6 Mission Statement At the Hoover Metropolitan Complex (HMC), your safety and enjoyment is what motivates us to be the best youth sports and special events complex in the country. Our commitment to service and creating experiences is what separates the HMC from the rest. Facility Rules Smoking and/or use of tobacco products on property is prohibited. Personal coolers and outside food are prohibited inside the building. No concealed weapons of any kind allowed. Employee Conduct No sagging pants. Properly groomed. When on duty, no eating, drinking, or personal cell phone use. Admissions Policy Ticketing policy will vary for events. Children five years and younger free for all events. To re-enter the main gym, each guest must have a wristband or hand stamp. In inclement weather, umbrellas must be bagged before entering gym space. No outside food or beverage is allowed into the gym. No artificial noise-makers will be allowed in gym space (i.e. cowbells, keys, etc ). Disruptive Guest Policy If the HMC staff or event owner deems a guest unruly to other guests, teams, and/or officials, that guest will be given one warning before being asked to leave without a refund. Abusive language, consistent badgering or mockery of coaches, players, officials, or guests will not be tolerated. 4

7 Disruptive Guest Policy Cont. Lewd or inappropriate comments about age, race, sex, or nationality will not be tolerated. If a disruptive guest is a coach or team member, the event owner will address the behavior first. If the behavior persists, administrative staff will communicate to the event owner that the perpetrator will be removed from the event and HMC reserves the right to remove the team from competition. In the event of a physical altercation, the guest will be ejected from the building and law enforcement will be contacted. All ejections will be documented with as much information as possible including a photo. If the person returns he/she will be deemed a trespasser and will be arrested. Lost & Found Check with customer service desk. Write down customer s contact information. Assist guests if they locked keys in car or need assistance. Missing Guest Policy In the event a staff member finds a lost guest (i.e. minor, elderly), they will get as much information from the guest so the family can be located. In addition, we will make an announcement and have the lost guest located at guest services in the lobby. At the end of an event, if a lost guest is left, the police will be called. Accidents Identify hazards to keep everyone safe (i.e. spills, loose cords, having proper mats so water isn t tracked into lobby, kids hanging over the rail, etc ). If something that looks like a hazard is noticed, it needs to be reported immediately. Do not leave the scene until it has been cleaned, resolved, or secured. IF YOU FIND IT, YOU OWN IT. In the case of an accident, the proper paperwork will be filled out and given to the manager on duty (MOD) who will then make copies for risk management. As much information as possible about the guest involved and what happened will be documented. If applicable, information from witness or witnesses will be taken. Additionally, if photo or video documentation is available, HMC will make every attempt to get access for its own records. 5

8 Athletic Injuries If an athlete is injured, the event owners and trainers will be responsible to assess the level of injury. They will be advised to travel to [TBD] for further diagnosis if needed or call 911. For minor cuts and scrapes first aid will be made available. No medication of any kind will be dispensed. There are two defibrillators located in the facility and they can be located between [TBD]. Evacuation & Lockdown Plan The HMC Evacuation & Lockdown Plan is put in place when a specific incident triggers an immediate evacuation or lockdown of the facility. Below is an outline of the steps necessary to minimize injuries and deaths in case of an emergency. Weather Related (Hurricane & Tornado) 1. Have weather radio in admin office on at all times. 2. Call the City Emergency Management Services to get location and level of weather threat. 3. If Cell is tracking towards HMC, the MOD will have a brief meeting with event owner and supervisors. 4. MOD will alert guests via the PA system and be specific in order to calm the crowd. 5. Everyone in the building will be moved away from the glass windows. 6. Place everyone inside the middle of the gymnasium and instruct them to kneel on the ground with their heads tucked close to their knees. 7. Staff should gather all of the emergency equipment located in the admin office. 8. Once the threat has cleared, MOD needs to contact pertinent personnel. 9. Assess the damage and if applicable, clear debris and make a pathway for personal to get in the facility. 10. If damage does not occur and there is no longer a threat, activity may resume at the event owner s and MOD s discretion. Fire See Fire Evacuation Plan located in HMC. 6

9 Bomb Threat Get as much information to determine if the threat is real (accent, when and how delivered, location of device). Use landline phones to communicate. Notify staff via PA system to report to admin office to gather bullhorns for evacuation. DO NOT USE CELL PHONES! Alert MBFD, MBPD, and EMS. Call Allan Rice (Executive Director) and inform him of the situation. After threat assessment, alert event owner and pertinent personnel. If warranted, evacuate the facility from the farthest point via the PA system and make a basic statement regarding evacuation due to a threat. PLEASE ALSO ANNOUNCE TO GUEST NOT TO USE CELL PHONES. Staff will direct guests to all available egress areas. Please move patrons and staff to the other side of the retention pond. Stay away from where the device has been placed. Police and fire will sweep the building and deactivate the device if one is found. Police will work to form a secure perimeter once they arrive on site. At this point, we are no longer in charge. Riot/Gun Fire Determine if the threat has already started and is escalating. If the threat does not involve weapons, try to diffuse the situation with staff and verbal communication. If the threat has escalated, staff members will direct guests to safe areas. If a weapon is involved, evacuate the building immediately. DO NOT PLAY HERO! Call the MBPD and EMS for any potential injuries or fatalities. Contact the Executive Director. If the incident has hostages, please do not negotiate. Police will provide a safe perimeter and encourage the suspect to surrender without incident. Once HPD arrives HMC is no longer in charge. If the threat is outside of the facility, HMC will go to immediate lockdown while securing the facility. Contact the police and move guests away from the lobby and window 7
