1 MAPPING THE ENERGY EFFICIENCY PROGRAM INDUSTRY CEE ANNUAL INDUSTRY REPORT 2016
2 EFFICIENCY EXPENDITURES STABLE CEE incorporated data from 321 utility and nonutility program administrators operating efficiency programs in 50 states, the District of Columbia, and nine Canadian provinces to generate the CEE 2016 Annual Industry Report, an extensive industry research effort on program funding and impacts. Included in this brochure are some of the key findings investment in demand side management (DSM), measured as expenditures, showed stability, staying at $8.7 billion with a less than one percent increase over US DSM expenditures represented 0.05 percent of US GDP and nearly three percent of the value added by the US utility industry. Canadian DSM expenditures represented a similar proportion of economic activity, making up 0.05 percent of Canadian GDP and two percent of the value added by the Canadian utility industry. US and Canadian combined gas and electric DSM program budgets for 2016 fell to 2011 levels, due primarily to the falling Canadian dollar and decreases among a few large US program administrators. 3 US ELECTRIC DEMAND RESPONSE EXPENDITURES: GENERAL CATEGORIZATION, 2015 TIME BASED 2% OTHER OR NOT BROKEN OUT 21% INCENTIVE BASED 77% DEMAND RESPONSE 2015 US electric demand response (DR) expenditures totaled over $855 million from ratepayer funded sources only, representing a nine percent decrease from Canadian expenditures were over $87 million, a six percent increase. For the second year in a row, CEE collected demand response program data on events, savings per event, and program targets. Through this effort, the Consortium is defining the DR baseline more precisely and eventually plans to identify trends. 4 US PROGRAM EXPENDITURES US gas and electric DSM expenditures from all sources increased by one percent when compared to 2014 DSM expenditures, totaling $8 billion. When comparing only program administrators who responded to both the 2014 and 2015 surveys, ratepayer funded expenditures increased by over $54 million, or 1.5 percent. In 2015 US program administrators spent $6.7 billion on electric DSM programs. Notably, commercial and industrial expenditures were up 11 percent compared to Also up were low income expenditures (one percent), though gains in these categories were offset by decreases in cross-sector spending (down 18 percent) and demand response spending (down eight percent). Gas program expenditures continued to increase, reaching $1.29 billion in 2015, a two percent increase over 2014 expenditures and a 28 percent increase over 2011 when adjusted for inflation. 6 CANADIAN PROGRAM EXPENDITURES Canadian DSM expenditures decreased to $671 million USD in 2015, largely due to the weakening of the Canadian dollar, as Canadian expenditures increased to $860 million in CAD, a 3 percent increase over 2014 after adjusting for inflation. DSM expenditures represent 0.05 percent of 2015 Canadian GDP and two percent of the value added to the economy by Canadian utilities. Canadian electric DSM expenditures totaled $562 million USD ($721 million CAD), a four percent increase in expenditures compared to 2014, three percent when adjusted for inflation. Notable developments include a 17 percent increase in the 2015 Canadian electric expenditures categorized as commercial and industrial, a decrease of 50 percent for those expenditures categorized as cross-sector, and a 14 percent decrease in residential expenditures. In 2015, Canadian natural gas program expenditures (in CAD) increased six percent over 2014 when adjusted for inflation. The proportion of expenditures classified as other increased in 2015 due to two program administrators providing less granular expenditure breakdowns this year. 8 SAVINGS US and Canadian programs report gross savings of nearly 29,590 GWh of electricity and nearly 496 million therms of gas in 2015, resulting in an aggregate 23.4 million metric tons of avoided CO 2 emissions. US and Canadian administrators reported that demand response programs reduced capacity by 34,950 MW, with programs in the west (47 percent) and south (41 percent) accounting for the majority. ABOUT THE CEE ANNUAL INDUSTRY REPORT Energy efficiency program administrators are mandated and funded to achieve long lasting reductions in energy use for the United States and Canada. Each of these programs operates with different goals, regulations, cost structures, and programs. These administrators work together at the Consortium for Energy Efficiency to accelerate market uptake of measurably efficient products and services. Eleven years ago, the Consortium initiated this survey to discover the size and momentum of the industry by measuring program investments and impacts.
