7 I.M. Updates Consultant Prequalification I.M Consultant Evaluations I.M Federal-aid Participation in Consultant Costs Prequalification List is no longer maintained by the Iowa DOT. Minimum Qualifications Standards (MQS) for former Pre- Qualification work categories will be maintained. Attachment D Sample Consultant Contract contains language that requires the Consultant and all Sub-Consultants to state which MQS they meet for the Contract and they will continue to meet the MQS for the duration of the project. Office of Design Consultant Section will be starting a Consultant List No DOT review of qualifications will be done.

9 I.M Bridge Funding Added information to state that Federal-aid may be used to hire an Engineering Consultant to perform a bridge inspection. Follow I.M , Federalaid Participation in Consultant Costs NEPA Clearance and FHWA Authorization must be obtained before Federal funds may be spent.
10 I.M , Attachment D LPA Construction Manual Updates to keep the LPA Construction Manual consistent with the Iowa DOT Manual Updates are shown in Highlight and Strikeout.
11 I.M Project Development Certification Added the requirement that an LPA official must sign and date the Project Development Certification. This requirement cannot be delegated to a Consultant.
12 Talking with the Contractor 23 CFR Bid opening and bid tabulations. (a) All bids received in accordance with the terms of the advertisement shall be publicly opened and announced either item by item or by total amount. If any bid received is not read aloud, the name of the bidder and the reason for not reading the bid aloud shall be publicly announced at the letting. Negotiation with contractors, during the period following the opening of bids and before the award of the contract shall not be permitted.
13 ALTERNATIVE BIDDING BY PAVEMENT TYPE A - D bidding
14 I.M Attachment A (page 7) Alterative Bids by Pavement Type allowable if: 1. LPA s Engineering and Economic Analysis does not indicate a clear choice between essentially equivalent pavement types. 2. Pavement costs are a significant project cost and will have an impact on low bids. 3. Pavement alternative is bid using DS-15004, Best Value Alternative (A-D) Bidding. D is the difference between Net Present Values (NPV) of two alternative pavement types. LPA will calculate D value using a Life Cycle Cost Analysis (LCCA) following guidance in FHWA s Technical Advisory on Alternative Bidding for Pavement Types Selection, T
15 A D Bidding D Value is subtracted from the pre-determined pavement type with the anticipated higher up-front installation cost. D Value must be published in the bidding documents.

LPAs must be ready to provide a copy of and defend their economic analysis to bidders, including the losing bidders, and any other interested parties.

21 Removal of a DBE Contractor or Commitment For Iowa DOT Specification Section F for Changes to this Commitment Contractor shall give the DBE 7 calendar days to respond to any notice from the Contractor. If a DBE Sub-Contractor suddenly is not able to show up for a time sensitive activity call: (515) Explain the situation. If there is a safety reason or other extenuating situation make that known.

23 NPDES General Permit #2 National Pollution Discharge Elimination System (NPDES) New General Permit #2 Starting October 1, 2017 Old Permit Stabilization did not need to start for days. New Permit Stabilization must immediately start if no activity will occur within 14 days. Current Projects must comply with new permit requirements starting on October 1, 2017.
24 NPDES General Permit #2 Planned revision to Tab A, Pollution Prevention Plan Initiate stabilization of disturbed areas immediately after clearing, grading, excavating, or other earth disturbing activities have: Permanently ceased on any portion of the site, or Temporarily ceased on any portion of the site and will not resume for a period exceeding 14 calendar days. Office of Contracts will add a Proposal Note to plans let in the May through September lettings requiring Contractors to comply with the new requirements starting October 1, 2017, at no additional cost to the Contracting Authority, except stabilization measures will be paid per contract unit prices.
