3 This note reports on activities conducted during the second mission, from 15 April to 6 May Introduction During the interval between the two missions, the second Bangkok TRIAMS meeting had been taken place (from 21 to 23 March 2007). During that meeting, the list of TRIAMS indicators was revised and country-specific items were discussed. The resulting list of indicators was presented to me early in the mission with a request to evaluate their applicability for the Maldives. In parallel, efforts were made to improve the consistency in reporting of monthly progress by different ministries and agencies. As part of this effort, it was planned to engage a local consultant for the duration of the mission to assist in this work. Due to the late date of starting the process, it was not possible to recruit through standard government procedures and also an effort to engage the local consultant directly by the Maldives WHO office came to nought as suitable candidates could not be found. At the end of the mission a sample presentation was made on the development of the housing repair and rebuilding, showing the monthly situation as a continuous series of graphs. This approach was suggested for inclusion in the Maldives Info package that was under preparation and has since been launched. This presentation required some additional map files as colour-coding the individual islands rendered these mostly invisible as the island sizes are extremely small in comparison to the size of the country (less than 0.15% of the Maldives area is land). Mr. Samuel Petragallo, working at the Geneva office of WHO, created the necessary files and these were provided to UNICEF Maldives, the administrators of Maldives Info. In the following sections, progress with respect to the definition of TRIAMS indicators, streamlining the reporting procedures and the preparation of effective presentations of the tsunami recovery over time, are described in more detail. List of TRIAMS indicators During the second TRIAMS meeting in Bangkok in March, the list of TRIAMS indicators had been refined. An overview of the resulting indicators, by type, is given in Table 1 below. It may be noted that 49 indicators were listed. Of those, information for nine has not been available so far, nor is information expected to become available over the next three years. For four indicators, the information is not applicable in Maldives (land-titles) or static (e.g. Number of island offices functioning). Therefore, these indicators are of no use for either progress monitoring or evaluation. For the remaining 36 indicators, some information is available for the period after the tsunami. Table 1. Is the data relevant for the situation in the Maldives; b. Is the data for the indicator regularly available; and c. Is other data available regularly that is relevant and not included in the list. As for the first question, the relevance of the data, already one data item has been mentioned above. As no land titles are given out in the Maldives, this information is not relevant. The items for which only static information is available are also not relevant for inclusion in the indicator list. This includes, besides the question on the island offices, the number of latrines for the population in temporary housing (as this does not change anymore) and the percentage of the tsunami-affected communities consulted, as all have been consulted on a number of occasions. With respect to the second question, the regularity of data availability, the source of information basically forms the answer. For a number of data items, information has to be collected through large-scale surveys such as the VPA, HIES, DHS or Census. These are not conducted on a regular basis and therefore only provide a few observation points. Such information can be used for evaluation but is not adequate for progress monitoring. Data items for which regular data is collected, either through the education or health data systems or the monthly progress monitoring of the NDMC, can be used for both evaluation and monitoring. The monthly data is especially useful for monitoring. With respect to the third question, gaps in the coverage of the proposed TRIAMS indicators, the analysis of the monthly NDMC data shows that more information is available on the physical progress of reconstruction/recovery, than is used in the indicator-list. Three separate data series on IDPs and housing reconstruction and repair are available to supplement the vital-needs output indicators and four series on reconstruction of various facilities can be added to the infrastructure output indicators. The modified list of indicators is summarised in Table2. As mentioned earlier, the indicators derived from large-scale surveys can serve for programme evaluation, but cannot be used for monitoring. Most of the information relating to these indicators is available for 2004 and 2005 from the VPA2 and TIAS, respectively. Some is also available from the 2006 population census, but it is envisaged that only two new surveys will be conducted before the end of the monitoring period. In 2007 a demographic and health survey (DHS) is planned while a HIES/VPA household survey is pencilled in for As data analysis for such surveys takes a substantial 4

5 amount of time, survey results therefore may expected to be available in 2008 and 2010 respectively only. Table 2. Furthermore, the number of indicators that are only available for the coming years if the HIES/VPA 2009 is conducted is listed for ease of reference. Table 3. With respect to the infrastructure outcome indicators, only the number/percentage of functioning island offices has been included. As all island offices were fully functioning (though not always from permanent structures) shortly after the tsunami again, this is a static characteristic that needs not to be included. In all, for 31 indicators regular information is available. This includes 10 data series to be obtained from the monthly monitoring of the NDMC, another 10 from the health systems and 4 from the education system. The remaining seven indicators are to be obtained from the unpublished administrative information available from various ministries, as indicated against each in the list of Appendix 2. 5

6 Progress reporting procedures For the regular indicators that can be used fro monitoring, it is important that all information becomes available in a standardised format so that updating the database with the monthly information becomes straightforward. The most important aspects of this are consistency in the format used and pre-coding of various characteristics, especially the location (island) as there are many islands with similar (and sometimes identical) names which can easily cause coding errors. In my previous report I had included an example of the coding and conversion steps in an Appendix, which has not been repeated here. Not that the required and available series have been pinpointed exactly, the conversion process will be carried out at the earliest and during my upcoming mission for ADB in Maldives (also at MPND) I will take out time to rain the staff in the use. Effective presentations of progress While it is important that data becomes available regularly, timely and in as much detail as possible, when it is hidden in a data base, it is not accessible for the majority of planners and other users. Therefore, an effective interface is needed to provide an overview of the developments. Figure 1. Sample of tsunami impact by island In comparison with other countries affected by the tsunami, the situation in Maldives is unique in that damage was often very local, with neighbouring islands having completely different experiences. This can be seen from the small map given in Figure 1. As can be seen in the figure, the islands of Meedhoo, Badidhoo and Ribudhoo in Dhaalu atoll are close, but the tsunami impact levels were substantial, limited and very high respectively. This implies that it is not possible to code a larger geographical unit with a particular impact code and that the individual islands need to be made visible. This is difficult to do using the island shapes as basis for colour coding and instead, larger circles have been overlaid -as in Figure 1- to make the the situation visible. The actual island shapes are given by the small shapes in the centre of the various circles. Even at this level of enlargement, colouring the island shapes would not show the desired characteristics. 6

Sample progress presentation for one part of the country For progress monitoring, the data need to be available at regular intervals, preferably monthly (or at most, quarterly) so that developments can be followed closely and corrective action taken when needed. For this purpose, the graphs prepared on the basis of the Karolinska Institutet, as provided for a few characteristics in my earlier report, are not detailed enough. Furthermore, these are not dynamic. Instead, an approach that has the looks of the Gapminder approach, presented by Hans Rosling of Karolinska Institutet at the TED meeting of , but uses continuous slides in a PowerPoint presentation as its basis. All the affected islands have been colour-coded according to the progress status for the indicator for that island each month, and the resulting graphs copied to slides in a PowerPoint presentation. These are labelled by date (year and month) and then run in sequence. It gives a quick overview of the developments (by island) but for a larger part of the country. The shape of Maldives and the extremely small size of the islands makes it necessary to split the country into two or three parts for (eg. northern, central and southern parts, whereby the breakdown could exclude the southernmost atolls of Seenu and 1 Available for download from 7

Summary of progress Number of houses Not yet started Ongoing Completed On the side, a type of gauge was shown to indicate the overall performance status for the indicator, as given in Figure 3. As indicated by the local administrator of MaldivInfo, it should be possible to show similar dynamic displays in MaldivInfo, once the appropriate map-layers and indicators are available. This should be tested and otherwise, the regular updating of the PowerPoint presentation could be scheduled for maintaining current information of the developments. Conclusion In summary, it can be concluded that implementation of the monitoring system, using the 31 indicators regularly available, is possible without too much additional inputs once the framework has been put in place. This is expected to be done during an upcoming mission by the consultant for ADB, scheduled for the second half of August. For evaluation, it is important that additional information becomes available as planned from the Demographic and Health Survey 2007 and the HIES/VPA of If other data series are available from administrative sources that may shed light on the developments in areas not adequately covered by the series presented in Appendix 2, these could be added. No such information is known to be available at this moment but the members of the core team might have knowledge of recent developments in their own organisations. Integration of TRIAMS data in MaldivInfo, especially with respect to the presentation of monthly progress information, as described above, needs to be further explored. It is intended that I will pay a brief visit to WHO in Geneva prior to the Maldives mission for further information on the subject. 8
