This will presentation will take you through basics for Disaster Assistance. - The level of detail will be similar to what you would find if I was giving this presentation to people taking EMO s Basic Emergency Management Class and future BEM classes will have a disaster assistance section. - For those who are already very familiar with the Provinces Disaster Assistance program this will be good refresher. - If anyone has any questions during the presentation don t be shy, put up a hand. You don t have to wait until the end. 1
2 During your various discussions today and tomorrow you will be addressing prevention, preparedness and initial response. At this point we are talking about the recovery stage. 2

6 You will note that approximately 15% of DFA funding is directed to individual applicants. The remainder is for public infrastructure and response claims. 6

8 Basically, -nothing for the first million -50 cent federal dollars on the next two million -75 cent federal on the next two million -90 cent dollars over 5 million. -That is why you will sometimes hear folks say that you have to have over a million for a program. -But even for a $1.5 MM program, the cost share would be $1.25 MM provincial and only $250,000 federal 8
9 1. After a disaster occurs the province asks municipalities to provide damage estimates for infrastructure, overtime costs and temporary emergency evacuation sites. 2. The province does its own impact assessment with input from TIR and DNR. EMO talks with EMO field personal as well as the municipal Emergency Management Coordinators to get an idea how many individuals have incurred losses, rule of thumb is $7000 per home. At the same time, information is sought regarding 9
10 damages incurred by small businesses and not-for-profit operations. 3. EMO evaluates and estimates of damages 4. EMO briefing note to cabinet outlining the costs and possible Federal funding Cabinet declares program 9
11 -EMO administers DFA under the Department of Justice. - Recoveries, for example Point Pleasant Park donations discounted from federal cost sharing. - DFA is not insurance and does not replace insurance. - DFA does not cover lost opportunity example a number of research projects at DAL Juan. Lost rental income from damaged commercial properties. Employees wages lost when the facility is not operational. - Normal risk of trade lobster traps/ fishing gear lost at sea. 10

13 DFA is limited to principal residences. The intent is to ensure those affected by the disaster event have a safe, healthy roof over their head. Home improvements are not eligible. Replacing a front step with a deck, for example, would not be considered. Only the cost of the step. Nor is finishing a previously unfinished basement. Secondary residences, cottages, are not considered to provide basic habitability to individuals and their families. Some would consider cottages as luxury items. 12
14 The program is not designed to assist large businesses which would have the capacity to address damages that are sustained. The program is directed to those individuals who have had their livelihood compromised by damages sustained. 13
15 Step 1 An overall preliminary assessment needs to be undertaken. A report must be completed for each location. Outlining the nature of the disaster event, a description of the damage and how it occurred A recommendation regarding repairs or replacements An initial estimated cost to return the damaged asset to its pre-disaster condition. Step 2 A report prepared by a engineer or appropriate subject matter expert. A statement that the damage resulted from the disaster A detailed description of the damage An outline of repair options and option selected An identification of any environmental or building code requirements A cost estimate including labour and materials needed to repair the damage to its pre-disaster condition The details of any mandatory requirements for any improvements The estimated cost of any improvements over pre-disaster condition Photos showing the details of the damage (and any pre-disaster photos, if available). This helps with identifying pre-disaster condition. Step 3 Make sure we have the right applicant. Who owns the facility? i.e. hospitals are not owned by DHA s. Perhaps DOH should be the applicant. Step 4 You will be asked to provide a letter from your insurer confirming the damage was uninsurable, not simply uninsured. Step 5 Provide photos Photos showing the pre-disaster condition Photos taken during or immediately following the disaster event Photos taken following the return to pre-disaster condition. Step 6 Proof of Payment Clear evidence that the expenditures have been paid (copies of cancelled cheques, electronic payment confirmation, etc.) Incremental costs only 14
