1 Related Guide: 9. Conditions Matrix Examples of a Conditions Matrix Members of a jurisdiction s PSA implementation team can draw from this resource as they develop their own Conditions Matrix. A blank matrix is provided at the end of this document. TABLE OF CONTENTS Introduction 1 Example 1 3 Example 2 4 Example 3 5 Blank Conditions Matrix 6 Introduction This resource complements the Guide to the Conditions Matrix and provides several examples of matrices the implementation team can review and adapt. PSA project leaders and their colleagues should refer to that guide for instructions on creating a matrix for their jurisdiction. A Conditions Matrix has three sections: a grid, which is a structured tool that matches a person s scores on the two PSA scales (FTA and NCA) to presumptive levels of pretrial release; a table that lists the conditions associated with each pretrial release level; and additional guidance, which is optional and may take into account the type and severity of the charge(s), as well as other information. This resource provides the following three examples: 1. EXAMPLE 1 illustrates a matrix that may be suitable for a jurisdiction with relatively few resources allocated for pretrial risk management. The matrix has three pretrial release levels and a limited inventory of release conditions. 2. EXAMPLE 2 illustrates a matrix that may be suitable for a jurisdiction with moderate resources allocated for pretrial risk management. The matrix has four pretrial release levels and a moderate inventory of release conditions. 3. EXAMPLE 3 illustrates a matrix that may be suitable for a jurisdiction that has greater resources allocated for pretrial risk management. The matrix has five pretrial release levels and a more robust set of release conditions than the previous two examples do. Matrices with other possible combinations of allocated resources (lower, moderate, or greater) and levels (two, three, four, five, etc.) are not illustrated, but your team is free to construct a matrix with any combinations. As explained in the Guide to a Conditions Matrix, the implementation team should design a matrix that 1 psapretrial.org

Conditions Matrix addresses levels of assessed pretrial risk, is consistent with the risk principle, aligns with statutes and local policies, and takes into account available resources. The matrices here serve as examples. They are provided to show you possible ways to structure the risk management resources available in your jurisdiction in ways that are consistent with legal and evidence-based pretrial practices. The examples are not from actual jurisdictions, nor have they been tested for their effectiveness. They are provided to illustrate the kinds of decisions you must make when constructing a Conditions Matrix. Each grid lists the six possible scores of the PSA s New Criminal Activity (NCA) scale in the (vertical) columns and the six possible scores of the Failure to Appear (FTA) scale in the (horizontal) rows, resulting in 36 cells. Because the PSA s nine risk factors combine in different ways to yield the scores on the two scales, certain score combinations are not possible. For example, a person who scores 1 (the lowest score) on the NCA scale cannot simultaneously score 6 (the highest score) on the FTA scale and vice versa. Court Reminders: The person shall read or listen to all court date reminders and reply if requested. Criminal History Checks: The person s criminal history will be checked for new criminal charges at least once a month. Check-in: The person will check in with a pretrial case manager at least once a month. At the case manager s discretion, check-ins may occur in person or by telephone or videoconference. Other Case-Specific Conditions (such as No Contact Orders, Substance Testing, or Electronic Monitoring): If one or more condition is court-ordered, the person will comply and the case manager will monitor the person s compliance. 4 psapretrial.org
