submitted in the proforma other than the proforma provided for the purpose, will be rejected summarily. 5. Any person who is in Government service or an employee of LIC of India should not be made Partners in the Agency/Firm/Company directly or indirectly in any manner whatsoever. 6. If it is subsequently established or found that a service provider has given any false information or facts or has suppressed facts or has forged any document, etc. the application will be summarily rejected/empanelment may cancelled. Technical Guidelines 1. The Agency should have experience of atleast 5 years in the relevant field in providing such services to reputed Government institutional customers like financial Institutions/Public Sector Banks/PSUs/MNCs/Large Corporates. 2. The Agency must be registered with IRCTC and have registered IATA no. 3. The Agency should have qualified trained staff for Air Ticket booking. 4. The scope of work of the empanelled Agency is as under: (a) Booking Air Tickets Domestic/International for all the Airlines. (b) Ensuring receipts of proper statement from Airlines on discounts gained on deal codes secured by LIC and ensuring proper utilization thereof. (c) Assisting LIC in securing deal codes with other Airlines. 2

3 5. The Travel Agency will have to provide prescribed travel related services in time. If the Agency fails to provide tickets and other services within scheduled time, the Agency will be solely responsible for the same and no payment will be made for it. 6. The Agency shall be obliged to suggest cost-effective ticketing plan only under refundable basis. All tickets should be mailed to in addition to the applicant employee. 7. The losses to the LIC which are directly attributable to the Agency shall be deducted from the bills/adjusted from the performance guarantee. 8. The Agency will have to submit weekly statement of bills raised showing the amount of expenses on ticket booking. 9. The Travel Agency shall not assign the contract or any part thereof to any other Agency/party. The Travel Agency also shall not sub-let the work or part thereof except with the prior written consent of LIC and such consent, even if provided, shall not relieve the Travel Agent from any liability or any obligation under the contract. 10. The offer shall be valid for a period of three months from the date of opening the technical bid. 11. The Agency will be available 24*7*365 days (including holidays) for booking/cancellation of Air Tickets and also make available dedicated Staff. 12. The Travel Agency will be responsible for compliance with all central and state laws as per rules/regulations and orders of the local authorities and statutory bodies as may be in force from time to time during the contract period. 13. Applicable taxes will be deducted at source at the time settlement of bills unless the firm produces a certificate to the contrary from the Income Tax Authorities 14. The Travel Agency should be in a position to provide credit limit for a period of four weeks for processing and payment of the bills. 15. The contract will be initially valid for a period of one year and extendable for one year entirely at the discretion of LIC, subject to satisfactory performance of the Agency. 16. If the registration certificate of IATA is withdrawn or cancelled during the contract period, then the contract of the Agency will be automatically cancelled. 17. The Agency must be able to map the deal/corporate codes of LIC with all the Airlines in order to get the tickets booked in Corporate Fares of LIC. 18. The Travel Agency should have Computer Reservation Ticketing facility of all the Airlines. 19. The application fee of Rs.200/- is to be deposited at Cash Counter, LIC of India, Northern Zonal Office Tower-II, 11 th Floor, Jeevan Bharti Bldg. New Delhi In case of partnership firms only, a copy of the partnership agreement or general power of attorney duly attested by a Notary Public must be submitted along with the application. The attested copy of the certificate of registration of firm and name of the authorized partner to interact with the officials of LIC of India should also be attached. 21. In case of companies, it should be registered with the Registrar of Firms/Companies, wherever applicable. 3

4 22. The service providers must have a minimum of five years of relevant experience with Government Ministries/Departments/Public Sectors/ reputed private companies. Copies of at least two contracts with Ministries/Departments of Central Government/ State Government PSUs/ reputed private companies during last three years along with attested copies of the supply order should be furnished. The said documents are to be attached with application for empanelment. 23. The service providers should have had a minimum annual turnover billing amount of Rs. Four Crore each year during last three financial years i.e , and A copy of turn over statement duly certified by the Chartered Accountant along with copy of audited Balance Sheet and Income Tax Return for the last three financial years i.e , and should also be submitted. 24. The service providers should have their own Bank Account. The self attested legible copy of pass book of the account maintained for the last two years & issued by the Bank should be provided with the Application. 25. Self attested copy of PAN card of the firm shall be provided with the application. 26. The service provider (not individual) should be registered with Service Tax Departments. Certified copy of the registration shall be given with the application. 27. All the pages/documents of the Empanelment documents should bear signature and date of the tenderer. All the entries by the tenderer should be in one ink & legibly written. Any overwriting, corrections & cuttings should bear initials and date of the tenderers. 28.
