Helping you make confident decisions Understanding trends Committed to training Procedures in place Technology considerations 5
ALICE Training Course A C Proactive approach L Alert Initial Awareness Lockdown Traditional lockdown procedures plus i Counter purpose, when to counter & distraction E Evacuate Purpose & best practices Assumes every event is not the same Not sequential Focused on increasing odds of survival Inform Pass on real-time info & how to inform 6
Very different reactions Robbery Remain calm Follow instructions exactly Don t over react Hostage Remain calm Be polite and cooperate with the captor Do not attempt to escape unless there is an extremely good chance of survival 7
Occur unexpectedly at Work factories, office spaces, work-related functions Retail establishments malls, theaters, restaurants School grade schools, campuses Gathering spots churches, outdoor events, sports Active shooter incidents #
What motivates an active shooter? Revenge Anger Ideology Untreated mental illness Difficult to fully determine. 9
Disgruntled spouse, partner or family member Individuals who threaten or stalk employees Strangers Members Troubled or violence-prone co-workers or ex-employees Types of offenders #
Depression and/or withdrawal Increased severe mood swings Suicidal indications, comments about putting things in order Empathy with individuals who commit violence Increase in unsolicited comments about firearms Explosive outbursts of anger or rage without provocation, blatant insubordination Warning signs of an employee becoming violent #
Shots fired. Unpredictable. Evolves quickly. It is a chilling call; yet, one that has become more common in our everyday lives. Preparing is like trying to teach instinct. #
Active Shooter Preparedness 61% communication plan in place 79% feel a little bit or not prepared 61% never run a drill to test Source: Everbridge, Active Shooter Preparedness Research Report, July

Establish policy and procedures Continuously review, update and drill procedures Set realistic emergency and evacuation plans by location Identify strategies to safely exit or hide within the building Have primary and secondary exit plans Be familiar with floor plans Identify exit doors and hiding places / locking rooms Consider objects that might aid in your defense Active Shooter Policy and Procedures #

Create an Emergency Action Plan Identify scenarios and train staff on response procedures Develop expectations from first responders Be prepared to recover from an actual incident Preparing for an Active Shooter Incident #
Responding to an Active Shooter The Best Message Is Often The Simplest Run First priority should be to get away from the shooter. Hide If unable to safely evacuate the path of an active shooter fortify position, avoid detection, and wait for law enforcement. Fight As a last resort, and only when your life is in imminent danger, attempt to incapacitate the shooter with physical aggression. 18
Accurately and quickly assess your situation Avoid denial or overreaction Gunfire have many sounds take sound seriously Continually react and assess the situation as it develops Initial Awareness #
Pass along real-time information Provide a continuous alert that answers the What, Where, When, Who, How Use plain language when informing others of danger. Code words or specialized jargon can cause confusion and leave people wondering what to do. Typical communication methods PA system Phones Radios Discuss other technology methods that can work at your credit union. #
Information to provide law enforcement or 911 Location and number of shooter(s) Physical description of shooter(s) Number and type of weapons held by shooter(s) Number of potential victims at the location 21
Run Which doors will you use? Are there connecting rooms? Is exiting through windows an option? Do other alternate escape routes exist? Do not pull fire alarm Run in zig-zag patterns Plan in advance and think on your toes #
When evacuating Call 911 only when it is safe Take any action necessary to evacuate Avoid elevators Leave personal belongings behind Use non-traditional escape routes Meet at a designated rally point Practice evacuation drills at each location. #
Secure and barricade the door Hide Silence phone Spread out within the room do not huddle Look for alternate escape routes such as another door or window Do not open the door for anyone Dial 911 when safe to do so if you cannot speak, leave the phone line open to allow the 911 dispatcher to listen Fortify your position #
Know when to fight Always optional The decision is yours and yours alone to make Don t go looking for danger Only fight when the intruder makes contact with you and you have no other option The last resort Only fight when you do not have option to run or hide 25
If you decide to fight Timing is critical Take action immediately Practice / prepare Countering is a component of fighting to: interrupt thought process of active shooter, confuse and disorient force different decisions prevent or delay actions All humans respond automatically to an unpredicted stimulus 26
Interrupting the process of shooting accurately Target acquisition Sight picture / sight alignment Trigger control Stance Grip Breathing 27
Overpower the armed aggressor / strength in numbers You can act faster than the intruder can react You may cause pain which may work to your advantage. Remember, all actions are justified in stopping the intruder The fight is on! #
Law Enforcement Response Law enforcement is there to neutralize or eliminate the immediate threat; not to provide medical care #
Remain calm and follow instructions immediately Put down anything, leave belongings, keep hands visible to responders and spread fingers Do not make sudden movements Avoid pointing and screaming Do not stop to ask officers for help Evacuate by following instruction or simply proceed to the area the first responders came from Reacting to First Responders #
Address victims and families Account for all individuals at designated rally point Assist with victim identification Notify the family members Procure counselors for employees and families Develop an action plan to handle concerns about returning to work Incident Recovery Considerations #
Train employees Recognize an active shooter or the sounds of an active shooter Know the steps to take to protect yourself Be aware of procedures to contact emergency personnel How to respond to first responders Understand your facility s Emergency Action Plan along with maps highlighting escape routes and potential secure areas to hide 32
6Technologies to consider Secure entry bullet-resistive vestibule that scans you for metal weapons Tiles bullet-resistive decorative tiles that you can install anywhere Whiteboard bullet-resistive whiteboard to hide behind Shooter detection - alarm system that can detect gun fire Bullet-resistive door bullet-resistive door to protect you if you barricade E Alerts - software on phone / computer to communicate information 33
Tourniquet Emergency trauma dressing Compressed gauze Gloves Trauma shears Instruction cards Automated External Defibrillator First aid kit #
Safety items to consider: Rope ladder Wasp spray (can spray up to 40 ) Cable ties Rubber door stop Binders Hammer Lockable doors Intruder defense system 35
Rise Above The Risk Active Shooter Incidents Planning, preparation and training is critical Consider all branch locations and collaborate with local law enforcement Do everything to enhance people s safety employees are your most valuable asset Be familiar with the building evacuation routes Know your capabilities run, hide, fight Maintain situational awareness Respond accordingly #
