Ability to transfer risk effectively, the legal climate of the project location, and insurance market conditions are just a few of the considerations that will impact the wrap-up decision. This session will explain the advantages and disadvantages of an owner controlled insurance program (OCIP) versus a contractor controlled insurance program (CCIP) and the risk management controls that should be in place in either type of program. Applicable to both a combined workers comp and general liability (GL) wrap-up or a GL-only wrap-up, you will leave this session with a better grasp of the issues to consider and options for funding the wrap-up. 3 Michelle Luster Corporate Risk Manager Tutor Perini Corporation Ms. Luster is corporate risk manager for Tutor Perini Corporation. She began working in construction on the operations side of the table in 1996 and found early in her career that risk management was an outlet for her ability and desire to solve problems. She helped form the risk management department at Rudolph and Sletten, which was acquired by Perini Corporation. After Perini s merger with Tutor-Saliba Corporation in 2008, Ms. Luster became corporate CCIP manager for Tutor Perini Corporation, and in 2013, she was promoted to corporate risk manager. Ms. Luster has been a speaker at the IRMI Construction Risk Conference previously as a part of the Building a Firm Foundation program, as well as a moderator for the risk managers forum. In addition, she has been a speaker at the US Law Construction Conference. She is a graduate of College of Lake County in Grayslake, Illinois, with a major in liberal arts. Tracy Alan Saxe Partner Saxe Doernberger & Vita Mr. Saxe is managing partner at Saxe Doernberger & Vita. He has always believed in leveling the playing field when it comes to imbalances of power and has spent almost 30 years advocating for the rights of policyholders against insurance companies, focusing on the needs of his corporate clients nationwide. He has successfully tried numerous jury and court trials in state and federal courts; has litigated insurance coverage cases before the federal, state trial, and appellate courts; and has successfully mediated and arbitrated many insurance coverage disputes. Mr. Saxe has tried over 60 cases to judgment or verdict. As part of his continued fight for justice and fairness, he is also a director of a nonprofit that raises funds for education and development in Nepal. Workshop M9 Christopher Smith Vice President and Managing Director of National Sales Turner Surety and Insurance Brokerage Mr. Smith is vice president and managing director of national sales for Turner Surety and Insurance Brokerage (TSIB), where he oversees all contractor and wrap-up accounts. His client base includes public authorities, private developers, and general contractors. Prior to joining TSIB, he was corporate insurance manager and national CCIP director for Turner Construction, where he was instrumental in shaping the wrap-up service-center concept. 3

4 Mr. Smith started his career at Liberty Mutual, where he was responsible for underwriting Fortune 500 construction accounts and their wrap-up programs. He helped establish the procedures, roles, and pricing for these programs and was the underwriter for the Turner Construction Company wrap-up program, which revolutionized wrap-ups for the entire insurance industry. He is a frequent speaker at industry association conferences, including the Associated General Contractors of America (AGC) and International Risk Management Institute (IRMI). Mr. Smith obtained his bachelor of science from the University of Massachusetts in
