Cl. The following documents shall support the Certified IT Return for the last three years & Copy of PAN card. Audited Balance Sheets for the last three years. EPF Regn./ Code no. Current Bankers Solvency Certificate in prescribed form including BG & OD Limit (Ref. format Annexure- A ) Sales Tax/ VAT Regn certificate/tin no. Service Tax Regn. Registration details/partnership Deeds/Power of Attorney(POA) in case of Partnership Firm,Affidavit in case of Proprietorship Firm / Memorandum of Articles of Association. In case of SC/ST/OBC Category, Certificate(s) may be enclosed for Partnership /Proprietorship /Entrepreneurship Firm. Certificate from Council of Architecture in case of Consultancy. List of equipments owned by the applicant with ownership documents. Works Completion Certificate of Reputed and renowned organization (Acceptance of credential shall be at the discretion of HSCL) /PSUs or other Govt. bodies/organization for works completed during last five years. Copy of LOI/W.O of Major Ongoing works. Maximum Single value work executed. Applicant is not in the negative/black list of any State/ Central Government Department/PSU and also not involved in any litigation with HSCL during the last 05 Years. An affidavit on a non-judicial stamp paper of value Rs. 10/- duly notarized, is to be furnished certifying the same. (As per format given in Annexure- B ) Valid Registration under SSI / NSIC / MSME and Valid Electrical License for Electrical works List of Technical Personnel. 03/ 04/ The Empanelment does not guarantee the contractors for issue of tenders for any particular job. HSCL has the sole discretion in this regard & the contractors shall have no claim or to seek clarification in the matter. The Empanelment shall remain valid for a Period of Two Years. A satisfactory performance report shall be obtained from the Unit for further renewal of empanelment or Up- Gradation to higher category based on specific recommendation of the concerned Unit. Up gradation shall be done only after successful completion of one year & with requisite empanelment fees only. Existing agencies already registered/empanelled/upgraded, shall remain valid for two years from the date of empanelment and on expiry of three years in each case the agencies have to apply afresh as per the procedure indicated herein and on scrutiny of the application suitable categorization/classification shall be given to them. However, the working agencies shall continue with the awarded work till its completion with their existing empanelment. 05/ The Empanelled contractors may be asked for budgetary offer for any tender enquiry for submission of tender by HSCL as & when required. The name of the agency may be deleted in case of non response in consecutive three tender enquiries from the enlisted agencies without any valid reason, at the discretion of HSCL authority. 06/ 07/ The intending applicants for enlistment by responding comprehensively to this Advt. for Empanelment and ultimately getting registered with HSCL for one or more disciplines of activities will have to undertake and sign an affidavit (duly notorised) as per enclosed format at Annexure- C, not to work in direct competition with HSCL for anywhere in the country during tenure of the empanelment with HSCL. In case it is found that any empanelled party had attempted to compete works in direct competition with HSCL any where in the country their empanelment shall be cancelled without any further notice/ intimation besides taking penal action against the agency against on going works being carried out by the said agency. The applicants should not have any pending litigation with HSCL and if so, an unconditional withdrawal of the same may be furnished along with the empanelment form failing which their empanelment shall not be considered. 08/ The application for Empanelment shall be signed by the Contractor with his usual signature. a. In case of Proprietorship - an affidavit of Proprietorship or POA(Power of Attorney) of authorized Signatory is reqd. b. In case of Partnership an attested copy of Partnership Deed is reqd. 3 09/ 10/ c. In case of a Company POA of the person to sign on behalf of the Company & Memorandum & Articles of Association d. In case of Joint Venture- Company reserves the right to consider or cancelled at HSCL s discretion. HSCL reserves the right to accept /reject or cancel the application or asking for any additional clarification without assigning any reason or incurring any sort of liability to the applicants. Any information if found incorrect/misleading in future will automatically disqualify the agency and will result in termination of the Empanelment with HSCL permanently. HSCL is at liberty to check the original documents at any stage and the registration fee shall be forfeited in such cases for which no claim shall be entertained.
