1 United Kingdom Public spending on health in the UK has increased by 3.8% a year on average in real terms since 1978/79, while the economy has grown by an average of just 2.2% per year. 3 England The Government spent billion on the NHS in England (departmental expenditure limit) in 2014/15, a 3.5% real term increase from the previous year. In future years the annual % increase will drop off significantly. Figure 2: Annual expenditure on the NHS in England billion at 2015/16 prices Annual % increase in real terms Source: HM Treasury Public Expenditure Statistical Analyses 2015 The FYFV (five year forward view) estimated that the NHS in England would have a 30 billion a year gap by 2020/21. It has been suggested that a funding increase of 8 billion and annual efficiency savings of 22 billion are needed to close the gap.4 In 2016 the Department of Health reported the largest deficits existing within the NHS to date. 4 Northern Ireland The Department of Health, Social Services and Public Safety budget in 2015/16 was 4.6 billion. DHSSPS Department of Health, Social Services and Public Safety 4.6 billion 2015/16 Between 2012/13 and 2015/16 HSC (health and social care) delivered 550 million in cash and productivity savings. A significant proportion of these, 107 million, were the result of the HSC Board working with trusts to review family health services to identify saving opportunities.7 Four of the six HSC trusts in 2013/14 recorded deficits, this led to trusts carrying forward 115 million of real deficits into 2014/15. 8 The Comptroller and Auditor General noted that HSC trusts have a continued reliance in additional funding in response to financial pressures and this is not a sustainable solution. 8 Scotland Figure 3: The Government s health budget in Scotland increased in cash terms between 2008 and 2015 however in real terms it decreased by 0.7% Health budget (real terms) Health budget (cash terms) Source: Scottish Government Audit Scotland have reported that NHS boards are finding it increasingly difficult to meet efficiency targets and deliver services within financial constraints.9 In 2015/ million was saved by NHS boards; 32% of health board savings are non-reoccurring.9

5 Wales For 2015/16 the Welsh Government spent 6.6 billion on health and social care services.10 The Nuffield Trust estimated a 2.5 billion funding gap for the NHS in Wales by 2025/26. This estimate includes efficiency savings worth 3.7% a year in real terms after 2015/16.11 Since 2011 the NHS has reported making 800 million in savings. The vast majority of this has come from efficiency savings. A recent Audit Wales report found that savings tended to happen in the final quarter of the financial year, which indicates that these are only short term solutions to financial constraints.12 For 2015/16 Welsh Government Since 2011 National Health Service 6.6 billion 800 million and social care services most from efficiency savings spent on health reported savings
