1 NEWSLETTER OF THE MINISTRY OF HOUSING & LANDS Issue No. 1 March 2017 Message of the Vice-Prime Minister, Minister of Housing and Lands, Hon. Showkutally Soodhun, GCSK Dear readers, It is a pleasure to convey my message on the occasion of the first edition of the newsletter of the Ministry of Housing and Lands. This publication will be a trimestrial event and I believe it will be an appropriate medium to share news about activities of the ministry as well as matters pertaining to our staff. At the Ministry, appropriate mechanisms have been set to achieve our targets, whether it is on development and land use issues or housing policies. We have committed ourselves to come up with an efficient land planning system for effective management, land use and release of lands for development projects. The Ministry is also working towards the modernization of a platform on land information, cartographic services and surveying for land allocation in a transparent and equitable manner. The Ministry has also been implementing various policies in order to facilitate access to affordable housing for the different and evolving needs of present and future generations. This newsletter aims at disseminating relevant information about actions being taken to achieve the objectives of the Ministry and about matters pertaining to Human Resources. 2 Message of the Permanent Secretary of the Ministry of Housing and Lands, Mrs Dalida Allagapen Dear Colleagues and Readers, Greetings to you all. Effective communication and dissemination of information in a Ministry help to build a strong sense of belonging and motivate officers to give the best of their abilities. Our Ministry has therefore deemed it fit to set the ball rolling for a communication strategy, through a trimestrial newsletter, for the benefit of each and every one. This trimestrial newsletter will be another tool of communication which will help our Ministry to showcase the achievements and efforts being made for transparency and equity. It will also keep us all abreast on development and implementation of our vision and objectives as well as on issues related to capacity building of our staff and their career prospects and achievements. I am making an appeal to the participation of each and every member of the staff in making this Newsletter a recurrent feature and a conveyor of information for our potential customers/readers. 3 MAJOR DEVELOPMENT PROJECTS Hotel Development Project of One & Only Le St Géran VPM Showkutally Soodhun chaired a meeting on 11 th January along with his colleagues Minister of Environment, Hon. Etienne Sinatambou and the then Minister of Local Governement, Hon. Dr Anwar Husnoo regarding hotel development project of One & Only, Le St Geran in order to address related matters. The Project Manager, Mr Charles de Foucault attended the meeting. Representatives from PMO, Ministry of Tourism, Ministry of Ocean Economy were also present. The group Kerzner International, owner of the chain of hotels of One & Only, will invest 200 million dollars (approx. Rs 7 billion) in renovation works and construction of villas in Mauritius. Renovation works started on the 1st February It's a major development project which will boost the construction and tourism industry. Due diligence by authorities will apply at each phase of the project. Barachois Villas Co. Ltd Project VPM Soodhun chaired a meeting on 17 th January along with Hon. Dr Anwar Husnoo, Hon. Etienne Sinatambou, representatives of BOI, Ramsar Committee, Ministry of Agro Industry and promoters of Barachois Villas Co. Ltd. Objective: Clear bottlenecks. The promoters will be implementing a project of 100 villas at Tamarin. Investment is estimated at Rs 5.4 billion and expected job creation is 600 during construction phase.

4 REGULATE COMMERCIAL ACTIVITIES ON BEACHES Hon. VPM Soodhun chaired meeting on 16 th January 2017 to spell out rules and regulations regarding transat activities, beach hawkers, boat operators and other commercial activities taking place on public beaches. Other topic of discussion whereby VPM requested prompt actions: bungalows being rented without prior authorization. Representatives from National Coast Guard, Ministry of Tourism, Ministry of Environment, Tourism Authority, Beach Authority, police force and BOI attended the meeting. The VPM also visited public beaches of Trou aux Biches and Mon Choisy. Decisions taken: 1. No transat activities will be allowed on weekends and on public holidays. 2. Boats to be kept at a distance of 100m in the lagoon. 3. Only certified hawkers who have obtained a permit from the Beach Authority will be allowed to operate. 4. Immediate actions to be taken for removal of illegal jetties.

5 ALLOCATION OF SERVICED PLOTS AT VILLE NOIRE Allocation of plots of state land for residential purposes to 47 families on 19 th January 2017 at Ville Noire in presence of VPM Soodhun and MPs of Constituency No.12, Hon. Mahen Jhugroo and Hon. Bobby Hurreeram. Each family has been allocated a plot of 210 m 2 (approximately 5 perches). Following amenities have been provided: 1. Road and drains 2. Water reticulation 3. Overhead electrical network 4. Pedestrian pavement 5. Road marking & traffic signs Contract value of project is estimated at Rs 13 million.

6 REMEDIAL WORKS OF NHDC COMPLEXES Government has come up with an action plan to rehabilitate around 5000 NHDC houses which are in bad conditions around the island. Estimated costs for the whole project are estimated at Rs 251 million. Works for 1008 NHDC houses at La Tour Koenig and 216 houses at Beau Vallon have been completed.

7 ROOF SLAB GRANT SCHEME Remittance of cheques to beneficiaries of the Roof Slab Grant Scheme. Since January 2015 up to February 2017, the Government has disbursed Rs 216 million as financial aid for casting of roof slab to 3557 families.

8 PUBLIC BEACH POMPONETTE & RIAMBEL The Ministry of Housing and Lands is maximising efforts to make our public beaches even more accessible to Mauritians and tourists. In this context, additional acres of land have been proclaimed public beaches at Pomponette and Riambel. To that effect, a press communiqué was issued.

9 INAUGURATION OF SAPHIR NHDC RESIDENCE AT BEAU BOIS Inauguration of Residence Saphir NHDC Complex at Beau Bois by the Prime Minister, Hon. Pravind Jugnauth in presence of the VPM Hon. Soodhun and MPs of the Constituency, Hon. Yogida Sawmynaden and Hon. Leela Devi Dookhun & PPS Hon. Raj Rampertab on Friday 10 th February A project of 46 housing units at the cost of Rs 50M.

10 CLEAN UP MAURITIUS & EMBELLISHMENT CAMPAIGN VPM Soodhun was appointed by Cabinet to lead a Ministerial Meeting on a National Clean Up Mauritius & Embellishment Campaign. The launching of the campaign was conducted by the PM, Hon. Pravind Jugnauth at Floréal on 5 th March. Activities will last throughout the year over the island.

11 SQUATTERS The Vice-Prime Minister, Hon. Soodhun informed the Cabinet on 9 th March about the situation of squatters over the island. The details are as follows: Relocated/ Approved to be relocated DISTRICT No. of Squatters Regularised In Situ Missing Documents Vacated site Port Louis Pamplemousses Riviere du 0 Cannot be considered Rempart Flacq Grand port Savanne Black River Plaines Wilhems Moka * *Note: Out of the 348 cases which are not being considered by the Ministry of Housing and Lands, there are 134 families in the region of La Ferme who will be relocated by the Ministry of Energy and Public Utilities in the context of the rehabilitation project of La Ferme Dam. 9 Reasons for remaining 214 cases which cannot be considered for regularisation: 1. Families are living in areas where slope gradient is higher than 20% and they do not wish to be relocated elsewhere. 2. Cases where commercial activities are taking place cannot be regularised. 3. Some families have squatted over part of State Land and part of private land. 4. State land squatted upon is not suitable for residential purposes. 5. Squatters over state land already leased to be dealt with by the concerned lessees as it was their responsibility to prevent any cases of illegal occupation.

12 OFFICIAL MISSION IN INDIA (17 th 22 nd March 2017) Signature of a Memorandum of Understanding between NBCC, a Navratna construction major in India and the Ministry of Housing and Lands of Mauritius for a social housing project of US $20 million on 20 th March As per the M.O.U, NBCC will construct 700 duplex type houses of 50m 2 with two bedrooms, living and dining rooms, kitchen, bathroom and toilet each in 18 months in Dagotière and Mare Tabac. The signature ceremony was held in the presence of the Indian Minister, Shri M. Venkaiah Naidu and the Vice-Prime Minister, Hon. S. Soodhun. VPM was accompanied by the Permanent Secretary, Mrs D. Allagapen, the Chief Surveyor, Mr F. Ramchurn and the Head of Hydrography Unit, Commander P. Singh. During his visit, Hon. Showkutally Soodhun also called on and interacted with Admiral Sunil Lanba, PVSM, AVSM, ADC, Chief of the Indian Naval Staff and discussed issues of mutual interest in the field of hydrography and maritime cooperation.

13 OFFICIAL MISSION IN INDIA (17 th 22 nd March 2017) The delegation led by the VPM also participated in the Indo-Mauritian Joint Committee on hydrography. The Indian side conveyed its commitment to assist Mauritius in developing its capacity in the field of hydrography. The Joint Committee has agreed, inter-alia, on the modalities for future surveys in the EEZ of Mauritius, a Protocol on the sale of electronic navigational charts and training of our staff in Hydrography and Cartography. 14 OFFICIAL MISSION IN INDIA (17 th 22 nd March 2017) The Vice-Prime Minister Hon. Soodhun met with the Indian Minister of Petroleum and Natural Gas, Shri Dharmendra Pradhan. The VPM explained the ambition of the Government in transforming the country into a regional petroleum hub. Shri Pradhan assured that India will continue to support Mauritius in meeting its energy requirements. Both VPM Soodhun and Shri Pradhan expressed the will of the two governments to further consolidate bilateral relationship in the energy and petroleum sector Along with the Mentor Minister, Hon. Sir Anerood Jugnauth and Lady Sarojini Jugnauth, the Vice-Prime Minister Hon. Soodhun also participated in the National Day Celebrations held by the Mauritius High Commission in New Delhi on 17 th March.

15 FLAG RAISING CEREMONY A flag raising ceremony was organised at the Ministry of Housing and Lands, in Ebène to mark the 49 th anniversary of independence of Mauritius. In his keynote address, the Vice-Prime Minister laid emphasis on the need to putting away differences we may have besides and to work hand in hand for the development and progress of the country and for the benefit of the Mauritian population. He added that each citizen should always work towards the consolidation of unity, peace and harmony. SCREENING OF NON-COMMUNICABLE DISEASES & BREAST & CERVICAL CANCER SCREENING Screening for Non-Communicable Diseases and Breast and Cervical Cancer screening were organised at the Ministry of Housing and Lands. The staff has had the opportunity to get latest update regarding some components of their health status. Counselling services were also provided by the medical team of the Ministry of Health and Quality of Life.
