1 Income and Assets Assessment for Aged Care Home Costs If you have made the decision or are thinking about moving into an Australian Government-subsidised aged care home, there are four main types of costs that you may be asked to pay: A basic daily fee: this covers living costs such as meals, power and laundry. For some people this is the only fee they are required to pay. A means-tested care fee: this is an additional contribution towards the cost of care that some people may be asked to pay. The Department of Human Services will work out if you are required to pay this fee based on an assessment of your income and assets, and will advise you of the amount. An accommodation payment: this is for your accommodation in the home. Some people will have their accommodation costs met in full or in part by the Australian Government, while others will need to pay the accommodation price agreed with the aged care home. The Department of Human Services will advise which applies to you based on an assessment of your income and assets. Fees for extra or additional optional services: additional fees may apply if you choose a higher standard of accommodation or additional services. These vary from home to home. Your aged care provider can give you details of these services and the fees that apply. You cannot be asked to pay an accommodation payment if you are receiving respite care. Do I need an income and assets assessment? Everyone moving into an aged care home for the first time from 1 July 2014 will need to have their income and assets assessed by the Department of Human Services (or Department of Veterans' Affairs). This assessment will be used to determine the costs you could be asked to pay. If you currently receive a means-tested income support payment from the Department of Human Services or the Department of Veterans Affairs (such as the Age Pension or the Service Pension) you will only need to fill out some sections of the form.

2 The Department of Human Services (or Department of Veterans' Affairs) will conduct your income and assets assessment. They will advise you and the aged care home of the fees payable for your circumstances. If your income and assets assessment is not completed, you will not be eligible for any Australian Government assistance towards your aged care home costs. This means your service provider may ask you to pay the full cost of your care and the maximum accommodation payment you agreed with the provider. Who performs my income and assets assessment? The Department of Human Services or the Department of Veterans' Affairs will assess your income and assets for aged care purposes. A summary of your income and assets assessment is used by the Department of Human Services to determine your daily fees. How do I provide my information for assessment? You will need to fill out a Department of Human Services form called the Permanent Residential Aged Care Request for a Combined Assets and Income Assessment (SA457) to provide your income and asset information. You should return the form to the Department of Human Services or the Department of Veterans Affairs as per the instructions on the form. Can I have my assessment done before I enter care? You are able to request an assessment prior to entering aged care. The initial fee notification advice you receive will be valid for 120 days unless there is a significant change in your circumstances. You will need to advise the Department of Human Services (or the Department of Veterans Affairs) during the 120-day period of any changes in your circumstances such as marital status, home ownership or finances. The Department of Human Services will determine if the change in your circumstances will affect your fees and advise you. To request an assessment prior to entering aged care, complete and lodge the Combined Assets and Income Assessment (SA457) form. What if I am a member of a couple? If you are a member of a couple, the value of your income will be assessed as half the value of your combined income. The same applies to assets, with your assets assessed as half the value of your combined assessed assets.

3 You will be considered a member of a couple if you are: legally married or in a relationship registered under a state or territory law (providing you are not living separately or permanently apart from the other person) living in a de facto relationship. This applies regardless of the gender of each member of the couple. For aged care purposes, you are considered to be a member of a couple if you are permanently living apart for health-related reasons. How long will my income and assets assessment take? The time it will take for your assessment to be completed by the Department of Human Services or the Department of Veterans' Affairs will depend on the type of assets you hold. You should make sure that: all the parts of the form you need to complete are properly filled in the form is signed and all the required supporting documents are enclosed. If you do not fill out the form correctly or supply all of the supporting documents, the Department of Human Services or the Department of Veterans' Affairs will have to write to you to request the missing information or signature, and this means your form will not be processed as quickly. How will I be informed about my income and assets assessment results? When your income and assets assessment is completed, you will receive a letter from the Department of Human Services or the Department of Veterans' Affairs. The letter will tell you the fees you may be asked to pay by your service provider based on the assessment of your income and assets. This letter will also include an itemised list of your income and assets and will be valid for 120 days from the date of the letter. What income is assessed? Income, for the purposes of aged care, is not the same as taxable income. Your assessed income can include: income support payments from the Australian Government such as the Age Pension, a Service Pension or an Income Support Supplement deemed (not actual) income from financial investments net income from rental property War Widow or Widower Pensions and some disability pensions net income from businesses, including farms

4 superannuation and overseas pensions, and income from income stream products such as annuities and allocated pensions family trust distributions or dividends from private company shares deemed income from excess gifting. What is deemed income? 'Deeming' is a term used in assessing your income. It means that bank accounts and other financial investments are deemed to be earning a certain rate of income, no matter what income they are actually earning. Financial investments include: bank, building society and credit union accounts cash term deposits cheque accounts friendly society bonds managed investments listed shares and securities loans and debentures shares in unlisted public companies gold and other bullion. Financial investments do not include: your home or its contents cars, boats and caravans antiques, stamp or coin collections standard life insurance policies holiday homes, farms or other real estate accommodation bonds. Under the deeming rules, the actual income earned on an asset is not counted. This means that if you earn more than the deemed income, the extra amount is ignored. Current deeming rates are provided on the Schedule of Residential Fees and Charges. What about Veteran, War Widow or Widower Pensions? Generally, pensions from the Department of Veterans' Affairs will be counted as assessable income for aged care purposes. However, if you or your partner receive a Department of Veterans' Affairs Disability Pension or War

5 Widow's or Widower's Pension and you have qualifying service, these pensions will not be counted as assessable income. Contact the Department of Veterans' Affairs on for further details. What if I receive a pension that is not means tested? You may receive a pension that is not means tested and is paid to you regardless of what your income might be. Examples include the Blind Pension, a War Widow or Widower Pension, or a Veteran's Disability or Allowance. If you receive any of these pensions, you may still need to fill out the Permanent Residential Aged Care Request for a Combined Assets and Income Assessment (SA457) form for your income and assets assessment. Call the Department of Human Services on for more information. What assets are assessed? All of your assets are considered but special rules apply in some situations. Financial investments include: bank, building society and credit union accounts cash term deposits cheque accounts friendly society bonds managed investments listed shares and securities loans and debentures shares in unlisted public companies gold and other bullion. Other assets include: household contents and personal effects (these are typically valued at $10,000) foreign assets including investments, business interests and real estate investment property special collections such as stamps, art works or antiques superannuation balances private trusts, family trusts and private companies

6 net retirement village entry contributions refundable accommodation deposits. If you have not already moved into an aged care home, your income and assets assessment will be based on your assets at the time the assessment is being undertaken. If you have moved into an aged care home before your income and assets assessment, it will be based on your assets on the date you entered the home. However, if there are significant changes to your assets before or after you enter care, you will need to advise the Department of Human Services or the Department of Veterans Affairs as your assessment and fees may be impacted. Will my former home be counted as an asset? Part of the value of your former home may be counted in your assets assessment, but there are some exceptions to this. It won't be counted as an asset if: your partner or dependent child is living there, or a carer eligible for an Australian Government income support payment has been living there for at least two years, or a close relative who is eligible for an Australian Government income support payment has been living there for at least five years. The full value of your home will not be included in the assessment of your assets. Instead a capped amount of $155, will be included or the net market value of your house, if lower. What about gifted assets? If you have gifted away assets over $10,000 in a single financial year or $30,000 over five financial years, these amounts will be included in your assets assessment. What if I entered an aged care home before 1 July 2014? The costs for aged care homes changed on 1 July If you entered a home before 1 July 2014 you will continue to pay the costs under the old fee arrangement. If you were in residential care on 30 June 2014 and you move to a new service on or after 1 July 2014 (and do not spend more than 28 days outside of care, other than on approved leave), you can choose to be subject to the new fees and payment arrangements which came into effect on 1 July 2014.
