2 BID NOTICE Clarksdale Municipal School District 135 Washington Ave; Clarksdale, MS Notice is hereby given that the Clarksdale Municipal School District Board of Education will receive bids up to 10:30 a.m. on March 26, 2018, for STEM LAB EQUIPMENT, CURRICULUM, PROFESSIONAL DEVELOPMENT, AND TECHNICAL SUPPORT. Envelopes must be marked, "STEM LAB EQUIPMENT, CURRICULUM, PROFESSIONAL DEVELOPMENT, & TECHNICAL SUPPORT JW Stampley Freshman Academy. Specifications may be picked up from Ms. Kamilah Woods at Clarksdale Municipal School District, 135 Washington Ave, Clarksdale, MS or retrieved from district s website ( For electronic bidding, download RFP documents from under ebid project # All bids shall be F.O.B. 3 Freshman Academy STEM Lab and Curriculum CLARKSDALE MUNICIPAL SCHOOL DISTRICT JW Stampley Freshman Academy The CLARKSDALE MUNICIPAL SCHOOL DISTRICT will be requesting bids for the following: High School STEM Lab and Curriculum for JW Stampley Freshman Academy All furniture for work/learning station for up to 30 learners to include an option for seating. A dedicated work area for lab facilitator to include a workstation, monitor or PCU, professional development resources, facilitation aids, application software packages, and seating. 30 Windows based personal computers with speakers and sound as needed. STEM Curriculum with supportive kits and resources for varied course offerings. Web-based portfolio system for up to 225 learners All equipment, furnishings, kits, apparatus, libraries, curriculum and software to accommodate multiple classes for the following curriculums: Software Engineering, Video Production, Robotics and Control Technology, Scientific Data and Analysis, Mechanics and Structures, 3-D Printing, computer coding and Solar Energy focuses. Storage and initial supplies to promote purchased curriculum models. Options to add on curriculum at a later date as determined by the Lab Facilitator and school administration. A dedicated file server for all lab programs with room to add curriculum. Presentation and Collaboration station for students with LED Display, software and media for presentations Speakers and PCU as needed for optimal use. A functional Computer Controlled Monitoring System. Options for security and protection of lab equipment.

4 Scope of Service -Facility Planning -Installation and lab set up -Option for clean-up and trash removal -2 consecutive days of onsite professional development after initial set up and installation. -4 days of onsite professional development as determined by the administration of JW Stampley Freshman Academy -up to 200 User licenses for purchased curriculum and supportive software -Alignments to National STEM Standards and Common Core -Basic Software Maintenance Updates and Support -Set up, Software Preload, and Processing -Unlimited telephone and online technical and pedagogical support. - Access to all facilitator resources - Standard Warranty for all lab components - An option for Extra Warranty and post warranty support

5 COMMUNICATIONS REGARDING THE RFP All questions regarding the RFP are to be submitted, via to The deadline for submission of written questions is March 21, All responses to s and changes to specification requirements will be communicated via to person submitting questions. Questions and answers will also be posted on the QuestCDN website under the project (for those submitting proposals electronically). All questions, comments and requests for clarifications must be by or via the QuestCDN (electronic bidding) platform. Any oral communications shall be considered unofficial and non-binding. Only written response to written communication shall be considered official and binding upon the CLARKSDALE MUNICIPAL SCHOOL DISTRICT. The CLARKSDALE MUNICIPAL SCHOOL DISTRICT reserves the right, at its sole discretion, to determine appropriate and adequate responses to the written comments, questions and requests for clarification. All addendums and/or any other correspondence (general information, question and responses) to this RFP will be made available exclusively through the CLARKSDALE MUNICIPAL SCHOOL DISTRICT website and QuestCDN (electronic bidding) platform. Contractors are solely responsible for frequently checking the district s website (and QuestCDN website if electronically bidding) for updates to this RFP. Minimum Eligibility Requirements for Contract Award 1. Applicants must provide documentation of a minimum of (3) years experience providing lab set-up with a STEM focus and configuration, research based STEM curriculums, and professional development. 2. Applicants must address and provide (if applicable) a list of any pending/past litigation or investigations that have occurred within the past (5) years. 3. Applicants must have financial stability and adequate staff resources to manage the program. 4. Applicants must, at all times during the contract term and at their own expense, keep in full force and effect comprehensive general liability insurance with personal injury coverage; commercial or business auto liability insurance; physical and contractual liability coverage, with minimum limits of ONE MILLION AND NO/100 DOLLLARS ($1,000,000.00) on account of bodily injuries to or death of one persona and an aggregate of THREE MILLION AND NO/100 DOLLARS ($3,000,000.00) for any one occurrence CLARKSDALE MUNICIPAL SCHOOL DISTRICT and the CLARKSDALE MUNICIPAL SCHOOL DISTRICT School Board shall be named additional insured on the said policy. The insurance policies required under this Section shall not be modified or canceled except upon 30 days written notice to the CLARKSDALE MUNICIPAL SCHOOL DISTRICT. Proof of insurance must be submitted to the CLARKSDALE MUNICIPAL SCHOOL DISTRICT at the time the contract is executed. 5. Applicants must, at all times during the contract term and at their own expense, keep in full force and effect a policy of workers compensation insurance for coverage in Mississippi with an employer s liability limit of:

6 Bodily Injury by accident - $500, each employee Bodily Injury by disease - $500, policy limit Bodily Injury by disease - $500, each employee The Clarksdale Municipal School District School Board shall be named additional insured on the said policy. The insurance policies required under the Section shall not be modified or cancelled except upon 30 days written notice. Proof of insurance must be submitted to the Clarksdale Municipal School District at the time the contract is executed. 6. Contractors staff involved in this project may be required to participate in a criminal background check process as prescribed by the Clarksdale Municipal School District. 7. Applicants must comply with all applicable licensing and certification requirements specific to the proposed services. 8. Applicants must be in compliance with all applicable City, County, State and Federal laws, regulation codes and ordinance

7 Clarksdale Municipal School District 135 Washington Ave. Clarksdale, MS SCORING METHODOLOGY The Clarksdale Municipal School District will use any or all of the following categories in developing a scoring mechanism for this bid prior to the receipt of proposals. All information provided by the Vendors, as well as any other information available to Clarksdale Municipal School District staff, will be used to evaluate the proposals. 1. Organizational Experience 25 points Variables considered in evaluating this category will include, but not be limited to the following: 1. Applicant s experience and success in conducting similar work 2. Experience in fulfilling contract of similar nature 3. Quality and completeness of proposal 4. Number of years in business 5. Organizational structure 6. Integrity 2. Program Design 25 points Variables considered in evaluating this category will include, but not be limited to the following: overall approach and the Applicant s grasp of the project as shown by the depth, breath, and clarity of the proposal; 1.Innovative and creative approach 2.Connection, representation and sensitivity to cultural and ethnic diversity 3.Ability to maintain alignment with Standards of the Mississippi Department of Education 3. Cost Efficiency 20 points 1. Total cost of proposed services 2. Service and support cost; 4. Program Operations 30 points 1. Adequacy of resources, including personnel, equipment, financial stability and other related factors 2. Management and planning: The quality of procedures and organizational structures proposed for completion of the work 3. Timeliness of services;

8 Total Possible Score: 100 Points (Plus Value Added) The Applicants should propose its best and final cost offer in the proposal. The district, at its sole discretion, may open negotiations with responsible applicants after submission of proposals and prior to award. The district specifically reserves the right to award without negotiations based upon written proposals only. The evaluation process will include contact with individuals or organizations identified by the Applicant as a current/former customer or reference. The evaluation process also includes a status check with the Mississippi State Comptroller to ensure that the Applicant is in good standing. Value-Added is defined as a product(s) or service(s), exclusive of the stated functional and technical requirements and provided to the District at no additional charge, which, in the sole judgment of the District, provides both benefit and value to the District significant enough to distinguish the proposal and merit the award of additional points. A Value-added rating between 0 and 5 may be assigned based on the assessment of the District. These points will be added to the total score.

9 Requirement to Comply with E-Verification Provision of Section of the Mississippi Code of 1972, as amended The respondent represents and warrants that it will ensure its compliance with the Mississippi Employment Protection Act ( of the Mississippi Code of 1972, as amended) and will register and participate in the status verification system for all newly hired employees. The term "employee" as used herein means any person that is hired to perform work within the State of Mississippi. As used herein, 'status verification system' means the Illegal Immigration Reform and Immigration Responsibility Act of 1996 that is operated by the United States Department of Homeland Security, also known as the E-Verify Program, or any other successor electronic verification system replacing the E-Verify Program. Contractor agrees to maintain records of such compliance and, upon request of the State, to provide a copy of each such verification to the State. Contractor further represents and warrants that any person assigned to perform services hereunder meets the employment eligibility requirements of all immigration laws of the State of Mississippi. Contractor understands and agrees that any breach of these warranties may subject contractor to the following: 1. termination of this Agreement and ineligibility for any State or public contract in Mississippi for up to three (3) years with notice of such cancellation/termination being made public; 2. The loss of any license, permit, certification, or other document granted to contractor by an agency, department or governmental entity for the right to do professional service business in Mississippi for up to one (1) year or both. (c)in the event of such termination/cancellation, contractor would also be liable for any additional costs incurred by the State due to contract cancellation or loss of license or permit.
