11 Homeowner application for financing The homeowner submits an application to Renew Financial Online at By phone at Program allies are encouraged to assist the homeowner with applying to Renew Financial. Please ask them to list you as their contractor on the application. 11
12 Homeowner application for financing Program allies can see the status of their loans at the Renew Financial portal If you do not have a login, please contact tshin@renewfinancial.com. Please remember to register for the on-bill financing webinar on 1/31/
13 Financing process with Renew Financial Receive loan application from the homeowner and make a first check on the status of the homeowner s Ameren account Notify homeowner and program ally of loan pre-approval Receive approved work scope from IQ program and make a second check on the status of the homeowner s Ameren account Create loan documents and mail to homeowner with a copy to program ally upon request 13
14 Financing process with Renew Financial Receive signed loan documents from home owner, approved incentive application from IQ program, and make a third check on the status of the homeowner s Ameren account Fund the loan and make payment to the program ally Recommend program allies discuss with homeowners the importance of staying current on their Ameren account and include in the contact language about payment should they default 14
15 Overview of work scope submittal and approval process Send work scope and attachments to Technical Review Team will review for cost effectiveness May ask for additional information New work scope may be required Will notify program ally and Renew Financial of approval HES team may contact homeowner to confirm comfort w/obf loan, project Enter into a contract with the homeowner Contract costs and program incentive values must match values on work scope Install the project 15
16 Overview of work scope submittal and approval process Change orders If any changes are necessary to the scope of the project after it has been approved, please contact the Technical Review Team to discuss. If a material or equipment change (e.g. brand, make, model) is occurring, submission of a new work scope may be required. New loan documents from Renew Financial may be required Send incentive application and attachments to ResidentialEEApplications@Ameren.com Technical Review Team will review Compare completed documentation to original work scope Notify program ally and Renew Financial of approved incentive application 16
17 First submittal, work scope Required Work scope signed by homeowner Date of signature required Work scope in Excel format Required if applicable Load calculation AHRI certificate for each new HVAC equipment to be installed Photos of any unusual situations, construction types, or treatment plans. Photo of HVAC equipment that has no model number and / or cannot be identified in Preston s Guide Inspection disclaimers form Direct install measures homeowner confirmation form 17
18 Second submittal, incentive application Required Incentive application signed and dated by homeowner and program ally Incentive application in Excel format Copy of contract and any change orders between program ally and homeowner signed and dated by both homeowner and program ally. Copy of invoice from program ally to homeowner (no signatures required) Required if applicable AHRI certificates for installed equipment Energy Audit Test Form 18
19 Post completion inspections and quality control A minimum of 10% require in-field inspection Different from HVAC program which requires 6% Non-CORE IQ ally closeout Energy advisor will visit home and install Direct Install Measures A complete, instrumented QC inspection may be performed Payment of incentive requests from Non-CORE allies wait on inspection results Non-IQ Heating and Cooling ally If HVAC-only, energy advisor will perform combustion safety test-out 19

21 Helpful notes on work scopes Please indicate in notes section of the work scope whether the homeowner intends to use On-Bill Financing (OBF) Please send a photo of anything unusual in order to help speed approval. This is especially helpful for HVAC equipment that does not have readable labels and/or model numbers that can be verified using Preston s Guide If the standard incentive applies for a furnace, please indicate the reason in the remarks section of the work scope. 21
22 Helpful notes on work scopes If you install a furnace and the AHRI certificate shows an ECM motor, please remember to include the financial incentive for the homeowner on the work scope When two allies are working together, please include measures in either the HVAC section or the shell measures section depending on which ally will do the work. For example, a flue liner could be listed as either an HVAC measure or a shell measure The diagnostic testing fee of $350 may be included in HVAC-only projects unless all testing is performed by an Energy Advisor from the program or unless the home does not have any atmospherically vented appliances remaining after the project has been installed 22
23 Helpful notes on work scopes Heads up: a change has been proposed that would allow the program to pay the $350 diagnostic testing fee rather than the homeowner Mobile homes are not eligible. Modular and manufactured homes are eligible as long they are on a permanent foundation - crawlspace or basement 23
24 Helpful notes on work scopes The air sealing CFM reduction included in the SIR calculation on the scope of work is an estimate only. The air sealing incentive is paid to the program ally, not to the homeowner, and is based on the measured CFM reduction achieved during the project If the scope of work changes after the work scope has been approved, please submit an updated work scope for review and approval. When submitting the incentive application, all documents must match the approved scope of work 24
25 Helpful notes on other documents Please show clearly on contracts and invoices that program incentives have been subtracted from the homeowner s bill. Please use this exact phrase: Ameren Illinois Energy Efficiency Program Incentive When you refer a homeowner to the program, please remind them to list your company on the program application. If we don t know that you referred them, we may send the audit to another program ally 25
26 Helpful notes on other documents On Energy Audit Test Forms, please remember to include the kitchen(s) in the mechanical ventilation calculation, even if the kitchen has no fans and / or no flow to the outside If HVAC-only and if the home has atmospherically vented appliances after the project is installed, then full combustion safety test-out must be conducted and the Energy Audit Test form must be submitted along with the incentive application. In this case, blower door and mechanical ventilation test-out are optional 26
27 Upgrades An upgrade is defined to be any measure that does not appear on the program price list Please do not include on a work scope any measure that does not appear on the program price list Upgrades cannot be included in On-Bill Financing Many measures that appear on the program price list have specifications to clarify what is included Please list upgrades on the contract between you and the homeowner and also on your invoice to the homeowner as shown in the following example: 27
