Transition Funding The $15 million in transition funding supplements previous transition funding that was made available December 17, 2012 to help implement the benefits plan reforms included in the Putting Students First Act. It is intended to assist boards with implementing further changes that have been negotiated to the benefit plan and compensation reforms. Specifically, it is for the additional costs in of: integrating payroll and benefits systems; increasing the functionality of existing HR and payroll systems to effectively process unpaid days and retirement gratuities, sick leave claims and maternity benefits; and staff training to support system enhancements and modifications, as well as any costs associated with temporary staffing. Funding will be allocated on a formula basis using a base amount and a proportional enrolment percentage. Please refer to Appendix A for the board-by-board allocations. Funds will be required to be committed by December 31, Any funds not expended in accordance with the eligibility criteria will be recovered. Partial cost of October 11, 2013, PD Day Under the terms of the Memoranda of Understanding s (MOUs), October 11, 2013, was a PD day reserved for the delivery of Ministry priorities. Recognizing the importance of professional development, the Ministry will provide funding to cover the first 16% of the amount needed for boards to offset the cost of this day. The Ministry sent each board its savings targets equivalent to one unpaid day for teacher bargaining units in the board in June EPO Funding Supports for Labour Implementation Page 1 of 7 Memorandum 2013: SB30 from Andrew Davis October 18, 2013

Submission Requirements Attestation As per the memo sent to boards on August 20, 2013 from Deputy Minister George Zegarac and the memorandum of September 18, 2013: B20 Clarification Regarding Appending of Memoranda of Understanding, both of these allocations are conditional on boards attesting that they have appended the applicable terms of all relevant 2013 MOUs, signed by the Government with the federations and unions, to its respective local collective agreements by September 30, For those boards that have appended after September 30, 2013, or have taken reasonable steps to append on or before September 30, 2013, may be eligible to receive all, or a portion, of these allocations. Please refer to the memorandum of September 25, 2013: B21, Eligibility for Conditional Support for Appending Terms of 2013 Memoranda of Understanding for additional details. Project Agreement Template Boards must also submit a signed project agreement template. There will be one contract for both of these allocations. Project agreement templates will be sent to the boards by mid to late October. SUBMISSION DUE DATE: The signed project agreement template must be submitted to the Ministry by November 23, Funding will be distributed in December 2013 pending receipt of the required documentation. Accountability Report for Transition Funding Boards are required to submit the detailed accountability report explaining how the transition funds were used to implement the benefits plan reforms. Please submit the attached accountability form by to accountability.reports@ontario.ca by January 24, Boards undertaking joint projects can submit one form listing all of the participating boards. All supporting documentation must be retained by the board and may be requested by the Ministry to verify the submission.
