2 Item 1 Opening of the meeting Head of Unit welcomed participants (missing: EE, ES) The agenda was presented (a revised version was distributed as room document) The agenda was adopted with these adjustments: - Item 3d (ECFIN) was added - Item 8.8(a) will be presented before Item 9 will be presented at the beginning of day 2. There were no demands from participants to add topics under item 12 "Any other business"(aob). Here Eurostat would like to make a short presentation on draft plans for future ESSPROS documentation, as requested by the Task Force (item 6.1 of 2016 TF agenda). 4-5 April 2017 Working Group Social Protection Statistics 2

3 Item 2 Approval of minutes & follow-up of previous meetings Item 2.1: Minutes of the 2016 were approved subject to one factual change requested by Italy in writing before the meeting. A final version (doc SP rev) will be circulated after the meeting. Item 2.2: WG took note of the main achievements and improvements implemented following decisions of the 2016 WG and those still under way. Item 2.3: WG took note of the draft minutes of the Task Force held on November 2016 and was informed about the main developments, with specific reference to today Working Group agenda. 4-5 April 2017 Working Group Social Protection Statistics 3

4 Item 3 Presentations by main users (a) DG EMPL o WG took note of the uses of ESSPROS data by DG EMPL during last year, mainly in the context of: 1. European pillar of social rights 2. monitoring EU2020 strategy. o The importance of social statistics for political uses is growing rapidly (Juncker paper on the future of EU, Juncker AAA social Europe) o ESSPROS statistics more demanded: to improve timeliness to be on equal footing as economic statistics (and other social statistics like LFS of SILC): - to anticipate by 2 months publication of detailed results - to have early estimates for benefits by function. 4-5 April 2017 Working Group Social Protection Statistics 4

5 Item 3 Presentations by main users (a) DG EMPL o Other needs: links with other sources (NA, SILC, SHA, LMP), number of beneficiaries beyond pensioners, improve quality (borderline cases) and data on LTC. o The chair observed that the main statistical needs mentioned are in line with what the Task Force is doing. o The ESSPROS metadata on Eurostat web site will be updated with more recent publications from DG EMPL. In addition, following an observation from IE, a regular mechanism for informing ESSPROS delegates of recent important publications will be put in place by Eurostat-DG EMPL. 4-5 April 2017 Working Group Social Protection Statistics 5

6 Item 3 Presentations by main users (b) SPC-ISG o The activity of ISG to feed SPC to feed EPSCO (Employment, Social Protection, Health and Consumers affairs) Council has recently evolved from "outcome indicators" (subsidiarity) to analysis of policy efforts and tools (see example publication on efficiency and effectiveness of social protection). o High level political documents are increasingly underlying the importance of a "high level of social cohesion" and "upwards convergence" (see "the social dimension of EMU" in the "five presidents report") 4-5 April 2017 Working Group Social Protection Statistics 6

7 Item 3 Presentations by main users (b) SPC-ISG o The interest on social protection statistics for "benchmarking exercises" of policy efforts and instruments is not anymore the exclusive interest of SPC (social protection committee) but also of EMCO (employment committee) and EPC (economic policy committee). o Social protection expenditure level is an indispensable "context variable" in any analysis. However, improving timeliness is now crucial (to move from structural analyses to evaluation of effectiveness of recent policies). 4-5 April 2017 Working Group Social Protection Statistics 7

8 Item 3 Presentations by main users (b) SPC-ISG o Social policy monitoring capacity should become at the same level as economic policy monitoring capacity (same timeliness of statistics is essential condition). o Also the quality of statistics should reach the same level as macro-economic statistics, for benchmarking exercises. 4-5 April 2017 Working Group Social Protection Statistics 8

9 Item 3 Presentations by main users (d) DG ECFIN o WG took note of the use of ESSPROS data by DG ECFIN (Unit in charge of sustainability of public finances) for: - the joint EPC-Commission Ageing Report (next 2018) - the European semester and analysis of sustainability of EU health systems. - the joint report on health and LTC systems o Particularly for the Ageing Report, ESPROS is used to complement SHA and COFOG for public expenditure on LTC ("LTC-social" is optional variable in SHA). o Clear links between SHA, ESSPROS and COFOG are needed. 4-5 April 2017 Working Group Social Protection Statistics 9

10 Item 3 Presentations by main users (d) DG ECFIN o Following IE and AT interventions, it is clear that a theoretical mapping between ESSPROS and SHA and in particular the definition of LTC in ESSPORS is needed o The chair observed that the main statistical needs mentioned by the three main policy users (EMPL, ISG and ECFIN) are in line with what the WG is doing with the help of the Task Force, i.e.: - improving timeliness; - improving quality of ESSPROS statistics; - clarifying links between ESSPROS and other systems (for the time being National accounts, particularly COFOG). 4-5 April 2017 Working Group Social Protection Statistics 10

11 Item 3 Presentations by main users (d) DG ECFIN o Finally the chair observed that also the ECOFIN (Economic and Financial Affairs) Council is stressing the importance of social expenditure statistics ("timelier, better and integrated data on major components of social expenditure"). 4-5 April 2017 Working Group Social Protection Statistics 11

12 Item 3 Presentations by main users (c) OECD o WG took note of the use of ESSPROS data by OECD and their dissemination of the data in SOCX (including early estimates of total public social expenditure in % of GDP). o The OECD underlined that the new dissemination format (SDMX) of data by schemes is greatly simplifying data exchange. o The "society at glance 2016" focuses on "youth" 4-5 April 2017 Working Group Social Protection Statistics 12

13 Item 4 Routine statistical production activities The WG took note of the documents distributed (including revisions asked by UK), which cover: - the state of play regarding ESSPROS data collections during 2016 (reference year 2014); - the planning of activities regarding ESSPROS data collections during 2017 (reference year 2015). An oral update of the 2014 data transmission status was provided. After transmission of QRNET by FI (7/3) and NET and QRNET by PL (14/3), all datasets have been received. 4-5 April 2017 Working Group Social Protection Statistics 13

14 Item 5.1 Data transmission: SDMX Eurostat presented a summary of current documentation, the "journey" towards full SDMX implementation in 2019 and the latest developments Eurostat reported on main features and experience using modified excel questionnaires (an intermediate solution towards SDMX full implementation) on NET-2014, SCHEMES-2015, beneficiaries Main message from Eurostat: please do not modify the structure of the files. The experiences of the 12 countries (BG DK DE EL FR LV LT LU NL SK SE CH) having participated in the SDMX-pilot collections in 2014, 2015 and 2016 were briefly presented. 4-5 April 2017 Working Group Social Protection Statistics 14

15 Item 5.1 Data transmission: SDMX Eurostat stressed that the use of SDMX-ML allows the use of "pre-validation" facility. Eurostat will contact bilaterally countries to agree a possible discontinuation of "excel reporting" and using SDMX for "official reporting". The planning for 2017 pilots was presented. Countries having already participated in the past could extend experience to other datasets. Eurostat has already received SDMX 6 files in 2017 from DK (EXPEND), LV (EXPEND, RECEIPTS, NRBENEF), CH (NRBENEF) and LU (NRBENEF). 16 Item 5.1 Data transmission: SDMX Other countries are welcome to participate in the pilots. Countries are invited to communicate to Eurostat: a) possible requests of clarifications and b) the intention to participate to the 2017 pilots as soon as possible and by the 15 May at the latest. Eurostat encourages countries to invest in SDMX with the objective to arrive at a full implementation in April 2017 Working Group Social Protection Statistics 16

17 Item 5.2 Administrative information about grants Eurostat informed the WG about the 2017 call for proposal for ESSPROS, including two additional actions related to "links with national accounts" and "early estimates". 18 Item 6 Data validation A possible new validation rule on coherence on social contributions paid by beneficiaries between CS and NET was discussed (Annex 5). Eurostat will use the rule for plausibility checks on the level of "voluntary social contributions" and "compulsory contributions on employment-related benefits". Eurostat will contact bilaterally LV for a first analysis using the rule. The WG agreed that the document (Annex 5) will be used to prepare a chapter for the new publication "ESSPROS methodological clarifications" planned to be published during 2017 (see item 8.6 of the agenda) to explain the difference between "social contributions paid by pensioners and other persons" ( ) in the Core system and the "social contributions payable on social benefits" that form the basis of the average itemised contribution rates (AISCRs) in the Net module. 4-5 April 2017 Working Group Social Protection Statistics 18

19 Item 6 Data validation After the clarifications on "withheld social contributions" and the subsequent amendments included in the 2016 version of the Manual, the rule 3.13 of Annex 4 could be deleted from the list of rules. Following remark by written procedure by Italy, the rule will be kept as a plausibility check. The WG discussed and approved the few amendments proposed by Eurostat to the 2016 list of validation rules. The WG can send comments in writing by mid-may. Then the finally amended list of validation rules (Annexes 1 to 4) will be used for next validation round and will be made available in CIRCA as a reference. As mentioned in previous meetings of the WG, the validation rules are not "Eurostat rules" but our common "ESSPROS rules". Countries are of course very welcome to implement them at national level. 20 Item 7 Dissemination The WG took note of the publication of the new "ESSPROS Manual and user guidelines 2016 edition". Eurostat confirmed the plan to publish the "ESSPROS methodological clarifications" (see item 8.6 of the agenda) during 2017, as already discussed during the WG The WG took note of dissemination of new/updated Statistics Explained (SE) articles during the last year. The WG took note of the dissemination plans of SE articles for 2017, 2018 and BE suggested Disability and Health as candidates for future articles. The WG welcomed the draft for an new "Statistics Explained" article on the "Unemployment function". Eurostat will contact bilaterally NO for some possible improvements. 21 Item 7 Dissemination The WG took note that 29 countries have no objection to the dissemination of Core System data by scheme. Two countries (BE, CZ) are working with Eurostat to check the 2014 results using the new dissemination format (SDMX.csv replacing the excel questionnaires). The other 4 countries (EL, PT, SI, TR) will keep Eurostat informed about progress and, where relevant, their contacts with national data sources. The WG welcomed the technical note to guide users of SDMX.csv files. Comments in writing are welcome until mid-may. Eurostat will continue working towards the dissemination of CS data by scheme on Eurostat Web site, as presented in the document 7 (approval of data by scheme for 2015 and historical series will be done during the validation process). 22 Item 7 Dissemination Following the 2016 request of OECD to access ESSPROS data by scheme on pension beneficiaries, the WG approved to follow for PB the same gradual approach already tested for the CS. For the time being 27 countries agreed to data dissemination. The WG noted that the direct provision by Eurostat to OECD of data by scheme will imply a reduction of burden for countries (OECD will stop data collection on pension beneficiaries from national authorities). France is finalising a publication (to be issued in June) including a comparison Gross vs Net expenditure, for which Net data by scheme for 7 countries (DK, DE, ES, FR, IT, SE and UK) were used. 23 Item 8 - Task Force on methodology Item 8.1: Capital transfers The WG endorsed the methodological approach. Terminological improvements will be made by Eurostat in bilateral contact with BE. The WG will be then consulted in writing. The WG confirmed that there is no need for legislation amendments. The WG approved the proposed changes to the manual and user guidelines. The clarified treatment should be implemented in the 2018 compilation of ESSPROS data (data 2016). DK may need an extra year. The changes will be formally included in the next edition of the Manual and user guidelines (publication not yet planned: probably in 2018 or 2019). 4-5 April 2017 Working Group Social Protection 23

24 Item 8 - Task Force on methodology Item 8.1: Capital transfers The WG agreed that the WG document 8.1 should be used to prepare an additional chapter on "capital transfers" of the new publication "ESSPROS methodological clarifications". This chapter could already be included in the first edition, planned to be published during 2017 (see agenda item 8.6). The countries that did not reply/ partially replied/ needing to amend previous replies (in the light of clarifications included in document 8.1) to the questionnaire on current practices (launched by Eurostat on 22/06/2016), are invited to (re-)send the replies by end of June (possibly in close co-operation with national accountants) 4-5 April 2017 Working Group Social Protection 24

25 Item 8 - Task Force on methodology Item 8.1: Capital transfers Further work for the Task Force: Changes in classification for social benefits (specific item "capital benefits"?) and possibly social contributions ("capital social contributions"?) to be further elaborated by the Task Force, including changes in the questionnaire. Pro memoria: changes in the Manual and the chapter on "ESSPROS methodological clarifications" may have to be amended taking into account decision taken under item 8.5 (on re-routed social contributions of "type ii"). 4-5 April 2017 Working Group Social Protection 25

26 Item 8 - Task Force on methodology Item 8.2: benefits and recipients above/below standard retirement age The WG approved the new approach for the definition of a "reference retirement age". Terminological improvements will be made by Eurostat taking into account remarks by IT and EL. The WG will be then consulted in writing. The WG agreed with the need to amend legislation. Legislation process will be launched after the end of the work of the TF, grouping all needed legislative amendments: probably in 2020 or The WG approved the amendments to the Manual. These could be implemented for data collection 2018 (data 2016) on the basis of a WG gentlemen's agreement 4-5 April 2017 Working Group Social Protection 26

27 Item 8 - Task Force on methodology Item 8.2: benefits and recipients above/below standard retirement age The changes will be formally introduced in the in the next edition of the Manual and user guidelines (publication not yet planned: probably in 2018 or 2019). The WG agreed that the WG document 8.2 could be used to prepare an additional chapter on the definition of "reference retirement age" of the new publication "ESSPROS methodological clarifications". This chapter could already be included in the first edition, planned to be published during 2017 (see agenda item 8.6). Countries are invited to inform Eurostat by mid-june on possible impact of the change in the definition of "reference retirement age" on the data (revisions?) or cases to be further clarified. 4-5 April 2017 Working Group Social Protection 27

28 Item 8 - Task Force on methodology Item 8.2: benefits and recipients above/below standard retirement age Further work related to the Task Force future activities The WG welcomed the proposal of the Task Force to consult countries (1 st step: Task Force members; 2 nd possible step: the rest of the countries) on the feasibility to split non-pension disability benefits by age. The WG welcomed the proposal of the Task Force to consult WG countries on the current practices to split "disability pensions" and "early retirement for reduced capacity". The WG invited the TF to continue work on other related aspects, including an exploratory analysis towards a possible definition of a "pension" in ESSPROS. 4-5 April 2017 Working Group Social Protection 28

29 Item 8 - Task Force on methodology Item 8.2: benefits and recipients above/below standard retirement age Further work related to the Task Force future activities Following proposal by CH, to investigate where to document (QUALI, Quality report, BENEF?) the "type" of retirement age used for each scheme. Following IT observation, the TF should also analyse the growing phenomenon of "retired people" (including cases of "full pensions") still continuing working and clarify how to treat it in ESSPROS (a possibility being "partial retirement pensions") 4-5 April 2017 Working Group Social Protection 29

30 Item 8 - Task Force on methodology Item 8.3: Multi-function benefits The WG approved the analysis presented, the improved definitions of "bundled and overlapping objectives" (now called "discrete and simultaneous" respectively) and the decision tree to be used for their treatment in ESSPROS statistics. However Eurostat will elaborate an improved version in cooperation with CH. The WG will be then consulted in writing. The WG agreed that there is no need to amend the legislation. Subject to the results of bilateral discussion Eurostat-CH, the WG approved the proposed changes to the manual and user guidelines. 4-5 April 2017 Working Group Social Protection 30

31 Item 8 - Task Force on methodology Item 8.3: Multi-function benefits The WG agreed that the WG document 8.3 should be used to prepare an additional chapter on "multi-function benefits" of the new publication "ESSPROS methodological clarifications". Subject to the results of bilateral contacts Eurostat-CH, the chapter could be included in the edition planned to be published during 2017 (see agenda item 8.6). The WG agreed to clarify the current treatment of "housing supplements" via a specific questionnaire. 4-5 April 2017 Working Group Social Protection 31

34 Item 8 - Task Force on methodology Item 8.5: Re-routed social contributions (RRSC) The WG approved the clarifications on RRSC, concerning: "a") RRSC of type ii transfer of existing funds (to be excluded from the Core System) and "b") the harmonisation of classification of RRSC by function. The WG agreed with the proposed modifications to the Manual. (NB: to consider possible impact of these changes on decisions taken under item 8.1 "capital transfers") The WG agreed that there is no need to amend legislation. The WG agreed that the WG document 8.5 should be used to prepare an additional chapter on "RRSC" of the new publication "ESSPROS methodological clarifications", planned to be published during 2017 (see agenda item 8.6). 4-5 April 2017 Working Group Social Protection 34

35 Item 8 - Task Force on methodology Item 8.5: Re-routed social contributions (RRSC) The clarified treatment should be implemented for the compilation of ESSPROS data in 2018 (data 2016). The changes will be formally included in the next edition of the Manual and user guidelines (not yet planned: probably in 2018 or 2019). Countries are invited to inform Eurostat by mid-may on possible impact of the changes in the Manual on the data. The WG asked the TF to consider the possibility to elaborate a proposal to develop an ESSPROS additional table to record non-distributive transactions outside the scope of the Core System and to further reflect on the classification of RRSC. 4-5 April 2017 Working Group Social Protection 35

36 Item 8 - Task Force on methodology Item 8.6: ESSPROS methodological clarifications The WG approved the proposed draft of the new publication "ESSPROS methodological clarifications 2017 edition". The WG can propose additional national examples by mid- May. 37 Item 8 - Task Force on methodology Item 8.6: ESSPROS methodological clarifications The WG invited Eurostat to explore the feasibility to include new chapters on topics approved during today WG: - social contributions by protected people: a comparison between the CS and Net module (agenda item 6, annex 5) - capital transfers (item 8.1); (after terminology improvements in cooperation with BE) - reference retirement age (item 8.2); (after terminology improvements in cooperation with IT EL) - multi-function benefits (item 8.3); (after substantial improvements by CH-Eurostat) - education (item 8.4); (taking into account comments from IT) - re-routed social contributions (item 8.5). 4-5 April 2017 Working Group Social Protection 37

38 Item 8 - Task Force on methodology Item 8.7: Early estimates for ESSPROS main indicators DG EMPL highlighted the needs of early estimates for the European Semester: all strategic documents on priorities should be ready by end of November. As a result data should be availabe to users in time (during October, if possible before). Eurostat presented the strategy towards the production of early estimates by countries. The WG endorsed the strategy to gradually develop early estimates. The WG agreed to organise a workshop in April 2017 Working Group Social Protection 38

39 Item 8 - Task Force on methodology Item 8.7: Early estimates for ESSPROS main indicators Grants to be published in 2017 will support country investment in this area Pilot transmission of early estimates will start on September 2018 with the medium-term objective of having all countries "on board" by September 2020 (gentlemen's agreement). 40 Item 8 - Task Force on methodology Item 8.8a: Links between ESSPROS and National Accounts The WG took note of the RRSI (Reinforced Role of Social Indicators) project by Eurostat covering Social protection, health and education. The social protection activities of RRSI cover three areas: - Links with NA (item 8.8a of this WG) - Satellite accounts (item 8.8b) - early estimates of main aggregates (item 8.7) WG welcomes the first draft of the document on links and difference between ESSPROS and National accounts WG supports actions aiming at completing this document in coming months through various discussions 4-5 April 2017 Working Group Social Protection 40

41 Item 8 - Task Force on methodology Item 8.8a: Links between ESSPROS and National Accounts WG agrees to undertake at national level a data comparison exercise for benefits in cash and in kind and by function on the basis of the five proposed tables (see document) Grants to be awarded in 2017 may support this exercise The Directors of Social Statistics (DSS) are well informed of activities discussed in this WG. The project will be also presented in May at the WG National Accounts in Eurostat and at the ISG. Following comments from IE and NO, Eurostat will investigate the possibility to distribute the National Accounts results to be compared with ESSPROS data. 4-5 April 2017 Working Group Social Protection 41

42 Item 8 - Task Force on methodology Item 8.8b: Towards satellite accounts Eurostat made an introductory presentation on possible developments of satellite accounts for social protection. Eurostat highlighted the existing references in ESA April 2017 Working Group Social Protection 42

43 Item 8 - Task Force on methodology Item 8.9: Collaboration with MISSOC The WG endorsed the TF conclusions, namely: Improved coordination with MISSOC valuable for users and producers. Large overlaps long-term objective to establish links. Names of benefits are the most efficient way to link MISSOC and QUALI Should be a minimum requirement to report names of benefits in English and national language in QUALI. An inventory of benefits is a fundamental prerequisite to any further work. A joint meeting of ESSPROS and MISSOC experts could be envisaged to discuss: o Medium-term: harmonisation of terminology, o Long-term: better co-ordinated production. 4-5 April 2017 Working Group Social Protection 43

44 Item 8 - Task Force on methodology Item 8.9: Collaboration with MISSOC The WG endorsed the introduction of a new validation rule for ESSPROS QUALI (reference: item 6): to systematically check reporting the name of benefits in English and in original language(s). Countries are invited to verify the presence of those pieces of information before sending the dataset QUALI to Eurostat. Specific cases may be discussed bilaterally during the validation process. Possible further work: in the future the Task Force may investigate the possibility to adapt the QUALI questionnaire. 4-5 April 2017 Working Group Social Protection 44

45 Item 9 Further statistics on the number of beneficiaries Item 9a: Use of EU-SILC The WG agreed to continue exploring this data source in order to produce richer statistics on social protection. The WG agreed that some developments could be made both in EU-SILC (split pensions and other cash benefits) and in ESSPROS (standard retirement age) to facilitate data linking. Reciprocal contacts between this WG and WG EU SILC are welcome to ensure further alignment in concepts between the two systems (using on-going revision process of EU-SILC). Eurostat will report to the WG next year on these activities. IT suggested a work on indicators using existing data. 4-5 April 2017 Working Group Social Protection 45

46 Item 9 Further statistics on the number of beneficiaries Item 9b: OECD activities on beneficiaries The WG took note of recent OECD activities on beneficiaries. The WG took note of the forthcoming Seminar on beneficiaries organised in Brussels on 26 April 2017 by OECD/DG EMPL with the support of Eurostat. Countries will receive soon invitations by DG EMPL and were encouraged to participate. ISG members will also participate in the Seminar. 4-5 April 2017 Working Group Social Protection 46

47 Item 10 Possible topics for 2017 Task Force Next TF provisional date: or November 2017 Topics will be selected by Eurostat from the following areas: - Work to be finalised from today item 8. - Work already started by TF but not yet presented to the WG. - Work requested by WG in Topics from validation process, ESA Table 29, etc. The WG supported the possibility to include in the next TF agenda some preliminary work on 4 th priority (beneficiaries) Eurostat will select topics for next agenda taking into account connections between topics, user priorities, need to finalise topics already well advanced. 4-5 April 2017 Working Group Social Protection 47

51 Item 13 Conclusions Draft "short minutes & conclusions" were presented to the WG. Few amendments were agreed during the meeting. After that the "short minutes and conclusions" were approved. They will be circulated on the 6th April and uploaded in CIRCA. The participants filled in a questionnaire "evaluation of the meeting". 52 Item 14 Workshop on pension beneficiaries Methodological principles on elimination of double counting in data at different levels and instructions to fill in the quality report were briefly recapitulated. Cases of treatment of double counting emerging from concrete validation experience were presented. Possible solutions on how to report data and metadata (quality reports) in specific situations were presented. The decision tree for the Quality report will be circulated as a complement to the existing PB guidelines.
