3 with Mitigation Planning Mitigation Grant Programs Risk Assessment Determine what hazards are of concern Determine the vulnerability of local highways Mitigation Strategy Select mitigation projects by reviewing mitigation plans, Project Worksheets (PWs) from past disasters, and previous repairs Post Disaster Grant Program Available after Disaster Declarations Hazard Mitigation Grant Program (HMGP) Pre-Disaster Grant Programs Annual Cycle Pre-Disaster Mitigation Program (PDM) Flood Mitigation Assistance Program(FMA) Repetitive Flood Claims Program (RFC) Severe Repetitive Loss Program (SRL) Hazard Mitigation Grant Program (HMGP) Provides funds for both hazard mitigation planning and projects which will mitigate any natural hazard Goal: break the cycle of repetitive loss and disruption to individuals and their communities Funding available is proportional to the cost of the recent disaster (i.e., a percentage of certain payments to individuals for losses and governments for the repair of facilities and public infrastructure) Pre-Disaster Mitigation (PDM) Provides funds for both hazard mitigation planning and projects that will mitigate any natural hazard Goal: reduce overall risk and reduce reliance on Federal funding for response to disasters Nationally-competitive Flood Mitigation Assistance (FMA) Provides funds for projects that reduce flood risk to structures insured under the National Flood Insurance Program (NFIP) Goal: reduce or eliminate claims under the NFIP Nationally-competitive, with some funding allocation by State Repetitive Flood Claims (RFC) Up to $10 million available annually Goal: reduce flood damages to insured properties that have had one or more claim under the National Flood Insurance Program (NFIP) Nationally-competitive Federal share: 100%
4 Severe Repetitive Loss (SRL) SRL definition: residential property having at least 4NFIP claim payments over $5,000 each, or having 2 separate claim payments that combined exceed the Fair Market Value of the building; at least 2 of the claims must have occurred within any 10-year period, claims must be greater than 10 days apart Goal: reduce or eliminate claims under the NFIP Funding allocated to States based on SRL claims (90%/10% with repetitive loss strategy in Mitigation Plan) 19 Local Match Alternatives Cash: Donations Local/State contributions (as allowed by law) Property owner contributions, insurance Federal Loans: Small Business Administration Farm Service Agency In-Kind Services: (Staff time, Materials, Equipment, Professional Services, Property Donation) NFIP: Claim Payments for Increased Cost of Compliance Federal funds cannot be used as match unless they lose their federal identity (e.g., HUD, Community Development 20 Block Grants) Duplication of Programs HMGP cannot be used as a substitute or replacement to fund projects at facilities under the jurisdiction of other Federal authorities, or within the scope of another Federal agency s grant authority, to include other FEMA-funded programs HMGP can fund projects adjacent to other Federal funding sources (example: funding stream stabilization adjacent to an FHWA-eligible road) 21 with Mitigation Grant Applications Promote and attend Public Assistance and Hazard Mitigation Grant Program HMGP) Applicant s Briefings Identify post-disaster (406 and HMGP) grant opportunities Identify non-disaster (4 annual programs) grant opportunities Promote and assist your community with grant applications Plan new projects with mitigation already built-in 22 Other Opportunities Section 406 Mitigation Funds 406 Mitigation / the 406 Program Section 406 of the Stafford Act provides funding for mitigation measures implemented in conjunction with permanent repairs to damaged infrastructure or facilities repairs occur under the Public Assistance (PA) program 406 must apply to the damaged feature, and dovetails with the HMGP and the four annual programs: what one program can pay for, the others cannot and vice versa When Public Assistance is available, look for opportunities to introduce mitigation measures 23 Maximize 406 Mitigation Be on the lookout for mitigation opportunities when repairing roadways and other damaged infrastructure in a disaster declaration Think about how you can make things bigger, better, stronger to better withstand a similar event in the future 406 applies to the damaged feature only, but think beyond the envelope: does 404 (HMGP or the 4 annual programs) offer a chance to leverage a more resistant facility? 24 4
