The office of the Development Commissioner (Handlooms), Ministry of Textiles, Government of India, New Delhi, invites "Expression of Interest" from Organizations of repute to conduct an Evaluation study of implementation of Yarn Supply Scheme (YSS) in the country during the XII Plan period. Submission of Expression of Interest: The Expression of Interest (EOI) for conducting evaluation study is to be submitted to the Office of the Development Commission (Handlooms) in sealed cover "Bid for Evaluation study of Yarn Supply Scheme" along with (a) profile of the organization with its constitution, ownership, organizational structure and main activities of the Agency, including details of full time professionals (b) annual reports or audited financial accounts for the last three years (c) list of client with the title of study undertaken and in hand. Studies on handlooms, if any, undertaken may also be highlighted. The technical & financial bids should reach to the Office of the Development Commissioner (Handlooms) office within 30 days of publication of this notice. The Office of the Development Commissioner (Handlooms) reserves the right to cancel/reject any application without assigning any reason Eligibility Reputed consultancy Organizations or any other organization having sector specific experience of conducting such studies, and also, in-house capability to manage the evaluation study, will be preferred. 2 Term of Reference : The scope/objective of the evaluation study of Yarn Supply Scheme in the Country during the XII Plan Period. a) Whether the scheme has benefited the handloom weavers and if so. To what extent. b) How far the scheme has been instrumental in creating job opportunities. c) How far the scheme has benefited weavers to get easy access of good quality yarn at their door steps in sustenance of their employment. d) How far the scheme has been instrumental in arresting migration of weavers to other profile. e) Whether the scheme has enhanced the income of weavers by getting subsidy under the scheme. f) Whether the regular supply has helped in registering increased production. g) To assess the satisfaction level of the various customer agencies/institutions who are procuring yarn under YSS through NHDC. h) To study the general perception & expectation of the customers and the extent to which the same have been met. i) Whether the coverage of the NHDC is sufficient to meet the requirements of weavers organization on the satisfaction level on the following parameter:- The time taken for the delivery of the yarn. The quality of yarn. The mode of transport by which the yarn is sent. The response of the NHDC to the weavers Yarn requirement queries. The quantum of paper work involved in total process. The administrative problems in the operation of the scheme. The price of yarn under this arrangement. The choice of supplier mill. The requirement of the scheme asking to execute an undertaking. The time taken for reimbursement of transport depot operation charges and 10% subsidy. The rate of payment for the depot arrangement and reimbursement of 10% subsidy. Transparency of the entire operations under the scheme. Study the possibilities of adding more fibres in the scheme. Study & Review the quota quantities being offered under the scheme. Study & review the transport subsidy charges under the scheme. j) Whether the benefit of reimbursement of transport expenditure and 10% subsidy is actually passed on to the weavers in full, if not to what extent? Whether there is a need to enhance the reimbursement rate: if so, to what extent. k) Whether the reimbursement rate allowed to NHDC is justified to meet the actual expenditure and reasonable overhead charges for implementing the scheme, if so suggestions for correction. l) The demand for yarn supply in certain States including North Eastern States is far below their actual requirement. What are the reasons for this and how can the demand be enhanced? Whether there is any need for revision of reimbursement rate for N.E. States.

3 m) Whether there is any diversion of the yarn supplied under this scheme towards any other purpose; if so, to what extent, and suggestions for prevention of any misuse in the future? n) The study shall also include:- Whether the customers suffered due to delays in delivery of yarns under the scheme and if so the details Details, if any, of getting the same type of yarn from the same Mill at a price lower than that under the scheme at any time Details of complaints made if any Details of satisfaction over the action taken on complaints made if any Details of any other point with regard to the scheme not favorable to the weavers community/end beneficiaries o) To identify the deficiencies/weaknesses and shortcoming in the implementation of the scheme to suggest remedial measures. Sample Survey: The sample survey will be 10% on random sampling basis in consultation with State Governments and National Handloom Development Corporation's offices for eliciting the information on the primary handloom societies/organizations who have taken advantage from the yarn depots. Well structured questionnaires with required parameters will be prepared for the study to get the primary information. 10% random sample will be taken for the personal interviews from the individual weavers within the primary societies or depot/warehouse agencies selected within 10% random sample. The samples States will be fifteen i.e. Andhra Pradesh, Tamil Nadu, Kerala, Karnataka, Assam, Tripura, Manipur, Uttar Pradesh, Haryana, Jammu & Kashmir, West Bengal, Orissa, Bihar, Madhya Pradesh and Gujarat. A statement showing number of yarn depots allotted to various states is at Annexure-I.. The sample survey will also include the yarn supply in the cluster sanctioned under the Integrated Handloom Development Scheme/ Integrated Handloom Cluster Development Scheme/ National Handloom Development Program in different States. However, this office reserve the right to change the States. The survey will also include the spinning mills with whom National Handloom Development Corporation is procuring yarn. Time Frame: The study shall have to be completed within 4 months from the Date of awarding the study. 25 hard copies of the Final Report & 10 soft copies in electronic format in a CD shall be submitted by the agency at the end of study. BASIC QUALIFICATIONS OF THE BIDDERS: Technically qualified and financially sound Consultancy Firms or reputed academic/management intuitions having experience of providing management consultancy service to textile sector may apply. The bidder will have to submit credentials and documents in support of their experience of working with textile sector. Consultancy firm should have minimum 3 years of experience and average annual turnover not less than 5 crores during last three years. Turnover condition will not apply to academic/management institutions, but will have to demonstrate capacity and track record in bid SUBMISSION OF BIDS:

4 Interested agencies shall submit three sealed covers containing Packets "A", "B", & "C" with the following content: Packet A: Pre Qualification bid Packet B: Technical bid Packet C: Financial bid Packet A should contain: a) Earnest Money of Rs. 50,000/- by way of Demand Draft drawn in favour of Pay & Accounts Office (Textiles), Ministry of Textiles, New Delhi. The Earnest Money Deposit of the successful bidder will be retained as Security Deposit while those of unsuccessful bidders will be refunded. b) Details of the Bidder, Contact Address, , phone, Fax, Name of Contact person for this study. c) Documents in support of the establishment of the company d) Unabridged annual reports or audited financial accounts for last three years e) List of study/projects of similar nature. 5 1. Brief Profile of the Organization 2. Detailed technical approach and methodology to be followed for conducting the study 3. Time-plan for executing the study 4. Manpower deployment with indicative outline of the qualifications of the personnel deployed PACKET 'C' Should Contain the Financial Proposal, as per the following format- The financial proposal should quote the professional fee and expenses as detailed below in INR: 1 Total fees including expenses* for the study 2 Plus taxes Total (Rupees... ) * Travel, board & lodging, communication, out of pocket expenses, etc. All 3 envelopes should be put in a bigger envelope - duly sealed and clearly marked Bid for Evaluation Study of Yarn Supply Scheme and submitted to: Room No.56, Development Commissioner for Handlooms, Ministry of Textiles, Udyog Bhawan, New Delhi Tel: /2945. Submission of application: The application (Technical and Financial) should reach within 30 days from date of publication of advertisement. The bids will be opened on the notified dates in a 3 step procedure with Packet A & B being opened in Step 1 for preliminary screening, in step 2 for screening of technical capacities and in step 3 for opening of financial bids as provided in packet C. EVALUATION CRITERIA: A techno-financial evaluation of the submitted proposals will be carried out on a relative basis. The details are as follows:- I. Packet A will he opened first for ascertaining the bask eligibility of the bidder. The technical proposals bids viz. Packet B of only those agencies will be opened which list out contents as provided in Packet A. II. Packet B will be opened thereafter. 6 1. The Agency should have total turnover exceeding Rs.15 crores during last three years with positive net worth. 2. The Agency should have prior experience of handling government evaluation studies in textile sector/ handloom sector. 3 The Agency should have experience of executing studies with large sample size from multiple locations in India. 4 The Agency should have office presence in at least 10 different locations in India, including metros. 5 The Agency should have trained manpower with minimum experience of 10 years in carrying out evaluation studies in textile sector/ handloom sector 6 Project Methodology, approach and work plan including (a) listing of information needed to address the issues outlined, (b) details of methodology proposed specifically outlining type of studies proposed for specific information and proposed sequencing of those studies (c) time lines for each study proposed and (d) any other relevant details to develop greater understanding of consumers /weavers & weavers agency > 25 Crore = 5 > = 4 > = 3 > 5 assignments = 10 > 3-5 = 7 < 3 = 5 Metros, Tier 1 & Tier 2 cities > 20 = = = = = 4 >20 =5 Criteria, adequacy and appropriateness of the proposed methodology and work plan w.r.t scope of work Note: for academic/management institutions, marks for 1&4 above will be given in Sl.No. 3. The minimum qualifying score for Technical Evaluation will be 60 mark III. IV. After Technical Evaluation, Financial proposals viz. Packet C of only those consultants who have qualified technically will be opened. Financial bid value will be calculated using following formula

7 Financial bid value = Total fees including taxes. V. Estimation of the Total Score Technical score will have a 70% weightage while financial offers will have a 30% weightage out of total of 100 points each in deciding the final selection of the consultant. Pre-Bid Meeting Pre-Bid Meeting of the Applicants will be convened off-line at the designated date time and place. A maximum of two representatives of each Applicant will be allowed to participate on production of an authorization letter from the Applicant (In Form 3D) During the course of Pre-Bid Meeting, the Applicants will be free to seek clarifications and make suggestions for consideration of the Client. The Client will endeavor to provide clarifications and such further information as it may, in its sole discretion, consider appropriate for facilitating a fair, transparent and competitive selection process. Payment Schedule: Following payment terms for each assignment under this study will be as under: 1) First Installment: 20% - on submission of inception report within 30 days from the date of awarding of the contract with a presentation on ground covered. 2) Second Installment: 30% - on submission of the draft report within 3 months from the date of award of work. 3) Final Installment: 50% - on submission of the final report and its acceptance by the Government. Penalty: Any delay in submission of report without the approval by the Ministry will attract a penalty of 5% per month from the stipulated date. Expression of Interest (EOI): In order to award contract for evaluation of the scheme, expression of interest will be called for from the agency/agencies having similar experience with proven track record of performance for which the advertisement is to be published in the leading Newspapers. The expression of interest will also be placed on website of this office as well as Ministry of Textiles.

10 Notes: 1. The mode of execution of the Power of Attorney should be in accordance with the procedure, if any, laid down by the applicable law and the charter documents of the executants(s) and when it is so required the same should be under seal affixed in accordance with the required procedure. 2. Wherever required, the Applicant should submit for verification the extract of the charter documents and other documents such as a resolution/power of attorney in favour of the person executing this Power of Attorney for the delegation of power hereunder on behalf of the Applicant. 3. For a Power of Attorney executed and issued overseas, the document will also have to be legalized by the Indian Embassy and notarized in the jurisdiction where the Power of Attorney is being issued. However, the Power of Attorney provided by Applicants from countries that have signed The Hague Legislation Convention, 1961 are not required to be legalized by the Indian Embassy if it carries a conforming Apostle certificate.
