3 1 ADMINISTRATIVE HISTORY The Hastings County Historical Society was founded in Belleville, Ontario, on October 1, 1957, and incorporated on April 15, The founding members, as listed in the Letters Patent of incorporation, were Frances Bennett, Edward Joseph Buckley, James Richard Connell, Mary Lee Greig, Amy Robinson Jeffrey, Kenneth Sinclair Hill, Robert John Ord, Robert Lester Porter, and Ray Ernest Shortt. The mandate of the Society is to promote, encourage and conduct research into the history of Hastings County, to provide information and education services on the history of the County, to maintain an archives and a museum dedicated to the history of the County, to encourage the preservation, use, maintenance and enjoyment of all historically significant objects and buildings in the County, and to promote activities necessary for the preservation of the culture of the people of Hastings County. The Society has established three archival collections which are devoted to textual, photographic, and municipal records; these collections are housed in various cultural and educational buildings in Belleville, including the Hastings County Museum. The Society has also contributed to the publications of works on Hastings' and Belleville's history and heritage, and to the activities of local heritage and cultural organizations. Since 1981, it has published a monthly bulletin titled Outlook. 4 2 HASTINGS COUNTY HISTORICAL SOCIETY COMMERCIAL PAPERS SCOPE AND CONTENT in. of textual records (30 v. and 12 in. of files). The business papers, which make up this fonds, were collected by the Hastings County Historical Society, and are those of various individuals, companies and associations located or doing business in Hastings County. Various kind of activities and occupations are represented: collection of duties; public utilities; loan; general merchants; grocery; temperance; insurance; engineering; surveying; railway. Most of the individuals and some of the corporate bodies responsible for the creation of papers included in this fonds operated at a local or regional level, while most of the corporate bodies were subordinate to larger entities; most of these individuals and corporate bodies were located in Belleville. The fonds is comprised of business correspondence, registers of various kinds, cash books, ledgers, account books, journals, day books, accounts receivable books. The fonds was first processed from 1975 to At that time, it was organized into two series: series A containing the Department of Customs records, and series B containing the papers from other sources; please see appendix B1, which is a conversion list to series, sub-series and container reference number. The only changes made to the fonds during re-processing were as follows: the placement of the papers in new folders and containers, when appropriate; the renumbering of units, containers, sub-series and series; the photocopying of newspaper clippings when appropriate; and the merging of two sub-series previously arranged separately in series A. The fonds documents in part only the business or financial activities of the individuals or corporate bodies represented within it. The documentation present in most series is very limited, or only a particular period of time or aspect of the activities is documented. 5 3 CUSTODIAL HISTORY The papers which comprise the Hastings County Historical Society Commercial Papers were donated to the Archives of Ontario over a period of years. Accession were received in: November 1972 September The Hastings County Historical Society Commercial Papers were arranged and described as the Hastings County Historical Society Collection, item 116 of the Commercial Records Collection (F 171) prior to the re-organization of this collection into various fonds in [Note that these records were transferred to the Community Archives of Belleville and Hastings County in 2016]
6 CANADA. DEPARTMENT OF CUSTOMS - SERIES F COLLECTORS OF CUSTOMS RECORDS v. The Department of Customs was created in 1868 (Canada Statutes, 31 Vict., cap. 43), and charged with the responsibility for the collection of custom duties and the tolls on public canals. A Commissioner and Assistant Commissioner of Customs supervised the activities of the department. An Act (Canada Statutes, Vict., cap. 11), passed in 1887 and implemented five years later, placed the department under the Minister of Trade and Commerce. Customs regained its status as an independent department in The department merged with the Department of Inland Revenue in 1918 to form the Department of Customs and Inland Revenue. In the years following the creation of the Department, most sea and inland ports of major or medium importance or located near the border were staffed by Collectors of Customs, who reported directly to the Commissioner and were responsible for the collection of customs duties and the supervision of the Department's activities in that area. Local officers were also located in smaller ports, some of which were designated as either outports or preventive stations, and reported to the Collector of Custom for the nearest port. This series is comprised of records of the Collector of Customs for two ports located in Hastings County: Deseronto (sub-series F ) and Belleville (sub-series F ). The series was previously arranged into three sub-series, the first one corresponding to records created by the Collector of Customs in Deseronto when it was still named Mill Point; these records have been amalgamated into sub-series F during reprocessing. 7 DESERONTO COLLECTOR OF CUSTOMS RECORDS SUB-SERIES F v. Deseronto (which was called Mill Point until 1881) benefited as a port by its location on the way to both Belleville and Napanee and, until its decline after the 1880's, by the presence of lumber and flour mills. The port was first staffed by a landing waiter (local officer responsible for supervising the landing of vessels and collecting custom duties) who reported to the Collector of Customs in Napanee; this position was later changed to that of Collector of Customs, reporting directly to the Commissioner. This sub-series is comprised of volumes used by the landing waiters and Collectors of Customs for Deseronto to record information on ships passing through the port and on duties collected. It was previously arranged into two distinct sub-series, one of which contained records created for the most part between 1874 and The "Jerque Books" (units F to F ) were used to record the dates of arrival and departure, name, and description and value of the cargo on board for each ship passing through the port. The first two volumes also contain a section in which information was recorded on entries of dutiable and duty-free goods, duties collected, and issuance of boating and coasting licences. The cash books (units F and F ) were used to record monies paid by and to the Collector of Customs. The Coasting Register Inward (unit F ) was used to record dates of arrival, names, last port visited, tonnage and crew of all sail and steam vessels employed in coasting trade. The Register of Manifests Received (unit F ) lists all ships submitting a manifest, giving dates of manifests, order numbers for the receiving (Deseronto) and sending ports, and either the name of the sending port or the ship. 9 BELLEVILLE COLLECTOR OF CUSTOMS RECORDS SUB-SERIES F v. Belleville's location on the Bay of Quinte and its role as the main access point to the interior of Hastings County made it the most populated town and the main economical and industrial centre of the County. By the end of the 19th century, most of the County's exportations by sea were made through Belleville. The Collector of Customs for Belleville was responsible for the management of operations related to the collection of customs duties at the port of Belleville, the preventive station in Shannonville (Tyendinaga Township) and the outport of Campbellford (Seymour Township, Northumberland County). This sub-series consists of six volumes recording the activities of the Collector of Customs in Belleville. The first three volumes (units F to F ) are "aggregate" registers, in which statistical data on quantities and value of goods imported or exported through Belleville and the ports under its authority is entered by date of transit, category of goods (indexed at the beginning of the volume), and country of origin or destination. The Register of Goods Exported through U.S. (unit F ) records dates and values of exports. The cash book (unit F ) and ledger (unit F ) were used to record levies of duties of the Department of Inland Revenues, which probably means that the Collector of Customs also represented that department. 10 BELLEVILLE GAS COMPANY STOCK TRANSFER BOOK SERIES F v. The Belleville Gas Company was incorporated by notice in the Province of Canada Gazette, dated February 11, By-law 43 of the Town of Belleville, dated February 1, 1854, authorized the company to install gas pipes in the town. The company sold its plant and other equipment and installations to the Corporation of the City of Belleville in April, This series consists of one stock transfer book, used to record transactions with the company's shareholders. It also includes a list of shareholders, prepared prior to the sale of the company's properties to the City. 11 MERCHANTS' AND MECHANICS' BUILDING SOCIETY PAPERS SERIES F in. (3 v.) The Merchants' and Mechanics' Building Society was founded in Belleville, Ontario, in or prior to The society loaned money to its members for the building of houses or commercial buildings. It ceased operations between 1860 and This series is comprised of three volume recording the company's activities. The Record of interest (F ) is a register that provides, for each shareholder borrowing from the company, the shareholder number and number of shares, the date and amount of the loan, and the amount due and paid each month. 13 A.S. VALLEAU BUSINESS PAPERS SERIES F in. (3 v.) A.S. Valleau was a grocer and customs agent in Belleville. This series is comprised of three volumes which record some of his activities as a grocer. The day book (unit F ) was also used as a cash book. 14 SONS OF TEMPERANCE OF NORTH AMERICA. SERIES F GRAND DIVISION OF CANADA WEST. HASTINGS DIVISION NO. 8 - FEE BOOK ; v. The Sons of Temperance were founded by Daniel H. Sands and John W. Oliver in New York City on September 29, Its objectives were "To shield its members from the evils of Intemperance, and to elevate their characters as men". The order was organized into subordinate divisions (local level), Grand Divisions (state and province level) and National Divisions (the first one was the Sons of Temperance of North America; other National Divisions, subordinated to the first one, were later organized overseas). It used various recruiting and propaganda methods, including rituals and ceremonies, pledges, sick benefits and insurance, legislative and press action, youth movements. The order enjoyed considerable success in its first decade of existence ( ); its influence fluctuated thereafter. It still exists today, with only a few hundred members in Canada. The Grand Division of Canada West (later Grand Division of Ontario) was founded in Brockville in 1848, and officially incorporated in 1851 (Canada Statutes, Vict., cap. 159). A subordinate division, Hastings No. 8, was founded in Belleville in It is not clear whether or not it existed after This series consists of one book used by the Hastings Division No. 8 to record initiation and membership fees paid by its members between 1849 and In 1894 and 1895, part of the book was used as an account book by an unidentified general merchant, who was perhaps a former member of the order. 16 JOHN K. MCCARGER LEDGER SERIES F v. John K. McCarger was a cheese buyer in Belleville. In that capacity, he bought cheese produced by various factories in Belleville and area, and resold it to grocery stores or individuals. He began this business between 1878 and 1884, and terminated it after This series consists of one ledger kept by John K. McCarger for both his personal and business transactions. 18 MANUFACTURERS LIFE INSURANCE COMPANY - SERIES F BELLEVILLE AGENCY - POLICY REGISTER in. The Manufacturers Life Insurance Company was incorporated in 1887 by an act of the Parliament of Canada (Canada Statutes, 50 Vict., chap. 104), under the name Manufacturers' Life Insurance Company. It amalgamated with the Temperance and General Life Assurance Company in 1901, and adopted its current name the same year. By the turn of the century, it was already one of the leading mutual life insurance companies in Canada, and it is still in business today, This series consists of one policy register kept by the company's agent in Belleville, John Parks. The date, policy number, name of the insured person and the beneficiary's name, type of policy, age of the insured person, amount of the coverage, premium and date due of the premium are entered. 20 JOHN WALTER EVANS BUSINESS PAPERS SERIES F in. John Walter Evans was a civil and mining engineer, surveyor and metallurgist, born in Belleville on April 10, 1870, the son of John Dunlop Evans and Mary Henry. He first worked as an engineer for various mining and railway companies, and he founded the Tivani Electric Steel Company Limited, in Belleville (1909). During the 1920's, he was the president of J. Walter Evans & Co. (also known as Evans & Evans), civil and mining engineers and surveyors, Belleville; he was also performing mining assays under the business name "Belleville Assay Office". He married Jeannie L. Henry on September 18, 1901, and had six children, 3 sons and 3 daughters. This series is comprised of some the business papers of John Walter Evans, pertaining to his various business activities between 1922 and It is divided into two subseries: Business Correspondence (sub-series F ) and Survey Fees Account Book (sub-series F ). 21 BUSINESS CORRESPONDENCE SUB-SERIES F in. This sub-series consists of the incoming and outgoing business correspondence of John Walter Evans, with his clients and suppliers and those of J. Walter Evans & Co. and the Belleville Assay Office, the Alamite Products Co. (for which he was the Northern Ontario representative), various government offices, banks, universities, engineering and mining associations and publications. This correspondence pertains to his various business activities, applications for patents for inventions, and newspapers articles. The sub-series is arranged alphabetically by correspondent or subject. Different items from the same correspondent on the same subject may be found in various units; for example, correspondence with the U.S. Bureau of Mines, which had offices in Pittsburgh and Washington, is to be found under "B", "P" and "W". The correspondence is arranged chronologically within each file. The files may contain correspondence, invoices, receipts, reports of analysis of ore samples, applications for patents, land descriptions and notes. 23 CENTRAL ONTARIO RAILWAY - VICE-PRESIDENT - SERIES F INCOMING CORRESPONDENCE in. The Central Ontario Railway Company was incorporated in 1873 (Ontario Statutes, 36 Vict., cap. 73), under the name Prince Edward Railway Company, to build and operate a railway between Trenton and Picton (Prince Edward County). The name was changed to Central Ontario Railway Company in 1882 (Ontario Statutes, 43 Vict., cap. 44). The company later built a line between Trenton and Coe Hill (Wollaston Township), which was completed in 1884 and extended to Bancroft (Faraday Township) in 1900 and to Wallace (Sabine Township, District of Nipissing) in The company's stock was bought in 1909 by the Canadian Northern Railway Company; both companies were integrated into the Canadian National Railway Company system in 1918 and formally amalgamated into that company in During the period of time covered by this series ( ), the company was controlled by Cleveland (Ohio) interests, and both the president's and vice-president's offices were located in Cleveland. However, most of the daily operations were conducted from the company's office in Trenton. This series is comprised of the incoming correspondence of the vice-president, received from the company's office in Trenton and from clients, lawyers, suppliers and contractors, government officials, and railway companies in the United States. The series also includes correspondence received or sent by the General Superintendent and Secretary, in Trenton. This correspondence pertains mostly to the activities of the company, particularly the construction of the line between Coe Hill and Bancroft. The series, with the exception of the first file, is arranged in alphabetical order by name of correspondent. Within each file, the correspondence is in chronological order. The files may contain reports, invoices, statements of business, drawings, minutes of general and directors' meetings, and notices. See Appendix A4 / Unit Listing, page A4.1...cont'd
