4 Car Park Management Policy 1 Introduction A range of parking schemes operate within the Trust to manage the limited parking facilities available to patients/visitors/staff, and ensure the ease of access for Emergency and Service vehicles. This policy conforms to the directives and targets set out in the Green Transport Plan agreed by the Trust & Gateshead Metropolitan Borough Council in accordance with the National Travel Plan Guidelines. The Trust has a long term Car Parking Strategy (previously agreed with JCC and LNC) that is currently managed through QEF. This is reported to the Trust s Director who has responsibility for Health, Safety & Facilities. 2 Policy Scope This document scope covers the management of car parking facilities for all staff (both GHNT and QEH staff), visitors and patients within Queen Elizabeth Hospital (QE), Bensham Hospital (BGH), and the Moss Heaps Car Park (P&R). 3 Aim of the policy The aim of the policy is to describe the car parking arrangements and how the limited car parking resource is managed for all staff, visitors and patients. 4 Duties roles and responsibility Director of QE Facilities The Director of QE Facilities has overall responsibility for effective management of the car parking facilities. Head of Facilities The Head of Facilities has day to day responsibility delegated from the Director QE Facilities for the effective management of car parking facilities. This responsibility may be delegated to a Senior Facilities Manager. Site Security Manager The Security Manager has overall responsibility for ensuring that the security guards effectively enforce policy and establish links with the wider aspect of site security. Line Managers/Heads of Departments To ensure that all staff are aware of their parking responsibilities and to report/take further action if the policy is not followed. All staff All staff have a responsibility to comply with the requirements of this policy. In addition all staff have a responsibility to ensure that they make the Facilities office aware of any changes in their personal circumstances which may affect their deductions or the authorisations to park. 5 All staff have a responsibility to drive safely and considerately and to strictly observe and follow the Hospital speed limit whilst driving on Trusts premises. 5. Definitions The following definitions are used throughout this policy. Pay and display A method of controlling parking whereby a ticket authorising parking is provided on payment for a set period of time. The ticket is provided by a pay and display machine and must be displayed clearly within the vehicle. Pay on Foot A method of controlling parking whereby a ticket is dispensed on entry to a barrier controlled car park. This ticket is not displayed within the vehicle but is removed from the vehicle by the driver then inserted into the pay on foot ticket machine before exit from the car park. A fee is charged for the duration the vehicle is parked within the car park. On payment the pay on foot ticket is authorised and will allow exit from the car park. Salary Deduction A method of payment for staff who wish to apply for a parking permit. Deductions are monthly direct from salary Parking Charge Notice (PCN) A notice applied to a vehicle detailing non compliance with parking Terms and Conditions. A financial penalty will also be levied in respect of the PCN. Automatic Number Plate Recognition (ANPR) A method of monitoring vehicle movements by number plate. 6. Organisation of Car Parking Facilities 6.1 Parking Zones Controlled parking zones are regularly patrolled by security staff, access and payment arrangements for use of individual car parks is available from the Facilities Office Ext Greencroft Club There are 25 spaces allocated for NHS staff use at the Green Croft Club. P&R permits are not permitted to use these spaces. Parking Terms and Conditions apply to this car park. Fellsdyke Court UNITE Residents Parking This car park is available only to residents; administration of this car park is the responsibility of Unite PLC. All matters concerning this car park should be directed to Unite PLC. Car Park Management Policy v6.2 5

6 Staff Parking Only Zones These car parks are assigned for staff use on a 24 hours basis. Barrier controlled areas are via electronic chipped staff ID cards. Staff permitted to use barrier pass parking are detailed in permit types, appendix 4. Electronic boards will display the availability of spaces at entrances to the QE hospital. 6.2 Car parking charges all designated zones, all sites Car parking charges are reviewed to ensure sufficient funding is available to support Trust Security Initiatives. The Trust Travel Plan directs that parking charges should be used to facilitate traffic management of site traffic by ensuring that parking spaces are managed effectively. Car parking charges will therefore be reviewed on an annual basis. A list of the current staff car parking charges will be retained in the Facilities office. Charges for visitors are displayed on each parking ticket machine (see Appendix 6). Visitors can pay for up to 24 hours of parking. Charges are based on vehicle emissions that supports the National Planning Practice Guidance (NPPG) by helping to reduce carbon emissions and climate impacts and by encouraging sustainable travel. Staff who are monthly deducted from wage/salary allows for 24 hour 7 day a week parking. Staff parking fees All staff pay monthly, deducted from their salary/wage, for 24 hour 7 day a week parking access (pro rata changes apply for part time staff) Bank nurses and those staff working off site across the local area or are community peripatetic workers will pay pro rata based on their hourly average use of the car park. Exceptionally where this causes difficulty, alternative arrangements may be agreed. Charges will include a levy for vehicle emissions for all staff. This will be based on the highest emission car registered on the individuals on-line application. As users change vehicles, this charge will be changed accordingly. A flat contributory charge of 5 + Emission Charges per month will apply to staff parking at the Park and Ride site. For Trust approved car sharers a concessionary rate will apply, please see the car share section Visitor parking fees Patients and visitors pay by bands according to their length of stay and up to 24 hours dependant on current tariff. To allow quick call-ins (collection etc) the first 15 minutes are free to all visitors (does not apply to Bensham). Car Park Management Policy v6.2 6

7 Other considerations In order to reduce unnecessary administration and where charges for parking will be recharged back to the Trust alternative arrangements will be agreed. 6.3 Motor Bike Parking (staff) Motorbikes must use designated spaces. Motorcyclists must register with the car parking team at the Facilities office. 6.4 Bicycles There are 12 purpose built cycle lockers located at the following locations, QE Maternity x 4 QE Staff Car Park at side of ECC x 4 QE IT (wd20) area x 4 QE Side of ECC x 16 QE Front of Pathology x 6 The cycle lockers are allocated on a first come first served basis. Users are only permitted to lock a locker whilst their bike is in situ. Locks must not be used to secure the locker unless occupied by the user s bike. Other cycle bars are available to secure cycles at the following locations: Trust Headquarters located at the left of the main entrance Outpatients Entrance Cyclists are not permitted to secure bikes to handrails located at entrances to buildings. 6.5 Disabled Parking Blue badges Provision has been made throughout the Trust for disabled parking adjacent to entrances/exits. As a general policy, disabled badge holders are allowed to park without charge in designated parking areas. Members of staff who are registered disabled and have been issued a disabled car pass can register with the Facilities Department. Upon registration a free parking car pass will be issued. This car pass will be renewed on an annual basis from date of issue. This facility is only available to members of staff who have passes issued to them personally and not for members of family. Blue Badges are the property of local councils, who can suspend or remove them if they are misused. The Blue Badge is for use by the individual who has been issued with the blue badge only, and it is an offence to allow other people to use it. Any misuse will be reported to the local authority. Staff misusing the blue badge facility may also be subject to action as detailed within the disciplinary policy (PPI). Car Park Management Policy v6.2 7

8 6.6 Management and Control of Parking Facilities This is achieved through: allocation of permits monitoring of utilisation of parking zones on site enforcement 6.7 Allocation of Car Parking Permits There is a requirement to control demand for the limited parking facilities on site available to staff/patients/visitors. For this reason parking spaces and permits will be issued on a waiting list basis which will be subject to regular review and update. Family members working at the hospital. Family members who drive to work are not allowed to pool vehicles onto a single family member s record. Where more than two cars are in use a minimum of one vehicle must be registered with each family member. This ensures that payments are applied equitably. 6.8 Application Process The online application process should be used by all staff to apply for a permit to park. A paper application form is available from the car parking team at the Facilities office for staff who do not have access to a computer. Permits to park on the QE site will be issued on an individual basis. This is calculated based on individual need and considers such factors as job role (i.e., does it require travel for work purposes), shift patterns, business use, access to public transport, travelling distance from the site and any factors which would impact upon delivery of patient care/services. Once completed applications will be assessed and a decision taken as to the permit issued. All application forms will be held by the Facilities Department 6.9 Lost or Stolen Permits Vehicle permits lost will be replaced free of charge once only. Subsequent replacements will be issued at a cost of 5. Stolen permits will be replaced free of charge on production of a crime number Visiting Consultants and General Practitioners Unless alternative arrangements have been made and/or due to the ad-hoc nature of visits to the hospital these clinicians are required to pay (pay and display or pay on foot) and must park in visitor areas only. 9 6.11 Visiting VIP s Allocation of a space for a visiting VIP may be requested for the duration of his/her visit. Parking fees are still payable either on an individual basis or through internal transfer arrangement. The registration of the VIP vehicle(s) must be recorded with the car parking team at the Facilities office a minimum of 24 hours before the visit Non Executive Directors Non Executive directors are to apply as staff using the same procedures for parking permits Governors (excluding Staff Governors) Due to the unpaid work undertaken on behalf of the Trust, Governor parking permits are issued free of charge to vehicles registered with the car parking team at the Facilities office Volunteers Due to the unpaid work undertaken on behalf of the trust, volunteer parking permits are issued free of charge to vehicles registered with the car parking team at the Facilities office Contractors Any short term contractor vehicles are classed as visitors and are required to pay the daily rate Visitors to the education centre for large conferences/courses Conference visitors should park at Car Park 2. Course organisers must make prior arrangements with the car parking team at the Facilities office for payment and permit issue (in the event of large numbers the ability to use the Park & Ride may be necessary to allow sufficient spaces for staff on-site) Drop Off and Emergency Call Outs for Non Permit Holding Staff All staff are permitted to pick up and drop off for a maximum of 20 minutes only. This enables parking at hospital entrances solely for the pick up and drop off of patients and or equipment only. Outside of this time limit normal car parking rules apply Concessions for Partners of patients and or their Carers. Partners of patients and or their Carers who are urgently admitted to hospital for periods not less than 7 days who visit regularly can obtain concession car parking as follows: Car Park Management Policy v6.2 9

10 a. Senior ward staff confirm with the Facilities office that the patients stay in hospital is likely to be in excess of 7 days and provide the following information Car registration, colour, model and partners name. b. On receipt of the above information the Facilities office will issue a concession car parking pass for a period of 7 days. Further extensions can be issued if required Patients attending for a regular recurrent course of treatment. Patients who attend the hospital for a regular recurrent course of treatment for example a long term illness or serious condition may be issued with a concession Parking Permit issued from the car parking team at the Facilities office. The Parking is to be displayed on the windscreen of the vehicle on each visit. The Parking Permit cannot to be used for follow up sessions after the initial course of treatment has ended. a. Senior ward staff will be required to confirm an individual s eligibility for a Parking Permit with the Facilities Department. b. On receipt of the above information the Facilities Department will issue a Parking Permit. NB Permits are not transferable and under no circumstances may they be handed to colleagues or friends. Abuse of the permit system will result in this facility being withdrawn Surrender of Permit When an employee leaves employment with the Trust or wishes to surrender their permit e.g. maternity leave the following procedure applies: a) The individual employee must advise the Car Parking Team at the Facilities office in writing. The parking permit must also be returned to Facilities office. b) The car parking team will advise Finance to cancel any regular deductions. This can only be backdated to the current financial year. NB Under no circumstances can permits be transferred to colleagues or successors. The situation with regard to leavers will be closely monitored by the Head of Facilities in liaison with Personnel Monitoring of Utilisation of Parking Zones on Site All parking zones are subject to continuous monitoring and daily survey to assess levels of use. Information produced will form the basis of decisions as to the issue of additional permits or a change to permit types and so optimise space utilisation. Car Park Management Policy v6.2 10

11 6.22 Role of Security in Enforcing Policy The site security guards are responsible to the Site Security Manager for ensuring staff/visitors comply with the organisation of car parking on the Queen Elizabeth site as outlined within this policy, paying particular attention to display of permits, payment for parking tickets, and ensuring access around the site is maintained, free of indiscriminate parking. Where failure to comply is identified to the following action is available: 1. Issue of a Parking Charge Notice 2. Withdrawal of parking facilities 3. Potential action for outlined within the Trusts Disciplinary Policy. 4. Potential action as outlined within the Fraud Policy Enforcement Parking Charge Notice (PCN) A parking charge notice will be issued for contravention of the Trust Parking terms and conditions. Parking Terms and Conditions The parking T&C s will be clearly displayed on signage across the site. The parking T&C s include: Parking without a valid permit Not parked in a designated bay Parked without authorisation (eg staff parked in a visitor car park) Parking within controlled areas eg No Parking area, drop off, yellow lines Exceeding waiting times Parking causing an obstruction GHNFT and QEF Staff Sequence of events: 1. 1 infringement within a 12 month period will result in a warning being issued. 2. On the 2 nd and any subsequent infringements within a 12 month period a PCN will be issued to the registered vehicle owner. For salary sacrifice or lease cars users it is the Trusts registered member of staff for that vehicle that will be liable for any PCN s. 3. If still further infringements are made, additional PCN s will be issued and the vehicle owner s line manager will be informed of repeated offences. If the member of staff continues to fail to comply with the T&C the matter will be referred to the Director of QE Facilities and appropriate Trust Director. Where appropriate the Trust will take action in accordance with the Trust Car Park Management Policy v6.2 11

12 Disciplinary Procedures and the member of staff will also be subject to Withdrawal of Facilities. 4. The vehicle owner will be required to pay direct to the contractor as directed in the PCN notice 60 or 30 if paid within 14 days see below. 5. The Trust reserves the right to deduct directly from salary any PCN s see below NHS Staff not employed by GHNT e.g. Mental Health staff 1. 1 infringement within a 12 month period will result in a warning being issued. 2. On the 2 nd and any subsequent infringements within a 12 month period a PCN will be issued to the vehicle owner by the parking contractor. 3. The vehicle owner will be required to pay direct to the contractor (see below) as directed in the PCN notice 60 or 30 if paid within 14 days. 4. Repeat offenders - If further infringements are made, additional PCN s may be issued and the vehicle owners line manager informed. If the member of staff continues to fail in complying with the T&C, they will be subject to the withdrawal of facilities. The matter will be referred to the Director of QE Facilities and the appropriate Director of the employing organisation who may take further action as necessary. Visitors/ Patients (vehicles not showing permits) 1. A vehicle which is not displaying a valid trust permit will not be subject to any warnings. 2. The PCN will be placed on the vehicle. 3. The vehicle owner will be required to pay direct to the contractor (see below) as directed in the PCN notice 60 or 30 if paid within 14 days. Parking Charge Notice Appeals All appeals against the issuing of a PCN should be sent direct in writing to the contractor as detailed in the Parking Charge Notice information. Direct deduction from salary in respect of a Parking Charge Notice. PCN s shall be payable directly to the contractor as detailed on the PCN. As a condition of acceptance of the parking terms and conditions, the Trust reserves the right to recover direct from the salaries of Gateshead Health NHS Foundation Trust staff and other non NHS staff paid via the Trust Finance Team, a financial penalty of 30 as a consequence of being issued with a Parking Charge Notice and or failing to follow the parking rules. Further deductions will continue to be made for additional Parking Charge Notices issued. Car Park Management Policy v6.2 12

13 Withdrawal of Facilities The Trust reserves the right to cancel a permit and remove any rights to park on any Trust site if, at any time, the individuals behaviour undermines the successful management of the Car Parking Management Policy. This also includes driving in excess of the Hospitals speed limit or inconsiderately whilst on Trust premises. In addition any attempts to falsify individual or vehicle details or alter permits/ parking tickets which may result in a financial loss for the trust will be referred to the Trusts Security Management Specialist and Local Counter Fraud Specialist Car Sharing Car sharing, where two or more people share a car and travel together rather than driving alone, with one being the driver/owner of the vehicle. Car sharing helps to relieve car parking pressures, reduces congestion, emissions, and as a result the Trust gives a discount concession to those partaking. There is also the potential for fuel cost savings but that is for the car sharers to determine themselves and something the Trust will not get involved in. Staff who regularly use cars to commute to work are therefore actively encouraged wherever possible to car share. The following guidelines and incentives are available for those members of staff who may wish to participate in a car sharing arrangement with colleagues: Share Smarter ( Is an online database that allows users to search for other Trust staff who they could potentially car share with. It is flexible and takes into account shift workers who otherwise may feel they were unable to use this facility. It is free to register and the data input is completely private. Car sharer s Register Any member of staff who is interested in car sharing can register their name with the Facilities office. See appendix 1 The minimum number of occupants per vehicle to qualify for car sharing benefits is 2 people, originating from either two different households or from the same household if two vehicles were previously used on the same day. Car share Permits Trust approved car sharers can share car parking permits between their nominated vehicles. Although 1 vehicle should be on site at any one time, it is appreciated that there may be rare occasions when this is not possible, emergencies, shifts not corresponding etc. It is a requirement that at least 50% of the journeys are made as a car sharer in accordance with this policy. 14 Emergency Cover In the event of the vehicle driver being unavailable, an emergency taxi will be provided up to a maximum of 2 occasions over a 6 month period subject to availability. All cases will be considered on their individual merit. Car Parking Charges Staff who the Trust has approved as car sharers and who meet the requirement of at least 50% of the journeys made as a car sharer, will be entitled to a reduction of (66%) off the cost of their normal permit rate. Non-Compliance Car sharers not meeting the 50% of journeys rule, or abusing the concessions in any other way (including driving offences as 6.23 withdrawal of facilities) will have their car sharing permit revoked and their original permit and associated costs reapplied. Backdated re-imbursement will also apply. The option to revoke car parking permissions as outlined in section 6.23 (withdraw of facilities) may still apply Car Parking Salary Sacrifice Scheme A salary sacrifice scheme is available for all Gateshead Health NHS Foundation Trust employed staff. Salary sacrifice allows staff to sacrifice the car park charges element from their salary to save a minimum of 34% in taxable payments on car parking charges. Staff who do not wish to partake in the scheme can opt out at any time by advising the Payroll Team. General advice on the benefits of the scheme can be provided by the Car Parking Team on Ext Specific advice on individual tax queries should be directed to payroll services and/or Pensions Officer Long Term Absence - Refunds It is the responsibility of the individual staff member who is on a long period of absence to inform the Facilities Office (2054) as soon as possible so that their payments can be put on hold/cancelled. In some cases where this is not possible refunds may be given to prolonged periods of absence (over 1 calendar month) on receipt of a letter from the individual staff member. Letters should be addressed to the Head of Facilities, Facilities Office, Queen Elizabeth Hospital, Sheriff Hill, Gateshead, NE9 6SX. You are reminded that car parking charges are deducted monthly in arrears and this should be taken into account when calculating refunds. Refunds will only be backdated for a maximum 12 months within the current financial year. Staff must advise the Facilities office on Ext 2054 to restart their parking deductions upon returning to work. Where there is a delay, accrued charges will apply. Car Park Management Policy v6.2 14

15 6.27 Help Line Visitor barrier controlled car parks have access to telephone assistance in the event of difficulty. This will be activated via the intercom function on the entry, exit and pay stations on the pay our foot car parks Appealing against your allocated parking permit On assessment of an individual member of staff s application to park a decision will be made to allocate parking either on site at the QEH or at the Park and Ride or Bensham. The permit will clearly indicate this. To ensure our available car parking spaces are utilised in the best possible manner, the Trust reserves the right to change your allocated permit. A right of appeal is available for the following reasons. If you consider the application process has not been fairly applied If you consider there is additional information in support of your application which could potentially make a difference to the type of permit you have been issued. Appeals procedure You will be required to submit in writing your appeal within 5 working days of the issue of your permit. Your appeal should be sent to the Head of Facilities or nominated Senior Facilities Manager. You can seek support from your staff side representative in completion of the appeal. Step 1 A Senior Manager within the QE Facilities supported by an HR representative and a staff side member will consider your appeal and a decision will be made to accept or reject and a reason will be given. If you remain unhappy with this decision you can proceed to Step 2. Step 2 You must submit in writing within 5 working days from the decision being made at step 1. This decision will be in writing and will detail the senior manager to address your step 2 appeal to. They will, supported by an HR representative and a staff side member, will consider your appeal and the initial decision at Step 1. A decision will then be made to accept or reject and a reason will be given. The decision at Step 2 is final. Car Park Management Policy v6.2 15

16 6.29 Neighbourhood parking The Trust provides various car parks situated around the Queen Elizabeth and Bensham Hospitals as well as Moss Heaps (off-site) and therefore we do not expect that staff will park in nearby residential areas whilst on duty. We must remember that this causes concerns for residents, can impeding access or cause obstructions that all damage the Trusts relationship with local residences, and bring the Trust into disrepute. Any staff found to be continually ignoring this advice may be subject to disciplinary action Tailgating 7 Training The procedure of tailgating (following close behind the vehicle in front to gain access through a barrier) is dangerous and strictly prohibited. Any staff identified carrying out this practice will have access to controlled barrier car parks suspended or withdrawn, may be subject to disciplinary action and be held liability for any costs incurred due to damages. Appropriate staff within Facilities will be trained on this policy and the administrative arrangements for car parking. Security officers will be trained on the enforcement requirements within this policy. 8 Diversity and Inclusion The Trust is committed to ensuring that, as far as is reasonably practicable, the way we provide services to the public and the way we treat staff reflects their individual needs and does not unlawfully discriminate against individuals or groups on the grounds of any protected characteristic (Equality Act 2010). This policy aims to uphold the right of all staff to be treated fairly and consistently and adopts a human rights approach. This policy has been appropriately assessed.
