2 INTRODUCTION CONTRACTORS PROTECTOR PROGRAM The Contractors Protector Program is specially designed to handle the insurance needs of small to medium sized contractors and certain service businesses. It combines the flexibility and broadness of a Multiline Policy with the rating simplicity of a Businessowners Policy. The program features very broad property and liability coverages as well as competitive rates. Inland Marine, Crime, and other optional coverages can be added to meet the various needs of each individual risk. You will find that this program provides complete coverage for eligible businesses yet at the same time is very easy to rate and sell. UNDERWRITING GUIDELINES Because of the broad coverages and competitive premiums this policy must be limited to risks that are superior in their class. In addition, they should be well managed and the applicant should be of proven moral and financial standing. Insurable risks that do not meet the eligibility requirements of the Contractors Protector Program may be considered under our Multiline Program with a competitive premium. ELIGIBILITY AND UNDERWRITING REQUIREMENTS 1. Only firms with ten or fewer employees are eligible. 2. Gross annual receipts may not exceed $2,000, Both property and liability coverage must be written. Inland Marine would qualify as property coverage. 4. Only businesses listed under the eligibility classification section may be insured under this policy. 5. Applicants must have at least five years experience with a solid financial history and excellent prospects for the future. 6. Buildings with woodburning heat are not acceptable. 7. Buildings should be less than 50 years old, or if older, should be completely remodeled and in good condition. Buildings also may not exceed 10,000 square feet. 8. Businesses that lease or rent equipment to others are not eligible. 9. Contractors which have more than 30% of their receipts for subcontractors are not eligible. 10. Businesses involved in the following are ineligible: a. Roofing, other than incidental. b. Chimney cleaning. c. Wood stove installation, servicing, or repair. d. Snow removal, unless less than 10% of gross receipts. e. Solar heating sales or installation. f. Insulation work other than incidental to primary jobs. g. Removal of asbestos. h. Logging. i. Tree trimming. j. Excavation unless incidental to primary activity. k. Alarm installation or repair. l. Chemical spraying. 11. Risks involving substantial woodworking (including cabinet shops), manufacturing, or processing are not eligible for coverage. 12. General Contractors are not eligible. APPLICATIONS Complete a North Star Contractors Protector application for each risk. An Inland Marine application should also be completed when that coverage is desired. 3 BILLING PROCEDURES See the Billing Information section of this Agent s Manual. INDIVIDUAL RISK PREMIUM MODIFICATION (IRPM) Premium credits or debits may be applied at the discretion of the Home Office. Please call our Home Office Commercial Underwriters to determine credits or debits. After the IRPM Plan has been applied, the annual premium cannot be less than the minimum premium. LINE LIMITS Refer to COMMERCIAL PROPERTY FIRE LINE GUIDE AND PROHIBITED LIST of the Commercial Lines General Information Section of this manual for line limits as they apply to different types of Contractors. MANDATORY COVERAGES The Contractors Protector is a Multiline policy and is made up of the same forms that are used under the Commercial Property and Commercial General Liability Programs. Because it is a package policy, both property and liability coverage must be written. However, Inland Marine coverage will satisfy the property coverage requirement. MINIMUM PREMIUM The minimum premium under our Contractors Protector Program for all coverages, except Employment Practices Liability and Cyber Liability is $ The minimum premium for Employment Practices Liability coverage is $50. The minimum premium for Cyber Liability coverage is $20. POLICY TERM Policies are written on a 1 year basis. The policy will be automatically renewed each year with an updated declarations page. The policy will be subject to the premiums, rules and forms in effect at the time of renewal. Policyholders will initially receive copies of all policy forms. Upon renewal they will receive only an updated declarations and forms that are new or revised. Policyholders may receive all policy forms upon request. RATES AND QUOTES This program has been designed so risks can easily be quoted by the agent. 4 FEATURES AND COVERAGES PROPERTY COVERAGES Property coverages may be written on a basic, broad, or special form. For more information on the perils covered by these forms, please refer to the Property Coverages Section in the Commercial Property section of your Agents Manual. A $500 per occurrence deductible is standard. Higher deductibles are available. The policy also includes the following property coverages when form CP Building and Personal Property Coverage Form is written: $ 1,000 Fire Department Service Charge Debris Removal for up to 25% of covered loss $10,000 Pollutant Clean Up and Removal $10,000 Increased Cost of Construction $ 2,500 Electronic Data $ 2,500 Valuable Papers and Records - Other Than Electronic Data $ 1,000 Outdoor Property $ 2,500 on Outdoor Signs $ 5,000 Non-Owned Detached Trailers $10,000 on Personal Property Off Premises $ 2,500 on Personal Effects and Property of Others New or Newly Acquired Buildings, up to $250,000 for 30 days Personal Property at newly acquired locations, up to $100,000 for 30 days Automatic annual increase on buildings included - percentage increase shown on declarations NOTE: The above coverages do not apply if only Inland Marine coverage is written. These coverages only apply when personal property is covered using form CP LIABILITY COVERAGES The liability coverage is written on an occurrence basis and provides very broad coverage. Optional property damage deductibles per claim are available. Each Occurrence Limits of $100,000, $300,000, $500,000 and $1,000,000 are available. The General Aggregate and the Products and Completed Operations Aggregate are fixed at twice the Each Occurrence Limit. The policy also includes the following liability coverages: Premises Operations Liability Medical Payments ($5,000) Products & Completed Operations Contractual Liability Personal & Advertising Injury Fire Damage Legal Liability ($100,000) Broad Form Property Damage Extended Bodily Injury Additional Persons Insured Limited Worldwide Liability Host Liquor Liability Incidental Medical Malpractice Non-Owned Watercraft Automatic Coverage for Newly Acquired Organizations INLAND MARINE COVERAGES Most contractors need some type of Inland Marine coverage. Several types of Inland Marine coverage are available. If Inland Marine coverage will be the policy s only property coverage, then North Star requires at least $1,000 of tools to qualify for the Contractors Protector Program. This $1,000 requirement does not apply if Commercial Property coverage (CP 00 10) is written. Please refer to the Inland Marine Coverages and Rate pages of your Agents Manual for more information regarding availability and rating of Inland Marine coverages. OPTIONAL COVERAGES The Contractors Protector Program offers several optional property and liability coverages which can be added to tailor a policy for a specific business. In addition Inland Marine, Time Element, and Crime coverages are all available. Please refer to the Optional Coverages and Rates page at the end of this manual section for the cost of these endorsements. 5 PROPERTY COVERAGES AND RATES INSURANCE TO VALUE Property coverage may be written on either a replacement cost or actual cash value basis. Coverage must be written to comply with at least an 80% coinsurance provision. To determine insurable value for buildings, use a reliable cost guide, a professional appraisal or actual construction figures. Personal Property values should be based on actual inventory figures. PROPERTY RATING PROCEDURE 1. Determine construction type for each building. 2. Determine protection class for each location. 3. Select basic form, broad form or special form coverage. 4. Select appropriate rate per $1,000 of coverage from the table below. 5. Multiply rate by the coverage amount to determine premium. 6 LIABILITY COVERAGES AND RATES LIABILITY RATING PROCEDURE 1. Determine number of full and part time employees from the definition below. 2. Determine appropriate classification from the Contractors Eligibility List and Classification Table. If more than one classification applies, use the highest rated class unless that operations receipts are less than 10% of the total receipts. 3. Select the appropriate premium(s) per employee for the Limits of Insurance desired. 4. Add charge for work sublet to Sub-Contractors if applicable. DEFINITION OF EMPLOYEE FULL TIME Each owner, partner or active corporate officer is a full-time employee. Any person working 120 days or more in any one year is a full-time employee. Inactive corporate officers and clerical office help are not to be included. PART TIME Any person who works less than 120 days in any one year is a part-time employee. For premium computation purposes, compute the total number of days worked by all part-time employees, divided by 120 days, and round to the next higher whole number. 9 INLAND MARINE COVERAGES AND RATES CONTRACTORS, SERVICE & APPLIANCE DEALERS FLOATER - CF-1096 This form is designed to handle the Inland Marine needs of small contractors, appliance and other service dealers. Coverage can be provided under four different categories all under one contract. Coverage can be written for portable tools, materials to be installed, customers property in care of the insured for repair and service, and for property of the insured while on the customer s premises for approval, trial, demonstration or loan. Blanket coverage on leased or rented equipment is also available on a special form basis (CF-1122 only). Coverage under these five categories also applies while the property is in transit on or in vehicles owned or operated by the insured. COVERAGES PROVIDED Coverage is provided on a named perils basis including fire, lightning, windstorm, hail, explosion, smoke, aircraft, vehicles, flood, earthquake, collision or upset and overturn of transporting land motor vehicle, collapse of bridges, sprinkler leakage, strike, riot or civil commotion, vandalism and theft. NOTE: Special Form - CF-1122 coverage is also available using the Special Form rates shown below. CF-1122 covers direct physical loss unless a loss is excluded. INLAND MARINE RATING PROCEDURE 1.
