2 Gas Price to Compare Sample Calculation Methodology March, June and September Calculation Method The purpose of this document is to explain the methodology used to estimate the costs that are components of the sample calculation model (see Appendix 1 - Gas PTC Sample Calculation) Line 1 - Annual PGC Commodity Charge Rate consists of the PGC Commodity Charge rate effective December 1 of the previous year. Consists of projected costs for commodity and demand costs. Line 2 - Projected Current Over/(Under) Collection consists of the estimated over/(under) collections from the previous December 1 and subsequent rate calculations. The over/(under) collection is the difference between estimated revenues less estimated costs for the period December of the previous year through the month before the effective date of the rate. Line 3 - Actual Current Over/{Under) Collection consists of the over/(under) collection from current actual and projected data. The over/(under) collection is the difference between actual and estimated revenues less actual and estimated costs for the period December of the previous year through the month before the effective date of the rate. Line 4 - Difference consists of the difference between the projected and actual current over/(under) collections from Lines 2 and 3. Line 5 - Applicable Twelve Months Sales consist of the actual and estimated ccf sales from December of the previous year through November of the current year. Line 6 - Recovery Rate for Difference consists of the rate needed to return or recover the over/(under) collection of Line 4 over the twelve month period of Line 5. Line 7 - Projected Remaining Recoverable Fuel Costs. December Estimate consist of the commodity and demand fuel costs from the effective date of the rate through November of the current year based upon the projection used for the calculation of the previous December 1 rate. Line 8 - Projected Remaining Recoverable Fuel Costs. Current Estimate consist of the commodity and demand fuel costs from the effective date of the rate through November of the current year based upon the current projection. Line 9 - Difference, Projected Remaining Recoverable Fuel Costs consists of the

3 difference between the projected remaining recoverable fuel costs from the December 1 rate and current estimates from Lines 7 and 8. Line 10 - Applicable Remaining Months Sales consist of the estimated ccf sales from the effective date of the rate through November of the current year. Line 11 - Recovery Rate for Remaining Recoverable Fuel Costs consists of the rate needed to recover or return the difference in remaining fuel costs of Line 9 over the time period of Line 10. Line 12 - Total Commodity Charge Excluding Gas Procurement Charge consists of the sum of Lines 1, 6 and 11. Line 13 - Gas Procurement Charge consists of procurement related costs including labor, outside legal, information technology and working capital. Line 14 - Gas Cost Adjustment Balance consists of the actual over/(under) collection balance as of November 30 of the previous year. Line 15 - Gas Cost Adjustment Twelve Month Sales consist of the actual and estimated Gas Cost Adjustment related ccf sales from December of the previous year through November of the current year. Line 16 - Gas Cost Adjustment Rate consists of the rate needed to return or recover the over/(under) collection of Line 14 over the twelve month time period of Line 15. Line 17 - Gas Price to Compare consists of the sum of Lines 12, 13 and 16.
