3 Labor Market Overview WIA 118 (b) The local plan shall include - (1) an identification of (A) the workforce investment needs of businesses, jobseekers, and workers in the local area; (B) the current and projected employment opportunities in the local area; and (C) the job skills necessary to obtain such employment opportunities; 1. Based on consultation with NYSDOL s Labor Market Analyst, and a review of your Regional Economic Development Council s (REDC) Five-Year Strategic Plan, describe the current and projected employment opportunities in your local area and region. Provide a priority ranked list of the local area s demand occupations for PY 2013 that includes SOC codes and job titles. The current and projected employment opportunities in Oswego County and the Central New York region span many areas. Based on projections provided by the New York State Department of Labor, a review of the Workforce Board's targeted industries, the Regional Economic Development Council's Strategic Plan and information provided by local employers, employment opportunities are anticipated for the following areas: Advanced Manufacturing; Health Care; Ambulatory Health Care; Skilled Labor; Professional, Scientific and Technical Services; Clean energy and Environmenal Systems; Financial Services; Insurance; Agribusiness and Food Processing; Administrative and Supportive Services; Social Assistance Programs; Food and Beverage; Biomedical and Bio Sciences; Personal/Home Construction trades; Computer Network; Data and Communication Systems; and Hospitality/Tourism. A priority ranked list of demand occupations can be found at: This list was originally created in program year 2012 and has been updated with current information. The list will continue to be updated throughout the year as new information becomes available. The Oswego County Workforce Board will also consider any occupation yielding three or more current job openings when searching using a bona fide job search engine to be a demand occupation. Openings in Oswego County or the Central New York region may be considered. 2. Explain how your demand list was shaped. Describe the data source(s) used to develop/support your demand list. The demand occupation list was shaped by consulting with the Regional Occupational Analyst to identify occupations anticipated to be in demand in the local area and the Central New York Region; a review of the demand areas identified in the Central New York Regional Economic Council's Strategic Plan and feedback from the regional and local business service teams who have regular contact with employers. In addition, the workforce area hosted two employer events; a Workforce/Education Summit in February 2013, and an Employer Forum in May Both events provided an opportunity for employers to share information on current and anticipated job openings and the skills needed for these jobs. This information, along with feedback from frontline staff regarding openings posted on the job bank, was used in creating the demand occupation list. 3. Identify the job skills/credentials for the occupations that are highest in demand, including those identified as priorities by your REDC. Describe the education and training resources that exist in your area/region to assist individuals to obtain these skills. Training options Program Year 2013 Local Planning Guidelines 3

4 such as on-the-job training, ITAs, customized training and contracted training should be discussed where relevant. The job skills/credentials that are needed to obtain employment in the areas identified include degrees, certificates and certifications in areas including (but not limited to): Accounting/Bookkeeping; Office Administration; Human Resource Management; Microsoft Office; Engineering (all areas, but especially electrical); Criminal Justice; Corrections; Security; Computer Information Systems; Computer Support Systems; Computer Analysts; Computer Programming; Network Administration; Insurance; Construction; Customer Service; Social Work; Electrical/Electronics; Environmental; Energy Systems; EMT; Medical Assisting; Medical Office; Medical Billing and Coding; Medical Transcription; Medical Records; Medical Technicians; Phlebotomy; Nurse Aide; Personal Care Aide; Home Health Aide; Patient Care; Pharmacy Technician; Dental Assistant; Dental Hygienist; Cook; Food Preparation; Food Processing: Food Service; Packaging; Heavy Equipment Operation; Welding; Drafting; CADD; CNC; Asbestos/Hazardouse Material Removal; Transportation/Distribution; Auto Mechanics; Nursing (CAN, LPN, RN, BSN) and Therapeutic Services (Occupation, Physical, Speech). The education and training resources that exist in Oswego County and the Central New York region for individuals to obtain these skills include a number of community colleges, colleges and universities; proprietary schools; the BOCES; and opportunities for online and distance learning. Individual Training Accounts (ITA's) are available to jobseekers to attend training in demand occupations with providers listed on the New York State Eligible Training Provider List. OntheJob training and other subsidized employment opportunities are available to provide job seekers needing immediate employment with the opportunity to lean new skills while earning a pay check. These programs also provide employers willing to train on the job with subsidies to offset the cost of training. Customized training is available to assist employers to upgrade skills of the current workforce to remain competitive in the local labor market. To address areas where training options are insufficient to meet local needs, the following actions are underway: The Workforce Board, through it's affiliation with SUNY Oswego, has worked with local employers and the community colleges to develop programs in Energy and Engineering. Articulation agreements have been developed to create career ladders from two to four year programs. These progams will begin in the fall of The Community College is working to develop certificate and degree programs responsive to local employer needs. Certificate programs have been developed in Medical Coding and Advanced Manufacturing. The community college has submitted an application to SUNY to offer a Certified Occupational Therapy Assistant Program (COTA) in hopes that the program will be available by Fall The One Stop/Workforce Board continue to connect local employers with training agents to address training needs. Programs that have been/are in development include electrical/electronics, healthcare, and advanced manufacturing. 4. Describe any regional or sector-based training initiatives in which your local area is involved or is planning to be involved during PY Explain how these initiatives align with the demand occupations on your list. The Workforce Board is committed to the goals established in the Regional Economic Development Council's Strategic Plan. Many of these goals mirror those of the Workforce Board. 5 continue efforts to work with local training providers (BOCES, community colleges, SUNY Osweo, etc.) to create training opportunities responsive to employer identified needs. The Board will also continue to use the resources of the one Stop to train job seekers for these occupations. T he demand occupation list for the local area reflects this goal. Performance WIA 118 (b) The local plan shall include - (3) a description of the local levels of performance negotiated with the Governor and chief elected official pursuant to section 136(c), to be used to measure the performance of the local area and to be used by the local board for measuring the performance of the local fiscal agent (where appropriate), eligible providers, and the one-stop delivery system, in the local area; Information and documentation produced through the yearly Performance Indicator Negotiation Process will become part of this plan. 6 Planned Services and Expenditures Adult and Dislocated Workers WIA 118 (b) The local plan shall include - (2) a description of the one-stop delivery system to be established or designated in the local area, including (A) a description of how the local board will ensure the continuous improvement of eligible providers of services through the system and ensure that such providers meet the employment needs of local employers and participants; WIA 118 (b) The local plan shall include - (4) a description and assessment of the type and availability of adult and dislocated worker employment and training activities in the local area; Please complete the charts entitled PY 2012 Training and PY 2013 Training Projection located in the Budget spreadsheet (Attachment I). In addition, if you procure service providers to provide Adult and Dislocated Worker or Business services, complete the Adult/Dislocated Worker and Business Services worksheets in the Service Provider spreadsheet (Attachment J). 5. Briefly describe the type and availability of Adult and Dislocated Worker services in your area. Oswego County provides a wide array of services to the Adult and Dislocated Worker populations. They include (but are not limited to): Career Center Providing access to: the NY Job Bank, job listings, job referrals, employer recruitments, computers and printers, the Internet, labor market and demand occupation information, tutorials, resume and cover letter information, interviewing skills assistance, and faxes, copiers and phones Local newspapers, employment magazines and industry directories Career Assessment, Career Exploration, Career Planning, and Career Counseling Services Employment Plan development GED/Basic Skills training tutorials and referral to partner services Workshops to sharpen job seeking skills Computer classes in Word, Access, Excel, QuickBooks, PowerPoint, Internet Job Search, and Introduction to Computers Online/distance learning options through the Metrix Distance Learning System to earn occupational skill certificates, upgrade basic (math/reading) skills or practice for licensing exams. Tuition assistance (up to $4,000) in the form of Individual Training Accounts (ITA's) for occupational skills training in demand occupations. 7 OntheJob training opportunities with local employers to learn job skills while earning a paycheck. Testing through Certiport for certifications such as: Microsoft Office Specialist (MOS); Internet and Computing Core Certification (IC3); Adobe Certified Associate (ACA); Microsoft Technology Associate (MTA): Comp TIA Strata; Quickbooks Certified User; Autodesks. Access to the SMART tesume skill matching technology Supportive Services Access to Job Zone/Career Zone Services/assistive technology for individuals with disabilities Services to Veterans National Work Readiness Credential (NWRC) Testing Educational Testing (TABE) 6. Describe the steps the Workforce Investment Board takes to ensure the continuous improvement of Adult and Dislocated Worker services through the system. Describe the information that is reviewed to determine that providers are meeting the employment needs of local businesses and jobseekers. To ensure the continuous improvement of eligible providers of services through the system the WIB: Utilizes the NYS DOL Eligible Training Providers Listing (NYS DOL ETPL) for the selection of training providers; Follows NYS policy regarding Initial and Subsequent Eligibility of training providers; Collects customer satisfaction data from training participants including information on the training program, instructor, program length, overall satisfaction with program and whether the participant obtained training related employment. Information is compiled and reviewed at the Skills and Training Committee of the local Board, and also shared with training providers to acknowledge successes and areas needing improvement. Gathers feedback (formally and informally) from local employers to determine unmet training needs. 7. Describe any partnerships that the WIB and One-Stop Operators have developed to improve services to customers in the local area or region. Partnerships developed to improve services to customers in the local area/region include collaboration with: Program Year 2013 Local Planning Guidelines 7

8 the Department of Social Services to operate the TANF Summer Work Program, a Transitional Jobs Program, a Disconnected Youth Program, a "Building Self Reliance" Program, and a Wage Subsidy Program at the One Stop. Operating these programs expands services and allows the local area to maximize resources, reduce duplication and increase the numbers served. the Oswego Public Library to expand/enhance the number and variety of workshops and computer classes available to job seekers. Economic Development to assist existing business with employee training issues to support expansion/retention efforts, and to address the employment and training needs of potential new businesses in an effort to recruit the business to the area. the Job Placement Network; a group of local agencies providing job placement services to individuals with disabilities. The partnership sponsors a Disability Mentoring Day matching individuals with disabilities with local employers, and a "Tools of the Trade" event to provide service providers with information to enhance service delivery to those with disabilities. the Partners Roundtable, a subcommittee of the Workforce Board representing the systems mandated partners. The committee works to streamline services, reduce duplication and address workforce system needs. the Parentsto Work program, in conjunction with the Probation Department, with the goal of increasing family stability and/or payment of child support of parenting adult probationers by improving employability and decreasing criminogenic needs. This will be accomplished through involvement in work readiness and occupational skills training, employment, parenting and cognitive behavioral training. New York's Administrative Employment Network(AEN)/ New York Employment Services System (NYESS)to assist Disability Resource Coordinators (DRC's)in providing services to social security disability insurance recipients with TickettoWork program and Work Incentive Benefit Advisement. Continuation of support to established DRCs and their formal training to assist disabled population. Link between Federal SSA, State DOL and Local Workforce. Youth WIA 118 (b) The local plan shall include - (6) a description and assessment of the type and availability of youth activities in the local area, including an identification of successful providers of such activities; Please complete the Youth worksheet in the Service Provider spreadsheet (Attachment J). 8. Describe the metrics that the WIB uses to determine whether or not a youth provider is successful. Metrics used by the WIB to determine if a youth provider is successful include a review of actual performance in relation to the Common measures, the NYS System Improvement Indicators and local goals. 9. How do the Workforce Investment Board and/or Youth Council monitor Youth Program providers? Program Year 2013 Local Planning Guidelines 8

9 Workforce Investment Board staff have an established schedule for monitoring youth programs. A written report is provided that outlines compliance, suggestions for improvement and areas needing corrective action, if needed. Program Year 2013 Local Planning Guidelines 9

10 10. What steps are in place for addressing unsatisfactory providers? As evidenced by our achievement of performance outcomes (Common Measures and NYS System Improvement Indicators), Oswego County providers have been successful in providing youth services. 11. Do your Youth Program Providers have direct access to the One Stop Operating System (OSOS)? Yes No a. If not, what process is in place to ensure youth activities are entered into OSOS in a timely manner? Youth program staff enter youth activities into OSOS as services are authorized. The team meets on a weekly basis to review the customer base and status of each customer in relation to goals and services authorized. The MIS coordinator provides management reports on a monthly basis that includes information on youth activities which is reviewed with program staff. 12. Describe what youth data is shared and how it is shared and reviewed with the Workforce Investment Board, Youth Council, and Youth Program Providers. Please address each group specifically. The Workforce Board Director and Associate Director meet with the One Stop Operator on a monthly basis. Included in this meeting is a review of the Youth program, including numbers served, obligations and expenditure rates, and a review of youth performance on both the NYS System Improvement Indicators and the Common Measures, along with strategies for continuous improvement and/or corrective action, as appropriate. The Youth Council reviews the local area s performance on the Common Measures and NYS System Improvement Indicators. Information is reviewed on a quarterly basis, along with plans for continuous improvement and/or corrective action, as appropriate. Information is then shared with the full Workforce Board. Staff Information Consulting with your Wagner-Peyser partners, please complete the charts entitled PY 2012 FTE Staffing and Projected PY 2013 FTE Staffing located in the attached Budget spreadsheet (Attachment I). 13. Please explain the reasons for any changes between PY2012 and PY2013. PY 2013 staffing increased slightly over PY 2012 levels. The increase was due to the addition of a Labor Services Representative (LSR) and an increase in a One Stop staff members time charged against a grant contracted with the Oswego County Probation department. Procurement WIA 118 (b) The local plan shall include - (9) a description of the competitive process to be used to award the grants and contracts in the local area for activities carried out under this subtitle; Program Year 2013 Local Planning Guidelines 10

Please describe the competitive bidding process that is used to award grants and contracts in your local area (including how vendors are made aware of opportunities to compete for these funding opportunities and how the process is being documented). Describe the process used for Adults/DW services, administrative services, and Youth services. As a unit of County government, the local area follows Oswego County's Procurement Policy for competitive bidding and awarding of contracts. A copy of the policy can be found at the County website at Exceptions to the County policy are services funded with Individual Training Accounts (ITA's) and services for youth. Consistent with New York State policy, the local area authorizes payment to cover the cost of training for job seekers in the form of Individual Training Accounts (ITA's). ITA's are issued to approved training providers on the New York State Eligible Training Provider List (NYS ETPL) in lieu of County procurement policy. Training providers are allowed to submit proposals to the NYS ETPL at any time. The proposal is then reviewed based on NYS policy. The list is continually updated as new proposals are submitted. Youth services are procured through a competitive bid/request For Proposal (RFP) process overseen/approved by the Youth Council, a committee of the Workforce Board. The Youth Council is responsible for directing and overseeing the delivery of youth programs, including issuing the RFP and approving youth service providers. The Youth RFP is formally issued every two years, but proposals are accepted on an ongoing basis. Consistent with County policy, contracts cover one year at a time, and are modified at the end of the year to extend into the second year. Payment for youth services are authorized with an authorization letter using a feeforservice model. The contract awarded from the RFP outlines the terms and payment amounts that can be authorized. Waivers The general statutory and regulatory waiver authority granted to the Secretary of Labor is a continuing authority granted by the Workforce Investment Act at section 189(i)(4), Public Law , and provides increased flexibility to states and local areas in implementing reforms to the workforce development system in exchange for state and local accountability for results, including improved programmatic outcomes. A list of the current waivers that are in effect for New York can be found in Workforce Development System Technical Advisory # Please suggest future WIA waivers that may be useful to your local area and which you would like NYS to consider requesting (optional). Waiver to raise WIA youth eligibility to 200% of poverty; Waiver of the provision at 20CFR that prescribes a time limit on the period of Initial Eligibility for training providers; Waiver for the inclusion of Youth FollowUp services and Work Experience as a Youth Program Framework; Waiver to allow use of work readiness as the sole performance indicator for youth 1421 coenrolled in TANF and WIA for summer employment activities. Contracts, MOUs, and Appendices WIA 118 (b) The local plan shall include - (2) a description of the one-stop delivery system to be established or designated in the local area, including Program Year 2013 Local Planning Guidelines 11

12 (B) a copy of each memorandum of understanding described in section 121(c) (between the local board and each of the one-stop partners) concerning the operation of the one-stop delivery system in the local area; 16.
