ISSUE OF TENDER DOCUMENTS: The tender document can be purchased from Association of Corporations & Apex Societies of Handlooms (ACASH), ( Ministry of Textiles, Govt. of India ) Handloom Pavilion, Near Gate No. 2, Pragati Maidan, New Delhi, from am to 4.00 pm on all working days (Monday-Friday) on payment of Rs. 1,000/-( non refundable) by way of Demand Draft drawn in favour of Association of Corporations & Apex Societies of Handlooms (ACASH) payable at New Delhi from 10/5/13 to 31/5/13. The Tender documents can also be downloaded from the website and in such cases, the cost of tender document shall be submitted along with the tender. 2. SUBMISSION OF TENDER DOCUEMTNS: The eligible agencies may submit their tender documents in a sealed cover marked Technical Bid with clear superscription SELECTION FOR ADVERTISING AGENCY FOR PROMOTION OF HANDLOOM MARK & HANDLOOM SECTOR on the envelope on or before the due date i.e by 2:30 PM in the O/o Association of Corporations & Apex Societies of Handlooms (ACASH), ( Ministry of Textiles, Govt. of India ) Handloom Pavilion, Near Gate No. 2, Pragati Maidan, New Delhi. The Earnest Money Deposit of Rs.50,000/- has to be submitted along with the tender. Sealed tenders without EMD shall not be considered. The technical bids will be opened at 2:30 PM on in the presence of bidders or their authorized representatives who may wish to remain present at the time of opening of tenders. The representatives should produce a letter of authority for that purpose.

LAST DATE FOR SUBMISSION OF TENDER: The last date for submission of sealed tender at Association of Corporations & Apex Societies of Handlooms (ACASH), ( Ministry of Textiles, Govt. of India ) Handloom Pavilion, Near Gate No. 2, Pragati Maidan, New Delhi, is by 2.30 PM. 4. EARNEST MONEY DEPOSIT ( EMD) : The Technical bid should be accompanied with Earnest Money of Rs.50,00/- in the form of Pay Order/Demand Draft drawn in favour of Association of Corporations & Apex Societies of Handlooms (ACASH) payable at New Delhi. Earnest Money in any other form will not be accepted. Tenders without Earnest money will be summarily rejected. The EMD of the unsuccessful bidders will be returned within 2 weeks from the date of opening the technical bids. The EMD deposited by the successful bidder shall be held back towards the security deposit as stipulated in the terms & conditions. No interest would be paid to the EMD deposited / held back. Tenders not accompanied by Earnest Money Deposit shall be summarily rejected. 5. DURATION OF THE EMPANELMENT The empanelment /contract will be valid for a duration of 24 months ( 2 years). However, the duration of empanelment may be extended for a further period of 2 years on the existing terms and conditions or can be curtailed on the basis of unsatisfactory performance of the agency at the sole discretion of this office. 6. SCOPE OF WORK: To develop and suggest suitable publicity strategy for promotion of handloom mark and handloom sector : JOB REQUIREMENT: Outdoor media/out of home (UOH) media strategic location and to provide creative for use in outdoor publicity Designing creative in various Indian Languages for print, electronic and outdoor media campaign

4 Creation of concepts and production of video spots with voice over in various regional languages for launch of TV campaign. Conceptualization, designing ads for release in the domestic and international newspapers and magazines. Production of radio jingles in various regional languages for launch of campaign through Radio. Production of creatives for web based campaign/ publicity. Innovative / creative publicity strategy on social networking sites like facebook, twitter, likedin etc. Designing of publicity materials such as hoardings, billboards, kiosks, brochures, posters, folders, leaflets etc. Design promotional events, seminars, exhibitions etc. to promote Handloom Mark. Popularise and create awareness of the schemes / programmes being implemented by the office of Development Commissioner for Handlooms which include advertising in print and electronic media, outdoor publicity. Designing of awareness kits for Schools/Colleges. Any other innovative idea for publicity, promotion and popularization of handloom products Organization of Press Conference, and preparation of press release for the media persons 7. GENERAL INSTRUCTIONS FOR SUBMITING TENDER: Tender documents shall be issued by the Association of Corporations & Apex Societies of Handlooms (ACASH), ( Ministry of Textiles, Govt. of India ) Handloom Pavilion, Near Gate No. 2, Pragati Maidan, New Delhi, to agencies on payment of Rs.1,000/- (non refundable) either by Cash/Demand Draft/Pay Order/Banker s Cheque in favour of Association of Corporations & Apex Societies of Handlooms (ACASH), New Delhi towards cost of tender document. Bidder has the option of downloading the tender document in from website of In such case the bidder shall have to pay Rs.1,000/- at the time

5 of submission of tender to Association of Corporations & Apex Societies of Handlooms (ACASH).. Modifications, if any, made in the above documents will be done by addenda / corrigenda, copies of which will be sent in duplicate to each bidder before the due date of the tender. One copy shall be signed, sealed and submitted packed along with the bids. The bidder shall not make any additions/ deletions to or amend the text of the documents except in so far as may be necessary to comply with any addenda / corrigenda issued. The bidders shall use only tender documents as issued for submitting his bid and shall comply to various terms and conditions. The tender shall be filled in English. All accompanying literature and correspondence shall also be in English. No claim for costs, charges, expenses incurred by the bidder in connection with preparation & submission of tender and for subsequent clarifications of their tender shall be accepted. Association of Corporations & Apex Societies of Handlooms (ACASH) will not be responsible for any typographical errors/ ambiguity/ additions/ omissions committed while filling up of the tender by the bidder. Submission of the tender by the bidder implies that he/she has read tender documents and has made himself aware of the terms and conditions. - The bidder shall be deemed to have full knowledge of documents and no extra changes consequent on any misunderstanding or otherwise shall be allowed. The bidder shall be deemed to have satisfied himself before tendering as to the correctness and sufficiency of his tender and about the rates quoted by him and cover all his obligations under the tender. Tenders submitted by bona-fide Ad agency only shall be considered.

6 Association of Corporations & Apex Societies of Handlooms (ACASH) is not bound to assign any reason for non-acceptance of tender. It reserves its right to accept the tender either in full or in part. Conditional Bids will be rejected outright. 9. ELIGIBILITY CRITERIA: a. Annual turnover of Rs crores and above for the last 3 three years ( , and ) b. Full and continuous Accreditation of Indian Newspaper Society (INS) for Press Advertisement and PrasarBharti accreditation for electronic media advertisement for at least 3 years. (Documentary evidence to this effect should be enclosed). c. Full fledged office established in New Delhi and with state of the art infrastructure and manpower / creative personnel / Department. d. Pan India Presence with offices at least in major metros so as to enable prompt delivery for country wide publication / media / PR related work etc. e. Experience of advertising on Social Networking Sites (for e.g. Facebook, Twitter, pinterest; Linked in etc) f. Proficiency and proof reading facilities in major Indian languages. g. Minimum 3years experience in advertising and PR with Experience of work undertaken for governments / public sector undertakings/mncs. h. The Advertising & PR agency applying for empanelment should not have been blacklisted byany organization at any point of time. ( an undertaking in this regard should be submittedduly signed by the Chief of the Organisation). 10. SELECTION CRITERIA: In the first instance, all the interested bidders arerequired to submit tender document in a sealedenvelope with clear superscription Empanelment of Advertising Agencies with Association of Corporations & Apex Societies of Handlooms (ACASH). The selection of agency will be carried out in two stages. First Level Evaluation: In the first stage, a Selection Committee will evaluate the eligible bids as per the qualifying criteria as laid down in Annexure I. The bidders will

7 be ranked based on the marks scored out of a maximum of 75 marks and a maximum of top 20 bidders will be short listed in order of merit for 2 nd stage evaluation. Second Level Evaluation: In the second stage, the 20 bidders shortlisted in the first stage will be required to make the presentation on concept of strategy for promotion of handloom mark and handloom sector and any other innovative idea for publicity of handloom sector.. The schedule of presentation indicating time and date allotted to each of the qualified agency will be informed through /fax/sms/phone. The Evaluation Committee will evaluate the presentation as per the parameters and allocate marks out of a total of 50 marks. These 50 marks of second evaluation are independent of 75 marks of first level evaluation. In other words, the marks obtained out of 75 on first evaluation will not be carried forward. Out of the 20 bidders, maximum of 7bidders in order of merit of second level evaluation will be selected for empanelment. 11. GUIDELIES FOR SUBMISSION OF PROPOSAL The tender shall be submitted before the scheduled date & time and at theaddress mentioned in the Tender Notice. Tender should be submitted in a sealed cover with clear superscription Empanelment of Advertising Agencies for promotion of handloom sector Tender can be submitted personally or can be sent through post/courier services at the address mentioned in the Tender Notice. Bidder desiring to send the tender document through post/courier services may please ensure that the same reaches before the time and date stipulated. Association of Corporations & Apex Societies of Handlooms (ACASH)shall not be responsible for any transit delay. Tender sent through , Fax and Telex shall not be entertained. THE ENVELOPE SHALL CONTAIN: A Earnest Money Deposit (EMD) in the form of a Demand Draft/Pay Order/Banker s Cheque for an amount as mentioned in the document.

Compliance to Qualifying criteria for which Tender is submitted as Annexure I - Authorised person to indicate the compliance Qualifying criteria in the respective pages of the tender document and sign the same. b. Full details of the person authorized to file the tender. a. Profile of Agency. b. Proof that the bidder is either i) Proprietor or ii) Authorised agent for the Advertising agency. c. Address proof of office at Delhi/New Delhi etc d. Copy of Memorandum of Association or Partnership deed if it is not a proprietary firm. e. Copy of INS Accreditation proof for the last 3 years and proof of accreditation/registration with DD & AIR/ PrasarBharathi for the last 3 years. f. Financial statement of the bidder incorporating the turnover of business for the last 3 years certified by Chartered Accountant. g. Proof of advertisements in national/international magazines. h. Power of Attorney in favor of the signatory signing the Tender documents. It is not required in case of the proprietary firm if the proprietor himself signs the documents. i. Copy of Income Tax Return filed for the last 3 years. j. Tender document duly signed by the authorized person on all designated pages wherever necessary. k. List of clients for last 3 years. l. Copy of Income Tax Return filed for the last 3 years. m. Certificate for the payment of service tax for the last three years. n. Empanelment with DAVP in the current year (2013). o. To cater to such requirements, advertising agencies are required to have good infrastructure in Delhi / New Delhi and in major cities. 12. INDEMMNITY The selected agency/organization shall indemnify and hold it harmless from all claims, demands, damages, actions, costs and charges to which the Office of Association of Corporations & Apex Societies of Handlooms (ACASH) may become subject, or which it may have to pay or be held liable therefore, by reason of any injury to persons, reputation or property suffered or sustained by any agency or employee of Association of Corporations & Apex Societies of Handlooms (ACASH) or arising out of any activity or negligence or omission of the agency/organisation or its agents or employees while organising the Shows. 13. LIMITATION OF LIABILITY

9 Association of Corporations & Apex Societies of Handlooms (ACASH) shall not be liable for any special or consequential damages that result from the use of, or the inability to use, the materials on the site or the performance of the products, even if the Fashion Show has been advised of the possibility of such damages. Applicable law may not allow the limitation of exclusion of liability or incidental or consequential damages, so the above limitation or exclusion may not apply to you. 14. FORCE MAJEURE (a) Definition: For the purpose of this contract Force Majeure means an event which is beyond the reasonable control of a party, and which makes a party s performance of its obligations under the contract impossible or so impractical as to be considered impossible under the circumstances. (b) Breach of Contract: The failure of the agency to fulfill any of its obligations under the contract shall not be considered to be a breach of or default under this Contract in so far as such inability arises from an event of Force Majeure, provided that the agency affected by such an event (a) has taken all precautions, due care and reasonable alternative measures in order to carry out the terms and conditions of the contract, and (b) has informed the other party as soon as possible about the occurrence of such an event. 15. JURISDICTION In case of any dispute and difference the matter shall be referred to Development Commissioner(Handlooms)/Chairman(ACASH), Ministry of Textiles, Government of India whose decision shall be final. Association of Corporations & Apex Societies of Handlooms (ACASH) reserves the right to terminate the selection of any agency/agencies in case of unsatisfactory services or change in Government Policy. ********
