2 National Cohesion Strategy (NCS)/National Strategic Reference Framework (NSRF) The National Cohesion Strategy is a framework strategic document - determined by Lisbon Strategy and Community Strategic Guidelines (CSG). Every member state of the European Union prepared its NSRF on the basis of the CSG.
3 Strategic goal of the National Cohesion Strategy: To create conditions for the improvement of competitiveness of the economy based on knowledge and entrepreneurship, ensuring the increase of employment and the higher level of social, economic cohesion.
4 Financing the National Cohesion Strategy The National Cohesion Strategy is implemented through the following programmes negotiated with the European Commission: 5 operational programmes implemented at the national level 16 regional operational programmes implemented by the local governments of voivodships 1 operational programme intended for supporting the following voivodships: Warmińsko-Mazurskie, Podlaskie, Lubelskie, Podkarpackie, Świętokrzyskie technical assistance operational programme European territorial co-operation programmes

7 Operational Programme Infrastructure and Environment one of the main instruments implementing National Cohesion Strategy Overall allocation for implementig the OP amounts 37,6 bln (EU funds + national contribution)
8 Main objective of the OP Infrastructure and Environment Increasing the investment attractiveness of Poland and its regions by developing technical infrastructure, and simultaneously protecting and improving the condition of the natural environment, health, preserving cultural identity and developing territorial cohesion
9 6 SPECIFIC PROGRAMME OBJECTIVES RELATING TO PARTICULAR SECTORS The development of infrastructure which would allow for the economic development of Poland, while preserving and improving the condition of the natural environment Increasing the accessibility of the main economic centres in Poland by connecting them to a network of motorways and dualcarriageways and other modes of transport alternative to road transport Ensuring Poland s long-term energy safety by diversifying supplies, lowering energy-consumption of the economy and the development of renewable sources of energy Taking advantage of Poland s cultural potential and cultural heritage of world-wide and European significance in order to increase Poland s attractiveness Supporting the efforts to maintain the labour resources in good health Development of modern university centres, including those educating specialists in the field of modern technologies

13 The following 15 priority axes shall be implemented as part of the Programme: 1. The water and sewage management. 2. Waste management and the protection of earth. 3. Resource management and counteracting environmental risks. 4. Initiatives aimed at adjusting enterprises to the requirements of environment protection. 5. Environment protection and the promotion of ecological habits. 6. TEN-T road and air transport network. 7. Environment-friendly transport. 8. Transport safety and national transport networks. 9. Environment-friendly energy infrastructure and energy effectiveness. 10. Energy security, including diversification of energy sources. 11. Culture and cultural heritage. 12. Health security and the improvement of the efficiency of the healthcare system. 13. Infrastructure of higher education. 14. Technical assistance - The European Regional Development Fund. 15. Technical assistance - Cohesion Fund.

15 No. Title Allocation in bln Fund Priority Axis II Waste management & protection of soil 1,2 CF Types of projects: - investments related to the prevention and reduction of municipal waste production, the introduction of reclamation technologies and technologies of final neutralisation of municipal waste, the elimination of hazards resulting from waste disposal and the rehabilitation of degraded areas.
16 No. Title Allocation in bln Fund Priority Axis III Resource management & counteracting environmental risks 0,5 CF Types of projects: - initiatives based on interdisciplinary planning within the area of river basins. Infrastructural projects will aim at the protection of people health and safety, including protection of material possessions within developed areas and assurance of an appropriate level of readily-available water resources, in accordance with the Commission's guidelines relating to co-financing of dams from the Cohesion Fund
17 No. Title Allocation in bln Fund Priority Axis IV Environmental measures for big enterprises 0,2 ERDF Types of projects: - projects of big enterprises which reduce the amount of pollution emitted into the atmosphere or discharged with sewage and the amount of produced waste and which increase the amount of reclaimed (particularly recyclable) waste. 8
18 No. Title Allocation in bln Fund Priority Axis V Environment protection & promotion of ecological habits 0,1 ERDF Types of projects: - initiatives of active environment protection within protected areas in Poland, which will lead to reduction of natural environment degradation and losses of biological diversity, according to the Natural Strategy of Protection and Moderate Use of Biological Diversity along with the programme of this strategy's initiatives and the National Forest Policy.

21 No. Title Allocation in bln Fund Priority Axis VIII Transport safety & national transport networks 2,9 ERDF Types of projects: - increasing the safety of road traffic, - improving the infrastructure of national roads by providing equipment increasing traffic safety, on the other hand, changing the attitude and behaviour of all persons involved in road traffic, -improving the condition of national roads not included in the TEN-T network and selected sections of roads covered by this network. -development of Intelligent Transport Systems, in particular traffic management systems,
22 No. Title Allocation in bln Fund Priority Axis IX Envronment-friendly energy infrastructure and energy efficiency 0,75 CF Types of projects: -increasing the share of primary energy use in the energy sector (i.e. increasing efficiency of energy production and decreasing losses in the process of energy transmission and distribution) -decreasing energy intensity of the public sector, as well as increasing the amount of energy produced from renewable sources, including bio-fuels, - improving the efficiency of electricity generation, in particular energy from combined heat and power production (CHP) and reducing electrical energy and heat losses during transmission and distribution. -modernisation of heat networks, -improving efficiency of heat generation through replacementof existing heat sources with highly efficient co-generation units.
23 No. Title Allocation in bln Fund Priority Axis X Energy security, including diversification of the energy sources 0,95 ERDF Types of projects: -developing the transmission and distribution systems of natural gas, crude oil and its derivatives, -developing electricity transmission and distribution systems -construction and expansion of underground storage areas for natural gas and crude oil derivatives, -construction of natural gas distribution networks in areas not supplied with gas.
24 No. Title Allocation in bln Fund Priority Axis XI Culture and cultural heritage 0,49 ERDF Types of projects: -protection and preservation of immovable monuments of trans-regional significance, including those contained in the UNESCO World Cultural and Natural Heritage (involving renovation, restoration, revalorization, revitalization and protection of objects included in the List of Historical Monuments and complexes of these, together with their surroundings) -projects concerning the preservation of movable monuments of cultural heritage, such as historic artefacts, antique documents, book collections, and their protection against damage and theft, as well as projects concerning the development of digital resources of libraries, archives and the virtual resources of museums. -creation of virtual culture institutions (it refers to the use of historic collections to this end).
25 No. Title Allocation in bln Fund Priority Axis XII Health security and improving the efficiency of the healthcare system 0,35 ERDF Types of projects: -Development of healthcare infrastructure of high standards concerning furnishing with medical equipment and improving the efficiency of rescue actions in health-threatening situations, -development of an integrated system of Emergency Medical Services (projects concerning modernisation of air ambulance service bases and adaptation of landing grounds for helicopters, located in the direct vicinity of hospital rescue wards, in particular in order to ensure their 24-hour accessibility, safety at the stage of critical landing or take-off and protection against access by third parties)
26 No. Title Allocatio n in bln Fund Priority Axis XIII Infrastructure of higher education Types of projects: -Supporting universities offering education in specialisations strategic from the point of view of country s development (math, science and technology) Implemented projects will mainly consist in: construction, reconstruction and extension of existing infrastructural objects (construction of modern lecture rooms, laboratories with equipment used in the course of teaching process) and adjustment of the technical condition of infrastructure to requirements of new equipment. 0,5 ERDF

28 In view of unprecedented scale of financial support within of OP Infrastructure and Environment in and to diminish risks related to its effective absorption, Ministry for Regional Development conducted in 2007 evaluation study in order to analyse potential of construction market. The main objective of the research was to explain causes of problems connected with implementing of
29 Potential of firms from construction sector for implementing contracts co-financed from EU-funds in Conclusions from evaluation research. 1. Only one in three firms which so far didn`t take part as contractors of projects have declared readiness to compete in public procurments cofinanced from EU-funds in But only a few were interested in implementing complicated infrastructural projects.
30 3. Potential (organisational as well financial abilities) of firms which declare to apply for contracts seems to be unsufficient. 4. Only 31% firms which so far didn`t take part as contractors of projects have appropriate experience in implementing contracts amounting to over 1 mln EUR, whereas average value of contracts within Cohesion Fund amounts to 4 mln EUR. 5. There are very limited possibilities in increase supply in the construction market. It can threaten effective absorption of funds assigned to Poland from EU-funds in upcoming years. Conclusion: There are numerous opportunities for foreign companies to particpate in tenders for EU-financed projects in Poland
