2 2017 FIRE CHIEFS LEADERSHIP SEMINAR Wednesday, December 13, 2017 REGISTRATION OPEN 8:00 a.m. 5:00 p.m. OPENING GENERAL SESSION 9:00 10:15 a.m. Welcoming Remarks and a Presentation on Fire Leadership in a VUCA World As the pace, complexity and volatility of our operating environment continues to increase, we face a mounting challenge to grow and develop our people, keep them engaged in the face of infinite distractions, and create the next generation of leadership for the fire service. These challenges are prompting successful departments to move away from the leader-follower, command & control management tactics of the past, to a new leadership model based on a purpose-driven culture, values, and distributed responsibility, a model that many employees are increasingly demanding. Unfortunately, most departments have simply defaulted into an approach of more of the same, only faster management model, which slows decisionmaking and erodes performance. The gap between truly elite organizations and those struggling just to keep up grows wider daily. Most departments don t understand it, and many of those that do are still unable to bridge the gap. Join Rob Nielsen, CEO of All American Leadership, as he explores common traits shared by elite cultures in the military, science, and successful companies in America. THE ON-GOING CONVERSATION OF DIVERSITY IN THE FIRE SERVICE 10:30 11:45 a.m. Of all the wicked challenges identified in the fire service, one that has found a means of sustainment is that of diversity. Specifically, recruiting a diverse pool of applicants to support what many fire agencies claim is a core value of their organization. This presentation will not only update the audience on the importance of a diverse workforce, but, will also discuss how agencies can meet their diversity goals with ample or scarce resources at their disposal. LUNCH & DEPARTMENT UPDATES 12:00 1:00 p.m. AVOIDING THE ICEBERG: ACCEPTING THE REALITIES OF LOCAL POLITICS 1:15 2:20 p.m. The political climate has been changing for a number of years. Add an aging population, increasing call volume, increased development, funding limitations, and the evolving need to change the traditional fire service delivery model. Bottom line, a Fire Chief must be politically astute. This session will share tools to navigate through the political process, including understanding the motivation/ priorities of your elected officials, supporting their success, building a relationship, engaging your community, and learning to make your business case. 3 TWO HEALTH SESSIONS IN ONE 2:30 4:15 p.m. Behavioral Health: Taking Care of Those Who Take Care of Others Traditionally, medical and physical fitness have been prioritized above emotional or behavioral fitness in the Fire Service. However, it has become clear in the last several years that these priorities must change. With each passing year, research shows that fire personnel who balance physical, behavioral and emotional fitness have the best outcomes, whether one is looking at adjustment to becoming a fire fighter, ratings of career satisfaction, family wellbeing, or adjustment to retirement. Add to that the growing concern about behavioral health issues and the significant impact on wellness. The stresses faced by fire fighters, paramedics, and EMTs throughout the course of their careers incidents involving children, violence, and other potentially traumatic events can have a cumulative impact on their mental health and well-being. The panel has been assembled to bring this issue to the forefront and to discuss the efforts that are currently happening in the State of California, to provide information so that the paradigm and stigma surrounding behavioral health can change, and to help ensure that all of our brothers and sisters can get the help they need. Taking Action Against Cancer in the Fire Service This 30-minute speed session will provide updates and discussion of current research relating to occupational cancer in firefighters, understanding the risks, and recommendations for change aimed at reducing the incidence of cancer amongst firefighters. CALPERS: HISTORY AND PENSION UPDATES 4:30 5:30 p.m. Preserving and properly funding retirement benefits is a shared responsibility between employers, members, and CalPERS. Join CalPERS Chief and retired firefighter Kelly Fox for an important discussion of CalPERS funding levels, recent Board actions, and market developments that are impacting costs for fire agencies. This presentation will equip you with a firm grasp of the key issues facing the system, important milestones in the past that have shaped the current environment, and provide you with direction on stakeholder engagement opportunities to ensure your voice is heard. There will be an opportunity for Q&A as well. Standardized measures in the fire service are not widely accepted and are open to debate and challenge. These uneven methods create opportunities for misunderstanding and confusion. In an interactive presentation, a panel of chiefs will discuss different ways to measure fire, rescue and EMS productivity, efficiencies, and effectiveness. Attendees are encouraged to bring examples of their performance reporting so all can gain the knowledge of how best to measure and report your success to government executives, elected officials, and the community. ADAPTING LEADERSHIP IN A DISRUPTIVE WORLD 10:45 a.m. 12:00 p.m. A fire has a way of changing your outlook. This interactive closing keynote session with Frank Benest, former City Manager of Palo Alto, explores the need for fire service leaders to adapt to the future by creating a culture that values and promotes learning and risk-taking. Discover the importance of learning and adapting in times of accelerating and discontinuous change, plus how to differentiate between technical and adaptive challenges. Identify indispensable competencies for leaders in a disruptive world, key issues in promoting a culture of continuous learning, and tips for cultivating growth mindsets. And, by the end of the session, you ll walk away with seven practical and cost-effective strategies to promote learning and adaptive change. The League is unable to accept purchase orders. Once registration is complete, you will be directed to the housing reservations page. After this date, please register onsite if available. COSTS/FEES Registration includes electronic access to all program materials, admission to all sessions including the Wednesday reception and Thursday breakfast. Reception Only)... $50 The spouse fee is restricted to persons who are not city or public officials, are not related to any Partner or sponsor, and would have no professional reason to attend the conference. It includes admission to reception only. There is no refund for the cancellation of a spouse registration. It is not advisable to use city funds to register a spouse.
