3 REQUEST FOR PROPOSALS FOR THE DEVELOPMENT OF A STRATEGIC PLAN TO IMPROVE PUBLIC AREA TRASH/RECYCLING BINS AND CONTAINER MANAGEMENT PROJECT OBJECTIVE The development of this strategic plan is to determine potential improvements to the City s public area trash and recycling containers in order to further reduce public litter and trash loading into city storm drains. The strategic plan will be developed and implemented in order to comply with the City s Short-term Trash Load Reduction Plan and Municipal Regional Stormwater Permit that requires permittees to reduce trash from its storm drain system by 40% before July 1, SCOPE OF WORK The City of Menlo Park has an estimated 156 public trash and recycling containers located along city streets and within parks that are currently serviced by Recology San Mateo County. This count does not include public trash and recycling containers serviced by the City. The consultant will develop a strategic plan on improving the management of Menlo Park s public trash and recycling containers that will include the following: 1. Survey of Menlo Park s public trash and recycling containers that will confirm how many public receptacles are in place, container locations, servicing frequency, type of container (trash containers or recycling containers), size of container, types and quantities of waste found in each container, their effectiveness at capturing and containing trash, and their potential to contribute litter and trash into city storm drains. The survey will primarily focus on areas deemed as high trash generation areas (Attachment A), and also evaluate whether each container is adequately designed to manage trash types that are typically generated from activities occurring at these areas (e.g. containers with larger openings designed to accommodate larger trash items like pizza boxes are in locations where people dispose of these items, such as parks or near schools). Criteria will be developed in order to determine if each container is adequate to reduce litter (e.g. clean, recycling container nearby, visible signage, appropriate location, amount and type of litter found nearby, if there are potential littering issues based on land uses or businesses nearby, whether container has poor/unclear signage, is overflowing, not being used, or is contaminated with materials not appropriate for its use). Criteria and survey method will be approved by City staff before beginning survey work.

4 Deliverables: A discussion in the strategic plan summarizing the data, findings of the survey, and recommendations needed in order to increase container efficiency. This discussion will also include the amount of litter found in all surveyed areas. All data compiled during the course of the survey will be provided to the City. 2. Identify and recommend where increased level of inspection and maintenance of public area trash containers is needed at high trash generating sites. Deliverables: A discussion in the strategic plan summarizing which public containers at high trash generating sites need an increased level of inspection and maintenance with recommendations on specific inspection or maintenance schedules and any increased costs associated with implementation. This discussion will also include the estimated amount of litter that would be reduced as a result of the increased level of inspection and maintenance. 3. Identify and recommend marketing strategies, bin designs, and new technologies (e.g. Big Belly Solar Trash Compactors, specialty trash bins/containers, bins for cigarette ends, sharps, etc.) with their costs and recommendation on installation that would increase bottle and can recycling and litter prevention in specific locations in order to reduce the prevalence of these items in storm water. Deliverables: A discussion in the strategic plan presenting different marketing strategies, bin designs, and new technologies that the City can successfully implement in order to increase bottle and can recycling and litter prevention (with real case-studies of successful marketing strategies implemented in other similar cities or counties). This discussion will also include specifications such as unit cost, cost to install, material makeup, durability, longevity, as well as an estimate of the amount of litter that would be reduced as a result of implementing these measures. * An implementation timeline for recommended strategies must be included. The strategic plan must be provided in both electronic form and hard copy. TIMELINE The study and development of a strategic plan should begin immediately upon signing an agreement with the City in early June. This project is to be completed by August 16, The surveying for downtown Menlo Park must be completed by June 30, 2013.

5 SUBMITTAL REQUIREMENTS A. The proposal shall respond to each item outlined below within the specific format described. Please limit response to information requested. Supplemental brochure information will not be accepted. 1. Letter of Interest: Maximum of two (2) pages. Must include firm name, address, telephone number, and fax number. Letter must be signed by person authorized to bind firm by contract. 2. Firm Organization: Type of ownership- individual, partnership, or corporation. Number of years in business. Listing of primary disciplines and services provided. Present size of firm and breakdown by employee category. Insurance coverage in force (general liability, professional liability, automotive liability, worker s compensation) and limits of same. See section on insurance requirements. 3. Project Team: Identify key personnel proposed for this project, including Principal-in-Charge Include resumes for key personnel and their experience on comparable projects. 4. Experience: Provide a listing of current and/or completed representative projects (at least three) including project name/location, brief description and results, completion date, project costs, client name and contact, client address, and contact telephone number. 5. Scope of Work: Detailed approach to complete the project, addressing all items described in the previous section, at a minimum. Provide a proposed project schedule including review milestones and project completion. 6. Price: Provide a statement of proposed cost that includes all work to be performed and all costs for which the consultant expects to be paid. Provide proposed hourly billing rates for all key personnel.

All proposals received by the specified deadline will be reviewed by the City of Menlo Park for content, completeness, qualifications, and experience. After those firms most deemed the most qualified are selected, further evaluation and interviews of the selected firms may be conducted as part of the final selection process. However, the City of Menlo Park reserves the right to complete the selection process without proceeding to an interview phase, and may choose to select based upon information supplied in the proposal. B. The following criteria will be used in the evaluation of responses to this request for this Request for Proposals: 1. Responsiveness to the RFP, proposed methodology and timeline to complete project, breadth and depth of response 2. Experience with similar projects 3. Satisfaction of prior and current clients (references) 4. Price (The lowest bidder may not be selected. Price is only one factor of the overall selection process) C. For further information, please contact Vanessa Marcadejas, Environmental Programs Specialist at (650) INSURANCE REQUIREMENTS The CONSULTANT will be required to carry insurance coverage during the performance of the contract providing the minimum limits:

7 Commercial liability insurance: $1,000,000 for injury to, or death of one person in any one accident or occurrence; for injury to, or death of more than one person in any one accident or occurrence; $1,000,000 per occurrence for damage to property. Automobile liability insurance: $1,000,000 for each occurrence combined single limit or $1,000,000 for any one person, and $1,000,000 for any one accident, and $300,000 property damage. Worker's compensation and employers' liability insurance: limits as required by Labor Code of the State of California and employers liability limits of $1,000,000 per accident; City shall be named as an additional insured on contractor's insurance policy. Contractor shall provide City with a certificate of insurance coverage evidencing said coverage, including a copy of all declarations of exclusions, prior to commencing work. To the full extent permitted by law, contractor agrees to defend, indemnify and hold City, its employees, agents and officers harmless from any and all claims, damages and liability in any way occasioned by or arising out of the contractor's negligent performance of services under this agreement, breach of contract or construction defects arising out of contractor's work.

9 ATTACHMENT A The following figure illustrates the estimated baseline volume of trash that is discharged from Menlo Park s Municipal Separate Storm Sewer System (MS4) in units of (gal/acre) with currently implemented control measures (e.g., street sweeping).
