2 1720 NORTH FIRST STREET SAN JOSE, CA (408) F (408) November 14, 2018 Advice Letter No To The Public Utilities Commission of the State of California: California Water Service Company (Cal Water) hereby transmits for filing the changes in its tariff schedules shown on Attachment 1 for all districts listed below, and two copies of each are attached hereto. Summary This advice letter requests approval of Cal Water s escalation increases and Sales Reconciliation Mechanism (SRM) adjustments that were approved in Decision (D.) dated December 20, 2016, for Escalation Year 2019 in the following districts: Bay Area Region, Bakersfield, Bear Gulch, Chico, Dixon, Dominguez, East Los Angeles, Hermosa Redondo, Kern River Valley, Livermore, Los Altos, Los Angeles Co. Region, Marysville, Monterey Region, Oroville, Selma, Stockton, Visalia, Westlake and Willows. Cal Water has calculated the increased revenue requirements using inflation factors provided by the Office of Ratepayer Advocates (ORA s) energy cost of service branch and other provisions of D in the table below. Any over or under collection from adopted revenue requirements related to commercial quantity rates will be tracked in the WRAM balancing account and are subject to the provisions of D This filing is designated as Tier 1 with an effective date of January 1, D also continued the Sales Adjustment Mechanism (SRM) that provides for a rate adjustment if the actual sales volume for a district is lower or higher than five percent of the adopted value for that district. The SRM has been triggered in above-mentioned districts and therefore have sales adjusted in accordance with the SRM requirements. Background Ordering Paragraph 25 from D states the following: Ordering Paragraph 25. For rate increases for the escalation years 2018 and 2019, California Water Service Company is authorized to file a Tier 1 advice letter pursuant to the terms and conditions of the Rate Case Plan for Class W Water Utilities, found in Decision , including the use of the pro forma earnings test specified in that decision.

Sales Reconciliation Mechanism (SRM) When actual sales vary from adopted sales by more than 5%, the SRM is triggered, and rates are recalculated that reflect two changes. First, sales are adjusted to reflect one-half of the total variation from adopted sales Second, for the purposes of the SRM adjustment, an alternate revenue requirement is calculated that incorporates the change in production costs that results from having a change in sales. The alternate revenue requirement is used solely to calculate the rates going into effect on January 1, Cal Water is not proposing to adopt the alternate revenue requirement as its new adopted revenue requirement, or to adopt the modified production costs as the new values, for purposes of the Preliminary Statement M. The revenue requirements proposed for the modified Preliminary Statement M contained herein are calculated based on the Rate Case Plan guidelines.

4 Advice Letter 2324, 2018 Escalation and SRM Page 4 Rate Design Generally, when Cal Water files an advice letter to request a change in revenue without a change in the number of customers or consumption, Cal Water has layered the incremental change on top of existing rates. For example, if the revenue change is 2%, existing rates can be changed by 2%. In this advice letter, however, when consumption levels are changing due to the SRM, the layering method would not generate accurate rates. Cal Water is requesting to modify the rate design to recalculate rates by taking the entire revenue requirement and redistributing to modified consumption and number of customers. While Cal Water is requesting to modify the rate design, which would change the proposed rates, Cal Water is not requesting a change to the Preliminary Statement M. This filing involves two revenue requirements. The revenue requirement generated from the escalation filing, which is calculated in accordance with the rate case plan, is the revenue that Cal Water is proposing to adopt. The alternate revenue requirement is generated to flow through the production cost change from changing the consumption levels for the SRM adjustment. The alternate revenue requirement is used to calculate new rates only. Cal Water is not requesting to adopt the alternate revenue requirement as the new revenue requirement level. Water Revenue Adjustment Mechanism and Modified Cost Balancing Account (WRAM/MCBA) In addition, in order to properly implement the WRAM/MCBA mechanism first adopted in D and continued in all subsequent GRCs, Cal Water proposes changes to its preliminary statement M that reflect the quantities and rate design proposed in this filing. Requested Effective Date Under General Order 96-B, Water Industry Rule 7.3.1, as modified by Resolution W-4664 this is a Tier 1 advice letter with a requested effective date of January 1, The effectiveness is subject to refund pending the Commission staff s determination that the filing complies with the standard practice and the proposed rate design is equitable and correctly calculated. Notice Customer Notice Notices of the surcharges and credits in this advice letter will be provided as a bill message on the first bill to impacted customers. Consistent with OP 43 in D , the bill message will indicate that the rate change is a result, in part, from the drought Sales Reconciliation Mechanism. Service Lists In accordance with General Order 96-B, General Rule 4.3 and 7.2 and Water Industry Rule 4.1, a copy of this advice letter will be mailed or electronically transmitted on November 14, 2018, to competing and adjacent utilities and other utilities or interested parties having requested such notification.

5 Advice Letter 2324, 2018 Escalation and SRM Page 5 Response or Protest Anyone may respond to or protest this advice letter. A response supports the filing and may contain information that proves useful to the Commission in evaluating the advice letter. A protest objects to the advice letter in whole or in part and must set forth the specific grounds on which it is based. These grounds are: (1) The utility did not properly serve or give notice of the advice letter; (2) The relief requested in the advice letter would violate statute or Commission order, or is not authorized by statute or Commission order on which the utility relies; (3) The analysis, calculations, or data in the advice letter contain material error or omissions; (4) The relief requested in the advice letter is pending before the Commission in a formal proceeding; or (5) The relief requested in the advice letter requires consideration in a formal hearing, or is otherwise inappropriate for the advice letter process; or (6) The relief requested in the advice letter is unjust, unreasonable, or discriminatory (provided that such a protest may not be made where it would require relitigating a prior order of the Commission.) A protest shall provide citations or proofs where available to allow staff to properly consider the protest. A response or protest must be made in writing or by electronic mail and must be received by the Water Division within 20 days of the date this advice letter is filed. The advice letter process does not provide for any responses, protests or comments, except for the utility s reply, after the 20-day comment period. Replies The utility shall reply to each protest and may reply to any response. Each reply must be received by the Water Division within 5 business days after the end of the protest period, and shall be served on the same day to the person who filed the protest or response.
