3 Macao th Asian International Stamp Exhibition is a major event for philatelists. It is also a platform for promoting exchange and friendship amongst postal administrations, stamp dealers and stamp printing industries. We enthusiastically look forward to welcoming the exhibitors and senior philatelists from Asian Pacific countries and regions who will showcase their carefully prepared stamp frames for the competition and precious collections for the visitors appreciation. 6 Message for MACAO2018 Since 1 January 2017, Macao Post has been renamed as Macao Post & Telecommunications Bureau (CTT), and the functions of postal services and telecommunications regulatory role have been merged. This marks a new milestone and also new challenges for Macao Post & Telecommunications Bureau. We shall continue to contribute greater efforts in the development of Macao SAR. Stamps of Macao are the roots of Macao Post & Telecommunications Bureau, showing Chinese and Western architecture, art, religion, gourmet food and community culture that are nurtured by over a hundred years of history. They have witnessed the development of Macao, one of the cities with the highest population density in the world. They have also recorded the tourism industry and The Historic Centre of Macao that was inscribed on the World Heritage List in On behalf of Macao Post & Telecommunications Bureau, I am greatly honored to express my sincere gratitude to FIAP for their patronage and support to us and Macao Philatelic Club in co-organizing the Macao th Asian International Stamp Exhibition. MACAO2018 will be held at the Venetian Macao - Conference & Exhibition Centre from 21 to 24 September It is the first great international philatelic event organized by Macao SAR. We hope that this will be a bridge of friendship that brings together philatelic experts from different countries and regions, enhancing the exchange and cooperation and promoting stamp collection to all visitors. On behalf of Macao Post & Telecommunications Bureau and the Organizing Committee, I would like to take the opportunity of the kick-off of MACAO2018 to cordially invite postal administrations from different places, philatelic associations, stamp printers and dealers, and philatelists to actively participate in the exhibition. We also welcome local residents and visitors from all over the world to come to our exhibition and meanwhile feel the energy of the Macao SAR as world centre of tourism and leisure. 8 INTRODUCTION The Macao th Asian International Stamp Exhibition, also called MACAO2018 will be held at The Venetian Macao - Conference & Exhibition Centre from 21 to 24 September It is the first great international philatelic event in Asia organized by the Macao SAR. The Asian International Stamp Exhibition is a general stamp exhibition and also an international cultural event that is managed and promoted by the Federation of Inter-Asian Philately (FIAP). It has to be implemented in accordance with the General Regulations of the FIP for Exhibitions (GREX), General Regulations of the FIP for the Evaluation of Competitive Exhibits at FIP Exhibitions (GREV), and The Special Regulations of the FIP for the Evaluation of Competitive Exhibits at FIP Exhibitions (SREVs) announced by the Fédération Internationale de Philatélie (FIP), as well as the Individual Regulation of Macao (IREX) by the organizer. From 1977 to 2017, a total of 34 exhibitions have been held in different parts of Asia, the MACAO2018 is the 35th Asian International Stamp Exhibition. MACAO2018 is co-organized by CTT and the Macao Philatelic Club. Its objectives are to enhance the relationship among the member regions of FIAP, strengthen their cooperation and promote the organization of the different philatelic events. Meanwhile, the exhibition is also a valuable opportunity for exhibitors from all over the world to experience Macao as a world center of tourism and leisure, a trade platform between China and Portuguese-speaking countries, as well as a dynamic city with multi-culture co-existence under the mainstream of Chinese culture. Emblem and Mascot Emblem Being a landmark of Macao, The Ruins of St. Paul s is part of The Historic Centre of Macao that was inscribed on the World Heritage List by the UNESCO in It is the facade of what was originally the Church of Mater Dei. Therefore, the design of the emblem for the stamp exhibition consists of The Ruins of St. Paul s, using the green tone of the Macao SAR as its main color and the shape of stamp perforation on its borders. Mascot YOYO The design of the mascot YOYO for the stamp exhibition has made used of personification to combine the landmarks of Macao with the organizers, CTT and the Macao Philatelic Club. It warmly welcomes stamp lovers from all over the world. 14 MACAO

9 Opening Hours MACAO2018 will be open to the public for 4 consecutive days. Admission is free of charge and free parking is provided. Admission tickets will be distributed at the reception area at the exhibition entrance. Transportation will be provided and arranged at the reception area for school groups and elderly groups booked in advance. 21/09/ :00am - 07:00pm 22/09/ :00am - 07:00pm 23/09/ :00am - 06:00pm 24/09/ :00am - 04:00pm Venue of Exhibition - The Venetian Macao, Conference & Exhibition Centre The venue of MACAO2018 covers an area of 4000 square meters, with up to 1000 exhibition frames. Exhibition Zones Competitive and Non-competitive Exhibits 1. Competitive exhibits have nine classes, which are championship, traditional, postal history, postal stationery, thematic, youth, literature, one frame and modern philately. The jury will evaluate on all the competitive exhibits and award the Large Gold medal, Gold medal, Large Vermeil medal, Vermeil medal, Large Silver medal, Silver medal, Silver Bronze medal, Bronze medal, etc. In addition, the Grand Prix d Honneur, Grand Prix International and Grand Prix National will also be awarded. 2. Non-competitive exhibits mainly include those from the Court of Honour, including valuable collections of expert philatelists from China, Hong Kong and Macao. Sales Zone Approximately 70 standard booths will be available for rental by local and overseas stamp exhibitors. Macao Cultural and Creative Industries will also participate in the sales and exhibition. Besides the various stamps and philatelic products sold at the CTT booth, novel stamp products will be issued especially for the event. In addition, cancellation service according to the thematic days will be provided. Activities Zone Lucky draws will be held daily at specified times (11:30am and 3:30pm) in the activities zone. Visitors who have dropped the slips of their admission tickets into the lucky draw box will automatically enter the lucky draw to win fabulous prizes and philatelic products. In case any announced winner does not show up or is unable to present the admission ticket, he/she will be disqualified for that prize. The participating works of the Draw My Story of Stamps Contest 2018 will be exhibited in the activities zone. Different games and workshops according to the thematic days for families and varied age groups will also be held. 15 INDIVIDUAL REGULATION (IREX) FOR MACAO TH ASIAN INTERNATIONAL STAMP EXHIBITION ARTICLE 1: OBJECTIVES OF EXHIBTION MACAO TH Asian International Stamp Exhibition (thereinafter referred to as MACAO2018) shall be held for the following objectives: to expand and develop friendly relations and close cooperation among FIAP members and to promote every aspect of philately in the FIAP region. ARTICLE 2: ORGANIZATION, VENUE AND DATE MACAO2018 is organized by the Macao Post and Telecommunications Bureau & Clube Filatélico de Macao ( CTT-CFM ). Macao 2018 is managed and run by an Organizing Committee. MACAO2018 will be held at the Venetian Macao Conference & Exhibition Centre, Estrada da Baía de Nossa Senhora da Esperança, Taipa, Macao. MACAO2018 will be opened on 21 September 2018 and closed on 24 September ARTICLE 3: PATRONAGE AND CO-ORDINATOR 3.1 MACAO2018 will be organized under the patronage of the Federation of Inter-Asian Philately (FIAP). 3.2 Dr. Prakob Chirakiti is the FIAP Coordinator of MACAO2018 and assisted by Mr. Stephen Chan as the Assistant FIAP Coordinator. ARTICLE 4: REGULATION MACAO2018 will be governed by the following Regulations: The General Regulations of the FIP for Exhibitions (GREX). The General Regulations of the FIP for the Evaluation of Competitive Exhibits at FIP Exhibitions (GREV). The Special Regulations of the FIP for the Evaluation of Competition Exhibits at FIP Exhibitions (SREVs). The Individual Regulations for MACAO2018 (IREX). ARTICLE 5: CONIDITIONS OF PARTICIPATION 5.1 The Regulations governing the conditions of participation of exhibitions are stated in the articles 9-18 of the GREX. 5.2 Participation in the Competitive Classes is opened to all collectors who are members of the societies affiliated to member federations of FIAP. 5.3 Participation in the Non-Competitive Class will be by invitation, solely at the discretion of the Organizing Committee. 5.4 All exhibits except Literature must have been the property of the exhibitors for at least two years before the Exhibition. 28 MACAO

16 5.5 The exhibitors may exhibit using a pseudonym provided that his true name and identity are known to the Organizing Committee and the Jury. ARTICLE 6: APPLICATION AND ACCEPTANCE 6.1 The Regulations governing the conditions of the application and acceptance are stated in the article 10, 11 and 12 of the GREX. 6.2 Exhibitors must obtain their Exhibit Application Forms from their Commissioners. A separate Exhibit Application Form should be used for each exhibit. 6.3 When submitting the Exhibit Application Form, the exhibitor shall attach a copy of the introductory page, describing the exhibit (in English). 6.4 Duly filled Exhibit Application Forms should be sent through their Commissioners to reach the Organizing Committee by 21 January Notification of acceptance from the Organizing Committee, together with the number of frames allocated to exhibitors, will be sent to their Commissioners by 1 March Exhibitors cannot withdraw their applications without valid reasons once their participation has been accepted by the Organizing Committee. 6.7 The Commissioners will collect all the frame fees from their exhibitors, and remit the full amount to the Organizing Committee of Macao 2018 by 21 March 2018 at the latest. The remittance should be made payable to designated account, by mention of MACAO 2018-Exhibit and name of the remitter at the message column. In addition, a copy of bank transfer slip and the List of Receivable Fees should be sent by Fax ( ) or (secretary_2@macao2018.org.mo) to the Organizing Committee for verification. No cash will be accepted by the Organizing Committee. ARTICLE 7: EXHIBITION CLASSES MACAO 2018 (35th Asian International Stamp Exhibition) is a General Asian International Stamp Exhibition. The Classification of the Exhibition classes is as follows: 7.1 Group I: Non-Competitive Class: Court of Honour 7.2 Group II: Competitive Classes Class 1 FIAP Championship Class for collections that have been awarded three FIP/FIAP large goldmedals at the exhibitions patronized by FIP/FIAP over the past 10 years ( ). Class 2 Traditional Philately A) National B) Asia and Australasia C) The Rest of the World Class 3 Postal History A) National B) Asia and Australasia C) The Rest of the World Class 4 Postal Stationery Class 5 Thematic Philately - Exhibits will be classified under: A) Nature B) Culture C) Technology * Please indicate clearly in the Exhibit Application Form as to the sub-class (A, B or C) the exhibit is entering. Class 7 Literature A) Philatelic books, pamphlets and studies (issued after January 01, 2013) B) Philatelic journals, and periodicals (all volumes issued after January 01, 2016) C) Stamp Catalogues (published after January 01, 2016) * Please indicate clearly in the Exhibit Application Form as to the sub-class (A, B or C) the exhibit is entering. Exhibitors are requested to fill in the particulars stated in the Philatelic Literature Exhibit Information Form, in addition to the Exhibit Application Form Class 8 One Frame Exhibits in this class should not be One Frame extracted from a multiple frame exhibit and should be based on a narrow subject that is best treated as One Frame. Exhibits are also welcome from novice exhibitors who are developing a subject which is capable of expanding to more than One Frame in the near future. Awards are presented by CERTIFICATES only. Certificates of Participation will be given to exhibits attaining less than 60 points. Class 9 Modern Philately (1980 to date) The objectives are to encourage collectors of Modern Philatelic materials to exhibit at the highest level and to demonstrate to the Postal Administrations that there is an extensive body of philatelists who collect and study materials issued by them after The Organizing Committee is making this class available for exhibits complying with the FIP special regulations for (A) Traditional Philately, (B) Postal History and (C) Postal Stationery. Qualifying exhibits for the Modern Philately must contain philatelic materials issued by the Postal Authorities after Stamp series of philatelic topics chosen for this class which were substantially issued on/after 1980 are qualified as topics for the Modern Philately. However, the exhibit may include a small percentage of materials issued pre that is important and relevant to the exhibit. Modern Philately exhibits will be judged according to the respective FIP SREVs currently in force for the above-mentioned three FIP classes. The distribution will be judged under modified FIP SREV s points breakdown awarded up to 25 points for Treatment, up to 35 points for Philatelic and related knowledge, Personal Study and Research, a maximum 10 point for Condition, 20 points for Rarity and Difficulty of acquisition and up to 10 points for Presentation. The distribution of points available recognize that Modern Philatelic material is worthy of study and in many instances is difficult to acquire, treat and present while the short passage of time since their issue has not provided an accurate indication of importance or rarity. FIAP medals will be awarded to the appropriate exhibits and they will be recorded in the FIAP Awards records. Certificates of Participation will be given to exhibits attaining less than 60 points. Acceptance of entry into the Modern Philately for MACAO2018 will be based on the recommendation of national / regional commissioners and at the discretion of the MACAO2018 Organizing Committee. Acceptance of any entries in the Modern Philately will not preclude acceptances of entries in any other class. All other requirements of the MACAO2018 IREX will apply. 7.3 The Organizing Committee reserves the right to reject any exhibit application without assigning any reason for such rejection. ARTICLE 8: FRAME SIZE AND ALLOTMENT OF FRAMES 8.1 The display frame at MACAO2018 shall have a capacity for16 (4x4) standard size sheets of 23 cm x 29 cm. 8.2 Sheets larger than 23 cm x 29 cm as well as black or dark colored sheets will not be accepted. 8.3 Exhibits in the competitive classes will be allocated the following number of frames: Class 1 8 frames Class 2-5, which was previously awarded: - FIP/FIAP Large Vermeil and above 8 frames - FIP/FIAP Vermeil and below 5 frames Class 6A 1-3 frames 6B 2-4 frames 6C 3-5 frames Class 7 Literature Exhibits must be sent to the Organizing Committee in duplicate Class 8 One Frame Exhibit 1 frame Class 9 Modern Philately 5 frames 8.4 Exhibitors cannot change the number of frames allocated by the Organizing Committee. ARTICLE 9: PARTICIPATION FEE 9.1 There is no participation fee for Non-Competitive Class and Youth Philately Class. 9.2 The participation fee for Competitive Classes (except Class 6, 7 & 8) will be USD80 per frame. 9.3 The fee for participation in Literature is USD80 per exhibit. 9.4 The fee for participation in One Frame is USD100 per exhibit. ARTICLE 10: SECURITY MEASURES 10.1 The Organizing Committee will take reasonable precautions to ensure that adequate security is provided to protect the exhibits during the Exhibition period. However, the Organizing Committee shall not bear any liability for loss or damage that might occur during the transportation, mounting, dismounting during the exhibition and return of the exhibits Exhibitor will be encouraged to adequately insure their exhibits at their own expense. ARTICLE 11: HANDLING OF EXHIBITS 11.1 Exhibits delivered by Commissioners must reach the Organizing Committee by 19 September Exhibits (other than Literature) arriving by mail must reach the Organizing Committee by 21 August Exhibits of Literature (in duplicate) must reach the Organizing Committee by 21 August The address of the Organizing Committee is stated under article The exhibits will not be returned. The two sets of the exhibits will be kept by CTT-CFM and FIAP respectively after the exhibition Exhibits arriving later than the date stipulated above will not be judged. Participation fee will not be refunded in case of late or non-arrival of exhibits. 32 MACAO

18 11.5 Each exhibition sheet must be placed in a transparent protective cover. The sheets shall be numbered on each page at the lower left-hand corner. All sheets shall be kept in envelopes supplied by the Organizing Committee The exhibits received will be duly acknowledged with proper receipt. Exhibits will be returned in exchange for their receipt after the exhibition if delivered personally by the Commissioners. ARTICLE 12: JUDGEMENT AND AWARD 12.1 The Jury for MACAO2018 will be appointed by the Organizing Committee in consultation with the FIAP Coordinator. Members of the Jury will be FIP/FIAP accredited Jury members A number of Apprentice Jury members may also be appointed with the consultation of the FIAP Coordinator and with the recommendation of the FIAP Member Federations from where the Apprentice is invited Exhibits in Non-Competitive Class will receive suitable commemorative awards For Competitive Classes, the awards are as follows: 1) Large Gold medals 2) Gold medals 3) Large Vermeil medals 4) Vermeil medals 5) Large Silver medals 6) Silver medals 7) Silver Bronze medals 8) Bronze medals All medals will be awarded with appropriate certificates The only award in Championship Class is the Grand Prix d Honneur, a valuable objet d art. Exhibits in the Championship Class not receiving the Grand Prix d Honneur will receive a Large Gold medal or an objet d art of equivalent value There are two Grand Prizes for the Exhibition on MACAO2018: the Grand Prix International and the Grand Prix National The Jury s decision will be final, hence, objections will not be considered Special Prizes provided by the Organizing Committee and donated by the organizations and people of participating countries and regions, will be placed at the disposal of the Jury. Any particular wish expressed by a donor should be observed in making awards, if possible The Jury may express felicitations for those exhibits demonstrating outstanding philatelic research or originality An Expert Group will be appointed by the MACAO2018 Organizing Committee in consultation with the FIAP Coordinator to examine the exhibits for fakes and forgeries, etc. The philatelic materials chosen by the Expert Group will be examined through relevant equipment, including a high power microscope and color scanner or any other equipment considered necessary by the Expert Group. ARTICLE 13: RIGHTS OF ORGANIZING COMMITTEE 13.1 The Organizing Committee reserves the right to make changes in the IREX, in consultation with the FIAP Coordinator The Organizing Committee reserves the right to decide on any questions not covered by FIAP and FIP Regulations or by the IREX, and its decisions shall be final The Organizing Committee shall reserve right to duplicate and copy the exhibits for the Public Relations purposes. ARTICLE 14: ACCEPTANCE OF IREX FOR MACAO By signing the Exhibit Application Form, the exhibitor shall be deemed to accept all provisions stated in the IREX for MACAO Any legal cases arising shall be settled within the jurisdiction of the Court of the Macao Special Administrative Region. Organizer means the MACAO2018 Organizing Committee, located at Largo do Senado, CTT Headquarters Building, Macao (Fax: , secretary_1@macao2018.org.mo) b. Dealer (or booth holder) : Government body, chamber of commerce, sole proprietorship, partnership or limited company applying to sell at the exhibition or, as the case may be, whose application to sell at the exhibition has been accepted by the Organizer, including: - Postal administrations, stamp dealers, stamp agencies, stamp printers, etc.; - Operators of Macao Cultural & Creative Industries. c. Venue means The Venetian Macao, Conference & Exhibition Centre d. Official Stand Contractor means the officially appointed company for the construction of standard booths, responsible for the electricity plan, connection of electrical facilities in the venue and provision of rental service for exhibition equipment. 2.2 Eligibility of Dealers a. Upon submission of application form from dealers, Organizer will have the absolute right to accept or reject any application without having to give any reason or explanation. b. Upon signing of the application form, dealers (or booth holders) agree to abide by this rule, all terms and provisions of the Organizer and all the additional rules, and agree to bear all the related responsibilities. 2.3 Booth Rental a. All sales booths are constructed by the Official Stand Contractor. Dealers are not allowed to make any alterations to the structure of the booths or remove any integral parts from the booths. b. Standard booths will be classified as normal (3x3m) and special booths for the operators of Macao Cultural & Creative Industries (3x2m). All booths are equipped with fascia board, wall partitions and furniture. c. Rental rates: Standard booth Early Bird Price Standard Price Before 28/2/2018 1/3-30/5/2018 Normal booth USD3,000 (MOP24,000) USD3,800 (MOP30,400) Special booth MOP10,400 MOP15,200 d. All dealers should fill in the designated form for application. Applicants of special booth should also submit their copy of M1 & list of merchandise. e. Payment should be made within 10 days upon receipt of the Organizer s confirmation. Booth allocation will be confirmed on a first-come-first-served basis according to the payment received. 42 MACAO

23 f. There will be no refund in the events of withdrawal, cancellation and no show. The dealers (or booth holders) shall have no claim against the Organizer or their agents or representatives whether for loss or damage. 2.4 Venue Allocation a. The Organizer reserves the right to change the trading plans or venue allocation at any time, without prior notice to dealers. b. The Organizer has the right to modify plans and / or when necessary change the allocation of the dealers booths. Dealers shall not call for any compensation from the Organizer. c. In order to maintain the image of the Exhibition, in the event that Dealers do not show up on the first day of the Exhibition, the Organizer reserves the right to seal or assign other usage for any vacant booth, without any prior notice to the dealers. Dealers shall not call for any compensation from the Organizer. 2.5 Move-in and Move-out Principles a. Dealers should not damage any properties of the Venue or other parties during move-in, move-out or throughout the exhibition. Compensation will be charged to the dealer(s). b. No fixed facility can be assembled on the walls, floor or any parts of the venue. Furthermore, all facilities should be used with caution to assure public safety. c. No spray paint, welder or electric saw is allowed. d. The Organizer is not responsible for receiving or storing any valuable merchandise. 2.6 Badges For security reasons, valid identity badges must be worn. Each booth will be given a maximum of 2 badges free of charge. All badges are strictly non-transferable. The security guards will check the badge holder s identification during the exhibition, especially during the move-in and move-out period. 2.7 Freight Forwarding a. Dealers are requested to consult the Official Freight Forwarder for any matters concerning forwarding of merchandise to the Venue and / or on-site coordination. b. The Freight Forwarder is entrusted by the dealer for freight / merchandise transportation. The Organizer will not bear any responsibility. c. Dealers should make self-arrangement for receipt and storage of their merchandise or booth materials. d. A representative of the Dealer should accompany the transporters when moving in the materials. e. To ensure proper control and coordination of site movements, only the Official Freight Forwarder is permitted to work in-hall and operate any form of equipment such as pallet trucks or / and forklifts in the Venetian exhibition halls. No other freight handling contractor will be permitted to work in the exhibition hall. 2.8 Cleaning & Waste Disposal a. The removal and disposal of the crates, large trash, booth fittings or other materials are not covered by the rental. Dealers should arrange for the cleaning and waste disposal themselves. Any packages and merchandise left behind at the exhibition venue will be deemed abandoned. Dealers must clear away their large pieces of garbage daily before the Exhibition s opening hours. b. The Organizer will provide general cleaning services for the Exhibition. For security reason, cleaners will not be allowed to enter the booths for cleaning. Dealers may leave small bits of rubbish outside the booth for the cleaners to collect at the end of the day. 3. TERMS & CONDITIONS 3.1 Usage of Booths a. Dealers cannot transfer, sub-let or allow usage by any third party. Meanwhile, only dealer s (or booth holder s) staff is allowed to work inside the booths. The Organizer reserves the right to immediately terminate any party that violates the rule from participating in the Exhibition without prior notice. b. Dealers shall not place or operate any objects intended for promotion or sale outside their own booth. Dealers shall assume all responsibility arising from any accident or legal proceedings due to the violation of this condition. The Organizer has the right to instruct dealer to withdraw any such items without giving any reason and without bearing any responsibility. All related removal costs shall be borne by the offending dealer. c. Dealers are not allowed to occupy, display, sell or distribute any promotion flyers outside the booths assigned to them. They are also required to keep the venue clean and pay attention to fire safety. d. If the activities arranged by dealers (e.g. lucky draws, promotion, product demonstrations, etc.) result in the obstruction of the passageway or hinder visits to the neighboring booths, or if such activity involves safety issues, the Organizer has the right to terminate them immediately. If a dealer intends to organize any such activity, it must obtain prior written approvals from the Organizer. e. Dealers must ensure that their packaging boxes are stored in appropriate places. f. The audio / visual equipment of the Dealers must not generate any noise which causes any nuisance or inconvenience to other Dealers or visitors. The Organizer reserves the right to intervene if the sound level causes disturbance to other Dealers or visitors, and terminate the trader s right to use the booth in case the notice from the Organizer is ignored. g. Dealers must ensure that at least one member of their staff stations at the booth. If a booth is found to have no staff for a long time, the Organizer reserves the right to temporarily seal the booth. h. Dealers should not use any inflammable liquid / materials or any illegal decorative materials in the booth area. i. Dealers shall be solely responsible for the public s loss or injuries caused by any removal or operation of the devices. 44 MACAO

24 j. Gas-filled balloons shall not be permitted under any circumstances. k. Public auctions shall not be permitted under any circumstances. 3.2 Promotion Activities of Dealers a. Dealers must be responsible for crowd and queue control for any events they organize in the venue. The queue should not extend for more than one meter beyond its booth, the appointment of experienced staff or hiring of security guards at their own expense from the Organizer is required for maintaining order and ensuring smooth operation of neighboring booths. Crowd control belts should be deployed if the crowd obstructs the passage or endangers public safety in the venue. b. To safeguard the safety of visitors and benefits of other dealers, the Organizer has the right to terminate any pre-approved events at any time, in response to the necessity of the situation in the venue. 3.3 Security and Insurance a. Dealers have the responsibility of buying all necessary insurance to cover their merchandise and belongings, the trader s employees, etc. The Organizer assumes no financial or legal responsibility whatsoever for any loss or damage caused to the items of trade and/or personal belongings. b. General security service for the exhibition venue will be arranged by the Organizer, including dispatching security guards to patrol the venue. Should anyone encounter any suspicious person, he/she should immediately notify the Organizer or the security guard on duty inside the venue. c. Dealers must take utmost care of their merchandise and belongings during the move-in and move-out period. If required, dealers may hire their own security guards. d. Dealers should lock their lockable cupboards in the booth. Cash or important items are not recommended to be left in the cupboard. 3.4 Intellectual Property, Business Trading and Individual Principles Promotion and fabrication of special merchandise & souvenirs by using MACAO2018 logo and Mascot a. Postal administrations, philatelic associations, stamp dealers, stamp agencies, stamp printers and interesting parties or individuals, should write to the MACAO2018 Organizing Committee, for application to use the logo and mascot of MACAO2018 for promotion and/or to produce their own merchandise and souvenirs, indicating, namely, the purpose and the quantity. b. Upon receipt of written confirmation by the MACAO2018 Organizing Committee, product designs must be submitted for approval by the Organizing Committee before fabrication. c. 20 copies of finished products of each design must be submitted for record of the MACAO2018 Organizing Committee Other sales of merchandise a. Dealers are prohibited from selling, displaying or demonstrating any unauthorized or pirated products. Activities violating copyright are strictly prohibited in the venue. In case there is sufficient evidence for sale or display of the above-mentioned products, the dealer will be regarded as violating the regulation of the Exhibition, which will be punishable by termination of the right to use the booth and such cases will be reported to the Customs and corresponding government departments. b. Any sale of obscene, low quality, counterfeit or faulty products is prohibited and the Organizer reserves the right to ban any demonstration or sale of these products. c. Products of indecency and coarse features cannot be sold, and any commercial actions against the Macao Special Administrative Region law are prohibited. The Organizer reserves the right to cease the activities and report to the police. d. Dealers are expected to conduct themselves in a disciplined manner. Activities which may cause disturbance to other dealers or visitors like distributing questionnaires or harassing visitors are not allowed. e. Dealers and their staff are prohibited from entering other dealer s booths unless being invited or authorized. f. In case a dealer s behavior is found and proved to have any damage to the reputation of, Macao Special Administrative Region, the Organizer and/or any other organizations, the Organizer reserves the right to cancel the dealer s qualification. This also applies to product safety, copyright, labour rights, environmental protection, etc. g. Dealers must not take any action that will jeopardize the image and reputation of MACAO2018 Asian International Stamp Exhibition. The Organizer has the right to terminate the corresponding action and claim for losses and legal responsibility incurred by the dealer. 3.5 Admission The Organizer reserves the right to refuse admission of any dealers or their agents who are, at the absolute discretion of the Organizer, regarded as unfit, intoxicated or in any way likely to create disturbance or discomfort to the Exhibition or other dealers or visitors. 3.6 Propaganda & Posters The Organizer has the right to remove any propaganda or posters which, in the opinion of the Organizer, do not conform to the purpose and image of the Exhibition. 4. EXCLUSION OF LIABILITY a. Dealers in violation of any part of the Terms and Conditions, upon the cancellation of the eligibility of Dealers, all payments will not be returned. At the same time, dealers cannot request for any compensation from the Organizer. Any derived costs and losses due to violation of rules shall be borne by the dealers. 46 MACAO

Any natural disaster, war, health concerns (such as the outbreak of Severe Acute Respiratory Syndrome), terrorist attacks, intimidation, riot, demonstrations, internal disturbance, not an accident that could have been avoided or any form of death and injury caused by something outside the scope of control of the Organizer will not be regarded as negligence of the Organizer, contractor or their employees. c. The Organizer is not liable for any of its decision / action that in any way whatsoever cause the dealers any loss or damage. Dealers are responsible for the safeguarding of their belongings, properties and merchandise in due course whether during transportation or in the venue. d. The Organizer shall not be responsible in any manner whatsoever for the consequences of any introduction or commercial transaction made by the dealers during or as a result of the Exhibition. e. The Organizer reserves the right to exercise a general lien over any property the dealer has in the Exhibition venue in a respect of all money due to the Organizer, including claims for the damages in connection with the Exhibition. f. The dealer must ensure that the goods brought into the Exhibition will not cause any complaint or legal proceeding. If so, the dealer must be responsible for all indemnifications, compensations or any expenses incurred due to lawsuit. g. All personal information disclosed by the dealer upon application is limited to the use for the MACAO2018 only. For enquiries, please contact the Organizer. 5.2 Electricity a. All electrical installation work at the exhibition venue must be carried out solely by the Official Stand Contractor. b. Basic lighting will be provided by the Organizer. The standard level of power supply is: Single phase 220 volt 50Hz; Triple phase 380 volt 50Hz. Power supply will be turned off in 30 minutes after daily closing hours. c. Each electric socket shall be used by one electrical appliance only. Use of extension cords is strictly prohibited. d. Dealers using a variety of electrical appliances shall apply to the Organizer for the supply of the appropriate wattage socket, according to the number of electrical and respective wattage, in order to avoid power consumption overload. e. If the Dealers violate the rules and regulations for the use of electricity and their booths electric power supply have been interrupted the Organizer, they have to pay administration charges to the Organizer for the corresponding reconnection of the power supply, with additional charges for applying for extra power connection. The Organizer will complete the reconnection within 24 hours. f. If required, Dealers can apply in advance for 24 hours power supply from the Official Stand Contractor. 5. BOOTH DESIGN & FACILITIES 5.1 Standard Booths a. When two or more consecutive booths are ordered by the same dealer, only the panel(s) in between the booths will be removed. b. No nails are allowed on the booth panel walls, or a penalty for each damaged wall will be charged to the dealer (or booth holder). c. All electrical fitting, including lighting, should be approved by the Official Stand Contractor and only certified electrical devices can be used. d. The Organizer reserves the right to install power switches and fuse boxes inside an appropriate place in the booth(s). e. All merchandise and booth materials shall be removed immediately after the closing of the Exhibition according to the arrangements and within the time limits specified by the Organizers. 48 MACAO
