1 ANNUAL REPORT FISCAL YEAR 2017 RURAL VOLUNTEER FIRE DEPARTMENT INSURANCE PROGRAM (HB 3667) I. OVERVIEW The Rural Volunteer Fire Department Insurance Program was established in 2001 by the 77 th Texas Legislature (House Bill 3667). The program provides grants to rural volunteer fire departments to assist in the purchase of workers compensation, death and disability insurance for members of volunteer fire departments. The program is funded through the Rural Volunteer Fire Department Insurance Fund (Fund 5066), which is composed of tax revenue equal to two-percent on fireworks sales. The program receives oversight from the HB 3667 Advisory Committee, an appointed body of private citizens. This Committee recommends the annual grant reimbursement rate to be offered based upon forecast revenue and the forecast enrollment of members of volunteer fire departments. The program is administered by the Texas A&M Forest Service (TFS). II. ACTIVITY The FY 2017 expense budget for the Rural Volunteer Fire Department Insurance Program was set at $1,465,000, which was the amount appropriated in the General Appropriations Act (GAA). Of this total, $1,394,090 was allocated to grants and $70,910 was allocated to administrative costs. The actual amount collected by the Rural Volunteer Fire Department Insurance Fund (Fund 5066) during FY 2017 was $1,862,335, which enabled the agency to award an additional $305,769 in grants, above what was originally budgeted. The HB 3667 Advisory Committee recommended providing a maximum grant of $125 per enrolled members with a provision to include a supplemental offering in FY The grants reimbursed fire departments for actual insurance coverage purchased for their members, not to exceed the grant maximum. PLANS FOR FY 2018 The spending authority for the Rural Volunteer Fire Department Insurance Program grants is set at $1,868,382. The HB 3667 Advisory Committee will be meeting in late October to discuss plans for FY A reimbursement rate of $125 per enrollee will be recommended for FY This is consistent with the initial FY 2017 reimbursement rate. After approval from the Advisory Committee, this rate will be implemented with open enrollment scheduled to begin in November 2017 and end July 31, Based upon actual revenue received, a supplemental offering will be considered in August V. EFFECTIVENESS This is a highly effective program. Approximately 53% of grant recipients were reimbursed 100% of their cost of insurance coverage for their members under this program. TFS has continued to improve the effectiveness of the Rural Volunteer Fire Department Insurance Program by developing a user friendly application and efficient processing procedures for enrollees.
