2 Global Tax Policy Conference 2015 The 2015 Global Tax Policy Conference focuses on global tax policy; one of the most important and controversial topics among policy makers, tax authorities, multinational enterprises, civil society and non-governmental organizations, tax advisors and academics. The 2015 Global Tax Policy Conference will address the implications of spillovers in international corporate taxation: the impact that one country's rules and practices have on others. This important topic can be considered to be a fundamental basis for the G20-OECD project on base erosion and profit shifting and for several actions of the European Commission on a range of issues bearing on tax spillovers in the context of the single market. However, spillovers are not only relevant for advanced economies. The IMF concluded that the tax spillover effect is even largest for developing countries: compared to OECD countries, the effects of tax spillovers on developing countries from other countries' tax rates are two to three times larger. Revenue concerns are now prominent around the world, reflecting the need for consolidation while protecting spending in many advanced economies, and the need to support spending for proverty alleviation and growth in developing countries. Eliminating tax avoidance, eg through the BEPS project initiatives, may not eliminate spillovers. These arise from the incentives that tax rules imply for both business decisions and tax setting by governments. This conference will address the most critical spillover issues in global tax policy. The Global Tax Policy Conference is designed for government officials, CFOs and tax directors of multinationals enterprises, tax advisors, non-governmental organizations and academics who are interested in global tax policy. The second Global Tax Policy conference will provide the participants greater insight into the developments in global tax policy. Information, insights and visions provided by renowned speakers from both academia as well as governments, civil society, the International Monetary Fund, the European Commission and the United Nations will form the basis for an interactive debate on global tax policy.
