2 List of External Payment Codes LEPC The List of External Payment Codes (hereinafter, the List of Codes) shall be used by residents of the Republic of Latvia when making external payments (the transfer of a resident's funds to a non-resident or an increase in a foreign deposit, and the transfer of a non-resident's funds to a resident or a decrease in a foreign deposit), and when preparing and submitting, pursuant to the regulations in force, the statistical information related to external economic activity. The List of Codes is a list of external payments where a 3-digit payment, drawn from the balance of payments international standards, is assigned to each type of activity. The payment s are arrayed in 9 groups in accordance with the standard items of the balance of payments. The user shall at first get acquainted with the structure of the List of Codes: group names, their contents and explanations provided in the notes. The payment shall be chosen in accordance with the explanations, as provided in the notes relating to the purpose of an external payment. Payment Group name and payment purpose Notes GOODS 111 Exports/imports of goods Payments between a resident and a non-resident relating to exports and imports of goods where ownership changes as a result of a payment. 112 Advance payments Advance payments and pre-payments for goods. 151 Processing of goods abroad Payments for processing of goods abroad. 152 Processing of goods in Latvia Payments for processing of goods in Latvia. 160 Repairs on goods Costs of repairs on ships, aeroplanes and other fixed assets that increase the value of fixed assets. 170 Goods procured in ports by carriers 180 Gold Imports and exports of gold. 190 Intermediary activities in trading with goods outside Latvia Fuel, foodstuffs and other goods purchased and consumed by resident carriers abroad and by non-resident carriers in Latvia. Purchase of goods from a non-resident in a foreign country that are to be sold abroad and sale of goods purchased in a foreign country without bringing them into Latvia. TRANSPORTATION Sea transport 207 Passenger Passenger carriage and rental of vessels (with a crew) for passenger carriage. 208 Freight Transportation of cargoes; loading and unloading of cargoes by a cargo carrier; rental of vessels (with a crew) for the transportation of cargoes. 209 Other services Services of stevedores; navigation, pilot, anchoring and other port services; rescue services; technical maintenance of ships; activities of sea freight forwarders and agents. Air transport 211 Passenger Passenger carriage and rental of aeroplanes (with a crew) for passenger carriage. 212 Freight Transportation of cargoes; loading and unloading of cargoes by a cargo carrier; charter of aeroplanes (with a crew) for the transportation of cargoes. 213 Other services Airport services; loading and unloading of cargoes by somebody other than a cargo carrier; services related to air traffic control; rescue services; technical maintenance of aeroplanes; agency services related to passenger and cargo transportation. 1 Approved on July 25, 2000 by Resolution No. 95-PD of the Bank of Latvia Governor; in effect as of January 1,

Road transport 224 Passenger Passenger carriage by road; rental of road transport (with a driver) for passenger carriage. 225 Freight Transportation of cargoes by road; loading and unloading of cargoes by a cargo carrier; rental of freight cars (with a driver). 226 Other services Exploitation of roads, parking lots, garages; loading and unloading of cargoes by somebody other than a cargo carrier; technical maintenance of road transport; activities of cargo forwarders and agents. Other transport services 231 Pipeline transport Transportation of gas, oil and oil products by pipeline; exploitation of pumping stations. 232 Other transport-related services Storage of all kinds of goods (including gas); customs clearance; freight processing operations (e.g., temporary placement of goods in or removal from boxes, inspection, weighing), and auxiliary transport activities n.i.e. OTHER SERVICES 237 Business travel All kinds of services (e.g., hotel, local transport, public catering), except international transportation services, purchased during business travel. 241 Health-related travel Services rendered by hospitals, health resorts and other medical institutions; other services, except international transportation services, purchased during health-related travel. 242 Education-related travel Tuition fees and other services, except international transportation services, purchased during education-related travel. 243 Other personal travel Services of travel companies, hotels, camping sites and other places of settlement, and other services, except international transportation services, purchased during personal travel (except health- or education-related travel). 244 Postal services Collection, transportation and delivery by post of letters, periodicals and other printed matter, parcels and packages; rental of P.O. boxes. 247 Telecommunication services Transmission of audio, video and other information by telephone, telex, telegraph, cable, broadcasting, satellite, electronic mail and facsimile services; servicing of telecommunications network. 248 Courier services Collection, transportation and delivery by courier of letters, periodicals and other printed matter, parcels and packages. 250 Construction services abroad Construction, reconstruction and running repairs of buildings and building-sites (including roads, railways, airfields and ports) in a foreign country, except design and engineering services; rental of machinery (with an operator) for constructing and tearing down buildings. 251 Construction services in Latvia 254 Life insurance premiums and pension funding 054 Life insurance and pension claims Construction, reconstruction and running repairs of buildings and building-sites (including roads, railways, airfields and ports) in Latvia, except design and engineering services; rental of machinery (with an operator) for constructing and tearing down buildings. Consulting and support with respect to business, strategy, planning, organisation and control, financial and production management, and company image boosting. Creation of advertisements; purchase/sale of advertising space and time in mass media; organising of fairs; market research. 279 Research and development Research of new products and processes, conducting of experiments. 280 Designing and engineering services 282 Waste processing and refinement 283 Agricultural, hunting and forestry services, and fishery services Designer services; land survey and cartography; product testing and certification; technical inspection services. Waste processing and elimination, remedying of polluted soil and other services related to environment protection.
