3 SECTION I PURPOSE AND APPLICATION 1.01 This Directive, Staff Rule 6.17, "Global Mobility Support for Temporary Assignments" (hereinafter "Rule") sets forth the provisions governing the benefits provided by the World Bank Group to extend reasonable assistance to staff members on Temporary Assignments on or after February 15, This Rule applies to the Staff of the institutions of the World Bank Group. SECTION II DEFINITIONS 2.01 Capitalized terms in this Rule have the meanings ascribed to them in Staff Rule 1.01, "General Provisions," and as follows: a. Assignment Support refers to the following elements of Mobility Support: Ongoing Support, Locality Consideration and Expatriate Support. b. Non-Family Post refers to a World Bank Group duty station where family accompaniment to the Duty Station Area is not authorized per United Nations guidelines on the same. SECTION III SCOPE 03. Eligibility 3.01 Staff holding the following appointments are eligible to be posted on a Temporary Assignment: Regular, Open-Ended, Term, Local Staff Regular appointments at grades GF and above (and grade GE with approval of the staff member's Vice President). Assignment Support 3.02 Staff posted on Temporary Assignments are eligible for Assignment Support provided in the Procedure, "Global Mobility Support for Temporary Assignments" as follows: a. Staff who are not citizens (or in the U.S. lawful permanent residents) of the Host Duty Station country are eligible for Assignment Support. b. Staff who are citizens (or in the U.S. lawful permanent residents) of the Host Duty Station country are ineligible for Assignment Support. This includes staff who are dual nationals and have a nationality of the Host Duty Station country. In exceptional cases, in Host Duty Stations outside the U.S., the staff member's Vice President, or his/her designee, may decide to provide Assignment Support to a staff member who is a citizen of the Host Duty Station country. However, the Vice-President's decision to provide Assignment Support cannot be applied to a staff member who is a citizen of the Host Duty Station country and has resided in the Host Duty Station country at any time in the immediate 5 years preceding the start of the assignment. Short Term Assignments are not considered as residency for staff who are citizens of the Host Duty Station country in determining the 5-year timeframe immediately preceding the start of the assignment for 1
4 benefits eligibility purposes. Under no circumstances are U.S. citizens or lawful permanent residents eligible for Mobility Premium as defined in Staff Rule 6.21, "Mobility Premium." c. Staff who obtain citizenship of their Host Duty Station Country during their Temporary Assignment cease being eligible for Assignment Support upon the effective date of naturalization. Relocation and Transportation Benefits 3.03 Staff members posted on Temporary Assignments are eligible for the Relocation and Transportation Benefits as follows: a. Staff who are not citizens (or in the U.S. lawful permanent residents) and have resided in the Host Duty Station Area for 12 months or more immediately preceding acceptance of (a) appointment; (b) reappointment following a break in service; or (c) appointment following service under a Short Term Consultant or Short Term Temporary are ineligible for Relocation and Transportation Benefits. Short Term Assignments are not considered as residency in the Host Duty Station Area in determining eligibility for Relocation and Transportation benefits under this paragraph b. Staff who are citizens (or in the case of the U.S. lawful permanent residents) of the Host Duty Station country and have resided in the Host Duty Station country for 12 months or more immediately preceding acceptance of (a) appointment; (b) reappointment following a break in service; or (c) appointment following service under a Short Term Consultant or Short Term Temporary are ineligible for Relocation and Transportation Benefits. Short Term Assignments are not considered as residency in the Host Duty Station in determining eligibility for Relocation and Transportation benefits under this paragraph. c. Staff members who have been telecommuting from the Host Duty Station Area for more than two years of the three years preceding the assignment are ineligible for Relocation and Transportation Benefits. d. Staff who change their assignments from a Short Term Assignment to a Temporary Assignment are eligible for certain Relocation and Transportation Benefits as indicated under the Procedure, "Global Mobility Support for Temporary Assignments." e. For staff on Open-Ended or Term appointments who are not otherwise eligible for Relocation and Transportation Benefits, hiring managers may provide, from their administrative budgets, a cash allowance of up to USD $10,000 to assist with costs associated with relocation at the time of hiring. Limitations 3.04 If the duty station is designated as a Non-Family Post, the World Bank Group will not authorize family accompaniment to the Duty Station Area. A list of Non-Family Posts can be found on the myhr website If staff members married to each other, or who are domestic partners of each other, are both assigned to the same duty station, only one staff member will be eligible for benefits under this Rule. The World Bank Group will provide these benefits to whomever of the two the staff members elect. Such election will be irrevocable for the duration of the assignment. 2
5 3.06 The World Bank Group will not pay benefits under this Rule to the extent such benefits would duplicate benefits provided by the staff member's previous employer, or the employer of the staff member's spouse or domestic partner or by any other World Bank Group benefits program. SECTION IV EXCEPTION Exceptions to paragraph 3.04 of this Rule may be granted by the World Bank Group Human Resources Vice President, in consultation with the Regional Vice President (or Regional Director in the case of IFC or the Executive Vice President in the case of MIGA) and the Director, GSD. SECTION V WAIVER Unless otherwise provided in the Policy, "Global Mobility Support Framework," the Issuers, or their designees, may waive any provision of this Rule, with respect to their staff members, with advice from the World Bank Group Human Resources Vice President. SECTION VI OTHER PROVISIONS None SECTION VII TEMPORARY PROVISIONS None SECTION VIII EFFECTIVE DATE This Rule is effective as of the date on its cover page.
