8% of the current State Income Tax ($6.6 million) Approximately 1% of sales taxes generated within the Village ($8.6 million) A portion of the Motor Fuel Tax ($1.7 million) Local Use Tax/Replacement Tax ($1.4 million) ALL OF THESE DOLLARS ARE YOUR DOLLARS. THESE WERE NEVER INTENDED TO OFFSET STATE SPENDING. THESE DOLLARS ARE (AND ALWAYS HAVE BEEN) COLLECTED BY THE STATE ON BEHALF OF LOCAL MUNICIPALITIES
Local Share has been presented by the Governor as something that should be cut Local Share is the Local Government Distributive Fund (LGDF) that was established in 1969 when the State implemented an income tax. This was in lieu of municipalities having any income tax. The cut presented is estimated to cost the Village $3.4 million THESE FUNDS BELONG TO YOU, TO FUND THE DELIVERY OF LOCAL SERVICES
What does $3.4 million look like? Any one of the following actions: Revenues 15.66% increase in property taxes 75% increase in local sales tax rate Expenditures Eliminate 28 police officers Eliminate 28 firefighters Eliminate 50% of public works Eliminate 50% of Village Hall staff THIS WILL SIGNIFICANTLY IMPACT DELIVERY OF LOCAL SERVICES OR TAX RATES
Historical Staffing Levels Full-Time Part-Time Seasonal EMPLOYEE COUNT DROPS WHILE PENSION COSTS RISE REFORM IS ABSOLUTELY NECESSARY
$4,000,000 $3,500,000 $3,000,000 $2,500,000 $2,000,000 $1,500,000 IMRF Police Pension Fire Pension $1,000,000 $500,000 $ Fire Increase = 165% Police Increase = 92% IMRF Increase = 14%
