9 IDEC Update Following the 2012 Report of IDI Experience from and development of the IDEC 2012 table, IDEC has been relatively dormant. Most of the activity since then was under IDTWG, which developed the 2013 IDI Valuation Table and Actuarial Guidelines. IDEC activity is now being re-kindled. 11 IDEC Update IDI experience data-call planned for later this year to get industry experience through Measure results relative to the 2013 IDI Valuation base incidence and termination rates and release results in The new study will dive into areas that we have not been able to do well or do at all in the prior studies, e.g., specific occupations, underwriting type, trends since 2000, including the impact of the recession. Evaluate results to determine if adjustments to the 2013 IDI Valuation Table are needed. 10
12 How well are companies measuring their own experience? Conducted a telephone survey of 8 IDI carriers Ameritas Guardian MassMutual MetLife Northwestern Principal RiverSource Standard 11
13 How well are companies measuring their own experience? All 8 measure their claim termination rates, claim incidence rates and policy termination rates - at least annually for most one said every three years All 8 measure A/E incidence & termination ratios where E = 85 CIDA 4 also measure A/E incidence & termination ratios where E = company experience or pricing assumptions 1 uses the 2005 IDEC Table as the expected Most are in the process of adding E = 2013 IDI base rates 1 uses the 2012 LIMRA Lapse Rates as E for A/E policy termination ratios 12
14 How well are companies measuring their own experience? All 8 companies also track experience by regularly calculating statutory or GAAP loss ratios Some adjust the loss ratios for interest Most companies describe their systems as very flexible, i.e., easy to slice and dice Most companies maintain data warehouse linking policy and claim data, which is updated monthly if not daily Most companies capturing data by specific occupations and type of underwriting 13

19 What went wrong in the late 1980 s and 1990 s? Net Investment Income yield rates started decreasing Commissions and Expenses increased with rapidly growing sales Very rapidly growing incurred loss ratios 61% 1980 to % 1986 to % 1992 to 1998 Causes of skyrocketing incurred loss ratios Very competitive premiums Very competitive policy provisions Benefit-rich Riders - Cost of Living, Your Occupation, Lifetime Benefit Period Managed care led to explosion of claims on physicians - high claims incidence and low terminations Increase in more subjective claims - back, soft tissue, MNAD, carpal tunnel 18
20 What has gone right since 1999? Commission rates decreased as the rate of growth of sales and premium slowed Decreasing incurred loss ratios 109% 1999 to % 2005 to % reduction in Incurred Loss Ratio is worth about $310M per year in Pre-Tax Earnings Causes of reduced incurred loss ratios Longer elimination periods - 30 to 60 Days to 90 to180 days Lower increase in policy reserves, with the lower rate of sales growth More stable disability income market No spike in morbidity after 2008 financial crisis No spike in morbidity since enactment of Affordable Care Act - YET! 19

32 Two IDI Research Projects Sponsored by the SOA 1. IDI experience relative to the 2013 IDI Valuation Table base incidence and termination rates 2. 37 Incidence Rates by Diagnosis Using IDEC Database for years study period Presently focusing on 90 day EP but will expand to 30 and 60 Day. Applying distribution of claims by diagnosis to the 2013 IDI Valuation Table base rates adjusted for experience. Calculating average incidence rates per 1,000 to understand differences among different segments: gender, attained age, occ class, market, policy year. Will also look at % of total claim cost by diagnosis. 36
