1 Integrated Planning Checklist 2014/15: Sustainability BACKGROUND INFORMATION: Enter Your Name: Enter Your Address: Mary Bytheway Select Your Organisation: Dudley and Walsall Mental Health Partnership NHS Trust SUSTAINABILITY Trusts plans must demonstrate a clear trajectory towards clinical and financial sustainability, enabling progression to NHS Foundation Trust status. Where the current organisational configuration is not considered to be sustainable, plans should be consistent with the transition to another sustainable organisational form The fundamental requirements for FT status as set out in Monitor s Guide for Applicants remain consistent: centred on high quality services; sound strategic and business planning; and strong governance and leadership. In line with the recommendations of the Mid Staffordshire Inquiry, the quality of services will be given priority at all times The estimated trajectories to FT status will be dependent on the outcome of the Chief Inspector of Hospital inspections and compliance with the other conditions required for FT status The TDA is asking each NHS Trust to submit an Integrated Business Plan and Long Term Financial Model, recognising that each NHS Trust will be at a different stage of its journey towards clinical and financial sustainability. The level of robustness of the plans will help to identify the stage of the NHS Trust in that journey, and the next steps needed In the light of the above, the checklist below asks for a high level confirmation of progress towards a sustainable organisational form Further details are set out in the letter from the TDA, Monitor and CQC issued on 25 November The NHS Trust Board plans to:
2 1.1 pursue a standalone FT application 1.1 Explanation/mitigation of non-compliance The Trusts's FT application is currently at the Monitor stage but is currently on hold pending our CQC inspection in February. We are a pilot for CQC mental health trust inspection and anticipate an outcome of this in March/April. 1.2 pursue an alternative organisational form (specify which). 1.2 Explanation/mitigation of non-compliance 2 The move to a sustainable organisational form will be achieved within the period of the Trust s five year plan (specify which period within the five years)
3 2 Explanation/mitigation of non-compliance 3 The NHS Trust Board is on track to produce its five year plan by 20 June 2014, including an Integrated Business Plan and Long Term Financial Model 3 Explanation/mitigation of non-compliance The Trust is in the process of refreshing its IBP and LTFM in accordance with these time scales. 4 The Integrated Business Plan of the NHS Trust will set out plans to manage the key challenges that are currently barriers to clinical and financial sustainability
4 4 Explanation/mitigation of non-compliance Confirmed, our IBP provides details of our plans, including risks, mitigations, scenarios and considers the internal and external barriers we may face with regard to clinical and financial sustainability. 5 The five year plan will include a Long Term Financial Model, consistent with commissioning intentions, that meets the Monitor requirements for financial sustainability 5 Explanation/mitigation of non-compliance Our LTFM takes into full account, Monitor's assumptions, in particular with regard to downside scenarios. 6 For NHS Trust Boards pursuing an alternative organisational form, the five year plan will set out how the NHS Trust will progress through the Gateway review process of the TDA (specify current Gateway)
5 6 Explanation/mitigation of non-compliance 7 The development plans to be prepared by the NHS Trust in discussion with the TDA will include the key elements of support needed to achieve clinical and financial sustainability 7 Explanation/mitigation of non-compliance We will clearly articulate the support we need from the TDA to support our plans.
