(General Service Rule 6.07.B.) 1.2 TRANSFERRING PAST DUE BALANCES TO OTHER ACCOUNTS The Cooperative has been granted an exemption from the requirements of the Arkansas Public Service Commission s General Service Rule 5.21 to allow for the transfer of a past due balance from a member s closed account to an account of any member, of any class, when the Cooperative receives a written request to have a balance transferred to the requesting member s account and when the following information is stated in the letter of request: 1) Name and account number of the member requesting that a balance is to be transferred to their account. 2) Name and account number of the member whose balance is to be transferred. 3) A statement that the requesting member understands that their own service may be terminated for non-payment if the transferred balance is not paid in full in accordance with any agreed upon payment arrangements. Demand charges shall be adjusted to correct for average power factors lower than 98%. Such adjustments shall be made by increasing the metered demand 1% (or fraction thereof) for each 1% (or fraction thereof) by which the average power factor is less than 98% lagging. The Customer shall pay a contribution in aid of construction equal to the cost of the additional facilities if Customer requires a security light location other than on an existing Cooperative pole structure Cooperative may use lamp type other than mercury vapor for the above amounts, provided that the alternate type lamp generates equivalent number of lumens SHIELDED LIGHTING OPTION A customer requesting a shielded lighting alternative will pay the monthly rate for the corresponding lamp fixture as listed in paragraph , plus a monthly adder. A charge of $0.75 per kva of installed transformer capacity CONDITION OF SERVICE Customers may only use power hereunder during those times the Cooperative or its wholesale power supplier is not peaking. Should Customer require power during peak periods, Customer shall be transferred to Rate Schedule 3 or Rate Schedule 17 and billed accordingly for a period of no less than one year. Cooperative shall have the right to install load control devices to switch Customer's service off during peak periods. The Cooperative shall not be responsible for repair or maintenance of Customer's equipment or losses which may occur due to the fact that Customer was not prepared to be interrupted during peak periods ADJUSTMENTS Cost of Energy Adjustment Clause - See Schedule 8

Said credit shall not apply to installations using under 500 kwh during the month and shall not exceed 20% of the monthly energy charge before the application of the credit. Notwithstanding any other provision of this Agreement, if at any time the Utility reasonably determines that either the facility may endanger the Electric Utility's personnel or other persons or property, or the continued operation of the Customer's facility may endanger the integrity or safety of the Utility's electric system, the Electric Utility shall have the right to disconnect and lock out the Customer's facility from the Electric Utility's electric system. The Customer's facility shall remain disconnected until such time as the Electric Utility is reasonably satisfied that the conditions referenced in this Section have been corrected. Section 4. To prevent a Net-Metering Customer from back-feeding a de-energized line, the customer shall install a manual disconnect switch with lockout capability that is accessible to utility personnel at all hours. This requirement for a manual disconnect switch will be waived if the following three conditions are met: 1) The inverter equipment must be designed to shut down or disconnect and cannot be manually overridden by the customer upon loss of utility service; 2) The inverter must be warranted by the manufacturer to shut down or disconnect upon loss of utility service; and 3) The inverter must be properly installed and operated, and inspected and/or tested by utility personnel. Modifications or Changes to the Net-Metering Facility Described in Part 1, Section 2 Prior to being made, the Customer shall notify the Electric Utility of, and the Electric Utility shall evaluate, any modifications or changes to the Net-Metering Facility described in Part 1, Standard Information, Section 2 of the Standard Interconnection Agreement for Net-Metering Facilities. The notice provided by the Customer shall provide detailed information describing the modifications or changes to the Utility in writing, including a revised Standard Interconnection Agreement for Net-Metering Facilities that clearly identifies the changes to be made. The Electric Utility may disconnect the interconnection facilities without notice if the Electric Utility reasonably believes a hazardous condition exists and such immediate action is necessary to protect persons, or the Electric Utility's facilities, or property of others from damage or interference caused by the Customer's facilities, or lack of properly operating protective devices. Section 8. Indemnity and Liability The following is Applicable to Agreements between the Electric Utility and to all Customers except the State of Arkansas and any entities thereof, local governments and federal agencies: Ark. To qualify as a permanent residence, a building or structure used as a dwelling must have a minimum of (1) 800 square feet of heated area, and (2) a permanent water supply under pressure, and (3) an approved sewer system. Permanent water supply and sewer system will be defined by county health departments. The Cooperative shall have the right to excavate necessary trenches to locate and repair the underground facilities in the event of failure of service UNDERGROUND ELECTRIC FACILITIES: STREET LIGHTING The Cooperative shall furnish under its normal street light policy, street lighting at the time of construction. The normal cost of overhead construction shall be calculated and subtracted from the estimated cost of underground construction with the developer/builder or Customer agreeing to pay the difference between them before the work is begun Service connection at the lot line shall be made available to the developer/builder and it shall be his responsibility to furnish any other temporary construction facilities necessary to complete the job EASEMENT REQUIREMENTS Before any work is begun, the developer/builder shall furnish the utility with an approved, filed plat with protected and designated permanent utility easements, including bench marks and staked corners for the utility reference points. The Cooperative shall furnish the developer with a proposed layout of electric facilities.

(Cooperative) and the Electric Cooperatives of Arkansas (ECOA) function together to design and maintain an Emergency Load Conservation and Curtailment Plan (ELCCP). The ECOA are subject to the mandatory reliability standards of the NoFth American Electric Reliability Corporation (NERC) as approved by the Federal Energy Regulatory Commission. The NERC ReljabiIity standards and Southwest Power Pool (SPP) criteria call for the establishment of plans and procedures to provide load relief and minimize the probability of network collapse during major system contingencies. The SPP Criteria 7.3 outlines a recommended method for the reduction of load during a major emergency contingency and the orderly restoration of load while maintaining system stability following a contingency. SPP Criteria 7.3 also calls for these plans to be coordinated between pool member companies to insure efforts to minimize system impact are sufficient and restoration is orderly. The load relief measures in the ELCCP are designed to preserve the integrity of the transmission grid in the case of an extreme emergency. The implementation of these measures is intended only to occur once all other operational means have been exhausted. Due to the criticat nature and time constraints involved in the implementation of these measures may require immediate action. These measures can be implemented at any time and for any period of time necessary.
