3 The Cayman Islands The Cayman Islands is a major international financial centre located in the western Caribbean. Its stable economy and successful financial industry have been carefully developed in order to create the best possible investment environment. Cayman adheres to the Basel Core Principles for effective Banking Supervision, the International Association of Insurance Supervisors (IAIS) principles for insurance regulation, the International Organization of Securities Commissions (IOSCO) principles for regulation of investments business and the Financial Action Task Force (FATF) Forty Recommendations on anti money laundering.

Cayman is recognised for its efforts to adhere to international regulatory standards and plays a leadership role in the offshore arena on international regulatory issues. As a jurisdiction, the Cayman Islands is committed to maintaining the highest integrity and standards of operation as evidenced by its adherence to international regulatory requirements: The Cayman Islands commitment to international tax transparency standards has been recognised by the Organisation for Economic Co-Operation and Development (OECD), with Cayman being included on the OECD s White List of jurisdictions that are compliant with international tax transparency standards. Cayman is recognised by the FATF as a leader within the Caribbean region in the fight against money laundering and adheres to all of the relevant international supervisory standards. The Cayman Island Monetary Authority (CIMA) is an ordinary (i.e. full) member of the IOSCO; making CIMA an official party to the IOSCO Multilateral Memorandum of Understanding Concerning Consultation, Cooperation and the Exchange of Information. The Cayman Islands Monetary Authority (CIMA) is the sole regulator of the financial sector in the Cayman Islands responsible for all financial institutions operating under the regulatory laws. CIMA is also responsible for ongoing supervision of compliance with Anti-Money Laundering (AML) and Combating the Financing of Terrorism (CFT) obligations. The various regulatory laws provide for licensing, on-site inspections, fit and proper criteria and access to information in accordance with FATF standards. Regulatory functions comprise regulation and supervision of financial service providers in the Cayman Islands, monitoring of compliance with the money laundering regulations, issuance of a regulatory handbook on policies and procedures, and issuance of rules, statements of principle and statements of guidance. Co-operative functions consist of providing assistance to overseas regulatory authorities. The Cayman Islands Stock Exchange (CSX) is based in the Cayman Islands and was recognised by the London Stock Exchange as an approved organisation in July Over 1,000 stocks, eurobonds, warrants and global depositary receipts are listed on the CSX. The exchange uses a fully electronic trading platform that was developed under a partnership with Bloomberg L.P. The CSX was originally set up to provide a listing facility for the specialist products of the Cayman Islands funds and specialist debt securities. The CSX s capabilities now extend to sophisticated vehicles and structures including the listing of derivative warrants, depositary receipts, Eurobonds, preferred shares and international equity. A large number of the world's leading financial institutions have listed their products on the CSX, and the exchange is recognised and accepted by the major market players as a "blue chip" listing environment, which provides investors with the necessary degree of regulation and security they require when making investment decisions.
