1 Memo To: Connecticut Green Bank Board of Directors From: Bryan Garcia (President and CEO), George Bellas (Vice President of Finance and Administration), and Eric Shrago (Director of Operations) Date: June 10, 2016 Re: Proposed update of FY 2018 and FY 2018 Comprehensive Plan Goals and FY2017 Targets and Budget Attached is a draft Comprehensive Plan (FY 2017 and FY 2018) and Budget (FY 2017) for the Connecticut Green Bank. This memo outlines key recommendations from the Budget & Operations Committee with regards to the Comprehensive Plan and Budget for the Board of Directors review and approval. I. Goals As part of the Green Bank s twoyear comprehensive planning process, the organization is proposing to update its goals consistent with statute. The senior management team proposed, and the Budget and Operations Committee reviewed and recommends to the Board of Directors the approval of the following updated goals (see pages 6 and 7 of the draft Comprehensive Plan): 1. To attract and deploy private capital investment to finance the clean energy policy goals for Connecticut To leverage limited public funds to attract multiples of private capital investment while returning public funds invested over time To develop and implement strategies that bring down the cost of clean energy in order to make it more accessible and affordable to consumers. 4. This has been reviewed and approved by the B&O Committee and is being recommended by the B&O Committee for approval by the Board of Directors. Review of Core Partners Enclosed with the budget materials is a list of Core Partners for review, discussion, and reauthorization. These external partners have been reviewed and approved by the B&O Committee and are being recommended by the B&O Committee for approval by the Board of Directors. Resolutions: P7 Strategic Partners WHEREAS, on June 7th, 2016 the Connecticut Green Bank Budget and Operations Committee recommended that the Green Bank Board of Directors approve the Fiscal Year 2017 Budget and Targets; and WHEREAS, on June 7th, 2016 the Connecticut Green Bank Budget and Operations Committee recommended that the Connecticut Green Bank Board of Directors authorize Connecticut Green Bank staff to extend the professional services agreements (PSAs) currently in place or adopt new PSAs with: I.
