1 MA and MA-LTC Course Descriptions Adult and Disabled Policy (HCP303) This course focuses on Medical Assistance (MA) policies specific to the adult/disabled enrollee population. Estimated Completion Time: 26 hours Advanced Assets (HCP899) Advanced Assets provides an in-depth look at asset policy, including general asset evaluation, real property, trusts, burial funds, and life insurance. Estimated Completion Time: 8 hours Annuities 101 (HCP883) Annuities 101 provides an in-depth look at MA, and MinnesotaCare policies as they pertain to determining whether an annuity is considered an income source and/or an available asset. The course utilizes real annuity contracts to illustrate policies and provides hands-on practice of policy application. Annuities and MA-LTC (HCP884) Annuities and MA-LTC introduces you to the MA-LTC eligibility requirements applied to annuities, including designating DHS as the preferred remainder beneficiary and evaluating the annuity to determine if a period of ineligibility must be applied. The annuities evaluated in the Annuities 101 course, which are owned by household members of two of our LTC training cases, are used again in this course to apply course content. Estimated Completion Time: 6 hours Asset Assessment (HCP891) Asset Assessment introduces you to this method of determining MA asset eligibility for MA-LTC clients who are married and eligibility is determined using ABD methodology. It provides instruction for using asset assessment forms, evaluating assets based on asset assessment rules, and completing requested and required asset assessments. 2 Estimated Completion Time: 9 hours Asset Assessment Interim Assessment (HCP842) This assessment was designed to reinforce the concepts learned in the Asset Assessment course. Appeals (HCP800) This course discusses the Appeals process including what to do when a client wants to appeal, what happens before, during and after an appeal, and the state and federal resources providing information and tools. Citizenship and Identity Verification Requirements (HCP707) This course contains the rules and regulations as it pertains to citizenship and identity. Families Medical Policy (HCP302) This course focuses on MA policies specific to the Families enrollee population. Estimated Completion Time: 26 hours IEVS Matches (HCP706) This course discusses the Minnesota Department of Human Services requirements and procedures to guide you through the IEVS determination and the overpayment process. Estimated Completion Time: 1 hour Income and MA-LTC (HCP886) Income and MA-LTC provides an in-depth look at the process for determining income eligibility for MA payment of LTC services. Topics include use of the appropriate income calculation, review of an MA Method B income calculation, calculating income using an LTC income calculation, and client obligations. 3 Workers processing the disability waivers (CAC, CADI, DD, TBI) only are not required to take the modules/sections of this course listed below. However, completed coursework from these modules/sections will be utilized in the MA-LTC Systems class. M04S03: Beginning and Ending an LTC Income Calculation. M06: LTC Income Calculation M07S03: Waiver Obligations M07S04: LTC Spenddowns M07S05: Combination LTC/Medical Spenddowns Estimated Completion Time: 8 hours Income and MA-LTC Pre-Assessment (HCP844) This assessment was designed to confirm current basic MA knowledge of MA Method B income, obligations and managed care. It was also designed to provide a sample of MA-LTC policy that will be learned in the Income and MA- LTC and Service Delivery courses. Introduction to Long-Term Care Facilities (LTCFs) and Waivers (HCP880) Introduction to Long-Term Care Facilities (LTCFs) and Waivers provides a high-level introduction to MA payment of LTC services as applied to people receiving services through one of five home and community-based waiver programs or residing in a long-term care facility (LTCF). The course introduces the five training cases that will be used throughout the MA-LTC course sequencing. Introduction to MAXIS and MMIS (TES100-2) This course includes information on: - Basic MAXIS navigation - Changing passwords in MAXIS - The MAXIS functions of Person Search, APPL, Case Note and REPT/PND1 - MMIS Person Search - Report/User. 4 Introduction to Public Assistance (TES100-1) This is the first course in the Introduction to Public Assistance and MAXIS (IPAM) Series. It includes: - An overview of the IPAM Series. - An overview of Minnesota's public assistance programs and their administration. - Data privacy guidelines and worker responsibilities. - Initial contact processes, including overviews of the CAF, HCAPP, verifications and documentation. Delivery method: Web Based Training IPAM Series Assessment (TES 100-3) This assessment was designed to assess your knowledge of the concepts introduced in the Introduction to Public Assistance and MAXIS/MMIS (IPAM) Series. Delivery method: Web Based Training Long-Term Care (LTC) Partnership (HCP885) Long-Term Care Partnership provides MA-LTC policy requirements that are applied when a person requesting MA-LTC is covered by an LTC insurance policy. Topics covered by the course include determining if the policy is qualified as a Partnership policy, protecting assets, and evaluating protected assets. Course content is applied throughout the course to one case example. LTC Training Caseload Summary (HCP889) LTC Training Caseload Summary reviews each of the five LTC training cases processed throughout the LTC training sequence of online courses. It also provides suggestions to help organize training materials for use during MA- LTC Systems. Estimated Completion Time: 1 hour MA for Employed Persons with Disabilities (MA-EPD) (HCP705) This course introduces eligibility policy and procedures for Medical Assistance for Employed Persons with Disabilities (MA-EPD). 5 MA Fundamentals (HCP300) This course provides an overview of MA policies. Estimated Completion Time: 24 hours MA Systems (HCP305-obsolete & HCP305C-if trained in the county) This class blends MA Families and Adults policy with the practical application of administering those programs using the MAXIS & MMIS eligibility systems. Delivery method: Classroom Classroom Time: 4 days MA-LTC Basics (HCP881) MA-LTC Basics reviews MA eligibility requirements as applied to a person requesting MA payment of LTC services (MA-LTC). It also reviews the MA-LTC request forms, instruction on determining whether a person has a community spouse, the institutional level of care requirement and the Home Equity Limit. Course content is applied to each of the five LTC training cases. MA-LTC Basics Interim Assessment (HCP841) This assessment was designed to reinforce the concepts that were learned in the Introduction to LTCFs and Waivers and the MA-LTC Basics courses. MA-LTC Courses Pre-Assessment (HCP840) This assessment is designed to confirm basic MA policy knowledge and to provide a sample of the MA-LTC policy that will be learned in the MA-LTC courses. MA-LTC Mastery Assessment- LTCF/EW- (HCP892) The purpose of this assessment is to assess the ability to integrate MA- LTC policies into practical applications. MA-LTC Spenddowns and Waiver Obligations (HCP882) MA-LTC Spenddowns and Waiver Obligations provides an in-depth and hands on look at the four types of MA-LTC client obligations including medical spenddowns, LTC spenddowns, combination LTC/medical spenddowns and waiver obligations. Delivery method: Classroom Estimated Completion Time: 4 days MA-LTC Transfers (HCP888) MA-LTC Transfers provides an in-depth discussion of income and asset transfer policy as applied to MA-LTC, including determining the uncompensated transfer amount, calculating a transfer penalty period and applying the transfer penalty. Course content is applied to one of the LTC training cases. Estimated Completion Time: 5 hours Medicare Savings Programs (HCP702) This course discusses policy for Health Care Programs designed specifically for Medicare enrollees. Mid-MA-LTC Sequence Mastery Assessment (HCP843) This assessment was designed to assess ability to integrate MA-LTC policies into practical applications. DHS Health Care Training Revised 6/8/2018 6
7 Minnesota Family Planning Program (MFPP) (HCP735) This course discusses policy and procedures for determining eligibility for the Family Planning program. MIPPA Training Resource (HCP722) This training resource will introduce you to the MIPPA process, the MIPPA screens in MAXIS and how to process a case based on an LIS application. Training Resource Estimated Completion: 1 hour PARIS (TES312) This web based training (WBT) course introduces you to the Public Assistance Reporting Information System (PARIS). It provides information on MAXIS, MEC², and match resolution procedures. Estimated Completion: 2 hours Service Delivery for MA-LTC (HCP887) Service Delivery for MA-LTC compares how payment of LTC services differs when an MA-LTC enrollee receives services through fee-for-service versus managed care. The course also introduces you to managed care products, such as MSHO, MnDHO, and MSC +. Course content is applied to all of the five LTC training cases. Transitional MA / Transition Year MA (TMA / TYMA) (HCP704) This course covers policy relating to Transitional Medical Assistance and Transition Year Medical Assistance for MA enrollees.
