The seventh-year art teacher at Pinson Valley High School says a very unique class is being offered this year, one that will allow students to learn about and design special effects, such as makeup for scary monsters, prop making, the molding for mask making, and costume and set design. The class will last the entire school year, meeting for 45 minutes each day. JefCoEd chief on Clay: Preparing for difficult situation New Jefferson County Schools Superintendent Craig Pouncey said last week that it would concern him if the city of Clay eventually broke away from the county and formed its own school system. The Clay City Council in July voted 4-1 to levy a five-millage property tax, which could be the first step toward a school system or police department for the city. The rate equates to $50 per year on a house with an assessed value of $100,000. It would be $100 per year on a house with an assessed value of $200,000. Forming Clay s own school system would require an estimated 10 mills in additional property taxes, something city residents would have to vote for. Mayor Charles Webster said after the vote passed that it wasn t the way I would have done it but that he was fine with how the vote went. He said he thought Clay could do a better job than the county because of its focus on all the other schools in the system. Pouncey said there are significant facility issues to deal with at the Clay- Chalkville schools. He mentioned that the Jefferson County Board of Education recently partnered with the city of Clay to place turf at Cougar Stadium. News Page 2 July 30 - August 5, 2014 The Trussville Tribune Car tag renewal in Clay to begin Monday The city of Clay is ready to go with the car tag renewal process at Clay City Hall if there are no computer glitches at the last minute, according to City Manager Ronnie Dixon. The process begins Monday, Aug. 4. The Clay City Council in June approved an ordinance establishing a local convenience issuance fee for the renewal of automobile tags at Clay City Hall. A $5 fee will be applied to any tags renewed at Clay City Hall. According to the June ordinance, Mayor Charles Webster and the Clay City Council feel it is in the best public interest to establish said file photo Clay City Hall local issuance fee. The $5 fee will be due and payable at the same time the state registration fee becomes due for any vehicle registration issued. The annual additional local fee shall not be collected more than once per vehicle during a registration year. The fee will be deposited into the city s general fund and will be used for the operation of the city license plate issuing official s office. Tag renewals and online sales within city borders will all be routed through Clay City Hall at 2441 Old Springville Road. Online sales will mail out from Clay City Hall. I think this is going to be a good thing for everyone, Clay Mayor Charles Webster said earlier this year. Other cities that do it have been very successful. Rep. Paul DeMarco, R-Homewood, said earlier this year that Gov. Robert Bentley had signed into law HB 112, which authorizes Jefferson County cities to issue car tags. The city of Trussville earlier this year sent three employees to Montgomery for three days for training with the Alabama Department of Revenue, to learn to use the department s programs and expectations with issuing vehicle tags. There is no set date on when Trussville may implement the program at Trussville City Hall. Mayor Gene Melton said in early July that Trussville was still working on the details of when it may open Trussville City Hall for the issuance of car tags. One of the questions on a survey mailed to more than 8,000 Trussville addresses in November 2013 by Melton asked if residents would renew vehicle tags at Trussville City Hall if allowed to do so. Of 1,048 responses to the question, 985 said they d favor the renewal process at Trussville City Hall. Just 63 said they would not favor it. Pinson will not consider issuing car tags at Pinson City Hall at this time. news@ trussvilletribune.com and follow him on P&Z recommends PUD amendment to council The Trussville Planning and Zoning Board on Monday recommended an amendment to the city s planned unit development ordinance to the Trussville City Council. There are a few changes from the original draft. The recommended draft calls for a minimum size of two acres for a downtown planned unit development and a minimum of four acres for a PUD within the transitional district. The recommendation for minimum acreage for all other areas of the city is 60 acres. The maximum residential density recommended in the downtown and transitional areas is 12 units per acre, and in other areas is 3.5 units per acre. The possible amendment to the planned unit development portion of the city s zoning ordinance could pave the way for a mixed use development. In June, real estate developer Aaron Conley, Greenville, S.C.-based Johnston Design Group s Scott Johnston and The Cottages President Cliff White presented their plans and answered questions about the proposed development, which would be located on the six-acre Wheeler property beside Captain D s in the downtown Trussville area. At about 11:30 a.m. Monday, deputies responded to a report of a burglary in progress at a residence in the 5200 block of Highland Trace Circle in Pinson. A 14-year-old girl and her 9-year-old brother were home alone when a man they didn t know began breaking into their house. They called their mother and she contacted the Jefferson County Sheriff s Office, said Chief Deputy Randy Christian. The children ran from the home to a neighbor s residence, Christian Deputies arrived to see 50-year-old William Robert Thomas, of Birmingham, climbing out a window. Upon seeing deputies, Thomas dropped three remote control devices taken from the house and ran into a nearby wooded area, Christian Deputies established a perimeter around the area and Thomas was captured a short time later. The children weren t harmed. Thomas told deputies he had been out jogging and didn t know anything about a burglary. He offered no explanation for his vehicle being parked in the victim s driveway, Christian Thomas was charged with seconddegree burglary and second-degree theft of property. He was taken to the Jefferson County Jail, where he posted $30,000 bond and was released at about 10:30 p.m. Monday. news@ trussvilletribune. From staff reports The Trussville Area Chamber of Commerce last week announced that Bobbie Roper is its new event coordinator. Bobbie Roper Roper s previous experience includes roles as benefits coordinator and analyst for large corporations such as HealthSouth and Bruno s, and also as an office photo by Diane Poole manager for smaller firms. Roper is a lifelong Trussville resident, has been involved in the community, and has played a part in organizing many events. Screws is also the haunt director, mask and prop maker, and scenic designer for the Insanitarium Haunted Attraction, which is held each October at the Palmerdale Homesteads Community Center. The Insanitarium has generated interest in making special effects part of the art class for years, and now it s going to happen. There were 35 students on the class roster as of July 17, Screws Students will be required to do class work, but also onsite work at places like the Insanitarium. They re going to be the driving force for the creative department, said Screws, a former Clay- Chalkville Middle School teacher. Haunted attractions are just a small segment of the class, Screws After the Insanitarium s hours of operation are done in late October, the focus could shift to building a set for a nativity program. The class could help build something the community is in need of. It s not going to be art for art s sake, Screws It s going to be art for a very particular purpose. Screws said he s only found one school in the United States -- in Ohio -- offering a class that comes close to this one. There could be others, but he hasn t found them. As far as I know, we are now the second of this kind of class in the United States, he Screws said part of the driving force for him to teach this class is his wish that it was available when he was growing up. But with Syfy television shows such as Face Off, a reality show in which a group of prosthetic makeup artists compete against each other to create prostheses such as those in science fiction and horror films, his students want it, too. Administrators spent a couple hours each morning listening to Bradford s presentation, then had a roundtable discussion about crisis plans, lockdown drills and more. In the afternoon, they learned basic movements and formations, then participated in a practical exercise in which they moved in groups down a hallway to locate an active shooter. The active shooter training was incredibly valuable in training school personnel to assist law enforcement and understand procedures and events if we encounter an active school shooter, said Trussville City Schools Superintendent Pattie Neill. The Alabama Historical Commission is accepting grant applications for capital enhancements to non-state owned or operated historical properties and sites. Grants will be awarded for the coming fiscal year Local historical sites and parks operated by nonprofit or tax exempt organizations, county or municipal governments are eligible. The grants Trussville Police Department s School Resource Officer Unit -- Bradford, Mike Roberson, Rob Hicks, Keith Rosetta, Brian Williams, Josh Payne and Todd Posey -- led the groups in practical exercises. They taught school administrators how to properly hold and point a handgun in the event that a school resource officer is down. School shooting events may be over in less than 10 minutes, so it is important that school personnel understand and act quickly because it happens so fast, Neill Student safety through the knowledge of how to act quickly to protect students was enhanced greatly because of this training. The week before last will be awarded so that grant recipients reflect the geographical diversity of the state. Only applicants that didn t receive historical grants in fiscal year 2013 are eligible. The sales tax holiday is Friday, Aug. 1 through midnight Sunday, Aug. 3. The holiday gives customers the chance to purchase certain school supplies, computers and clothing free of state sales tax. Local sales tax may apply. Clothing items exempt of the tax include belts, boots, caps, dresses, gym suits, jackets, jeans, pants, raincoats, sandals, scarves, school uniforms, shirts, shoes, shorts, socks and underwear, among other items. School supplies exempt of the tax include binders, blackboard chalk, book bags, calculators, composition books, crayons, erasers, folders, glue, legal pads, notebooks, paper, pencils, pens, rulers and scissors, among other items. 5 The Trussville City Council last week approved a resolution amendment to the tax abatement for System Controls and Reed Hene Properties in the Trussville Industrial Park. The city originally approved of System Controls and Reed Hene Properties original application to local granting authority for the abatement of taxes Dec. 5, In January, the companies amended the applications after discovering additional costs that needed to be included in the project estimates, so the companies adjusted the estimated amount of investment by the companies in the 2012 project. Baker, referring to a feasibility study done under Mayor Charles Hart s administration, said he recalled that the city would need about 12 mills in property tax, and he thought it was a 7 mills tax that was voted on and rejected by Clay voters years ago. I don t know what that amount would be today, Baker It might be 8 mills. It might be 10 mills. Obviously, we would have to do another study to find after 10 years, all of the ad valorem tax. In other Trussville news, 18 residential building permits were issued in May, and 21 were issued in June. 6 Page 6 July 30 - August 5, 2014 The Trussville Tribune Trussville man pleads guilty in Serra Nissan fraud conspiracy A former sales manager at Serra Nissan in Birmingham pleaded guilty last Thursday in federal court to charges related to a scheme at the car dealership to falsify auto loan documents, announced U.S. Attorney Joyce White Vance, FBI Special Agent in Charge Richard D. Schwein Jr. and IRS-CI Special Agent in Charge Veronica Hyman-Pillot. Abdul Islam Mughal, 48, of Trussville, pleaded guilty before U.S. District Judge Virginia Emerson Hopkins to one count of conspiring with others, including Serra Nissan salesmen, general managers, sales managers and finance managers, to falsify loan documents in order to defraud customers, Nissan North America and financial institutions and sell more cars. Mughal also pleaded guilty to one count of bank fraud for submitting falsified loan documents to financial institutions, including Capital One Auto Finance, between January 2012 and October Mughal is scheduled for sentencing Nov. 5. According to Mughal s plea agreement with the government, while he was the dealership s general sales manager, there was a pervasive scheme throughout Serra Nissan... that if a customer did not qualify for a car loan for some reason, the salesman, finance managers, sales managers, or GSM were to falsify information or documents that would ensure the customer was funded. The plea agreement lists ways that Mughal and others falsified loan documents including, but not limited to: Inflating the income information of prospective car buyers, a process participants sometimes referred to as fluffing. Creating or altering documents to submit to financial institutions that required proof of the prospective buyer s income or residency. Listing accessories not actually included on a vehicle so a financial institution would increase its loan amount, a process participants sometimes called power booking. Mughal and others had a financial incentive to power book a deal, because if the profit on a transaction were high enough, the dealership would pay the employees on the deal something above their normal commission. Presenting straw buyers, who could qualify for a loan, to financial institutions when the actual buyer could not qualify because of poor credit or insufficient income. In Mughal s plea agreement, he acknowledges one incident in which he told a salesman that a specific sale could not be funded until they created a legal lie for the bank that showed the buyer, identified as J.T., made $5,000 per month. J.T. bought a vehicle from Serra Nissan on Oct. 16, According to the plea agreement, J.T. submitted a bank statement to Serra Nissan showing an ending account balance of $11.03, but the loan application the dealership submitted to Capital One Auto Finance included a fraudulent bank statement showing J.T. had monthly deposits of $6,179. In a second vehicle purchase on Oct. 16, 2012, a customer identified as W.K. submitted only a Social Security letter as proof of income. Serra Nissan, however, submitted a loan application to Capital One on W.K. s behalf that also included a fraudulent bank statement, a claim of $2,973 in monthly Veterans Administration benefits -- although W.K. is not a veteran -- and false information that W.K. was retired from the state of Alabama and made $4,500 per month. The maximum penalty for the conspiracy count is five years in prison and a $250,000 fine. The maximum penalty for bank fraud is 30 years in prison and a $1 million fine. The Jefferson County Sheriff s Office reports that Beth Ann Chasteen, 34, and Christian Eric Gamache, 41, are both charged with second-degree theft of property. Their arrest warrants were obtained Monday, July 21. Detectives contacted Odenville photo courtesy of the Jefferson County Sheriff s Office Christian Eric Gamache police and the suspects were located. They were being held last week on $15,000 bonds. The victim reported that on July 11, his residence in the 1800 block of Reed Road in Center Point was burglarized and several items were taken. He set up a game camera outside his residence in hopes of getting pictures of whoever was responsible. On July 12, he returned to the property and noticed his lawn mower was missing. He reviewed the images on the game camera and found photo courtesy of the Jefferson County Sheriff s Office Beth Ann Chasteen photos of a man and woman loading his lawn mower into the back of a truck. He called the sheriff s office and filed a report and provided the photos to a detective. The photos were shared on social media by the sheriff s office. This time next year, the place will be different. The Hewitt-Trussville varsity football team had its photos courtesy of the Trussville Historical Society and Hewitt-Trussville Athletics The 1948 team (top) and the 2014 team (bottom) team photo taken Monday at Jack Wood Stadium, a staple in Trussville s Cahaba Project. The 2014 team will be the last to have its preseason team photo snapped there. The first was in 1948, according to the Trussville Historical Society. That team was the first to play in the city s stadium, which became known as Jack Wood Stadium in the late 1990s. There were 45 players on the 1948 team. This year, there are close to 100. Hewitt-Trussville is set to begin playing in the new Hewitt-Trussville Stadium this fall. The plan is to open it for the Oct. 3 homecoming game against Oak Mountain.
