8 Legislation - Common Regime YOGA applies to all oil and gas operations in Yukon. The Operations section of YOGA, for example, is a law of general application under which approved operations apply to both Yukon FNs and Yukon oil and gas lands. 8
9 Common Legislation Regime - Common Regime Object of Common Regime is to provide a consistent regulatory process throughout Yukon. This approach has many advantages: It clearly defines the rules for both YG and YFN Category A lands Adoption of existing legislation is cost effective for YFNs Administration more efficient and less costly for both YG and YFNs Adoption of a common regime avoids legal disputes Creates certainty for industry 9

16 Beaufort Sea Offshore Building on the provisions of the 1993 Canada-Yukon Oil & Gas Accord, Yukon and Canada recently signed a Memorandum of Understanding in relation to offshore resources. This MOU provides the opportunity for Yukon to be actively involved in many aspects of offshore oil and gas management, such as input into industry-produced Benefit Plans. With respect to Benefit Plans, we expect, and look forward to discussions with offshore proponents regarding training, employment and business opportunities for all Yukoners 16
