EXPLANATORY COMMENTS ON THE SCOPE OF THE STUDY PROPOSAL: The Spread of Zika Oklahoma Now at Moderate Risk among Southern States: poverty, vulnerable populations and public health priorities. Associate Professor Aaron Wendelboe, Ph.D., and Professor Hélène Carabin, DVM, Ph.D., both of the OU College of Public Health, will present an overview of infectious disease transmission and epidemiology including a review of the Zika virus and its potential for transmission in Oklahoma. In Texas and Oklahoma, significant flooding occurred in Now, historic levels of rain have fallen in 2016, as warm temperatures create favorable climate conditions for the disease carrying Aedes mosquitoes. Four cases of the mosquito borne Zika virus, transmitted by the Aedes, have been confirmed in Oklahoma and 30 in Texas. As of April 27, 2016, no localized transmissions of the virus have been documented within the United States, but on January 20th, the Oklahoma State Department of Health issued an official OSHD Zika Health Advisory, supplying information to healthcare providers and other public health partners. A second Zika health advisory was issued in February about sexual transmission of the virus but Oklahoma has a history of making public health a low priority and funding was cut again to the Oklahoma State Department of Health during the 2016 legislative session that ended in May. According to the U.S. Census Bureau, the states that make up the south, including Oklahoma, have an overall poverty rate of 16.5%. Since 2008, Oklahoma and the other impoverished Southern states that surround it, struggling to balance state budgets, have cut their public health funding by an average of 25%. Among those cuts was a 41% drop in the number of people working at least part time in mosquito surveillance. The CDC federal funding to support state and local efforts to monitor and control mosquito and tick borne diseases was cut by approximately 74%, despite cases of West Nile, dengue fever and chikungunya all carried by the Aedes mosquito, having occurred between 2008 to the present. The Obama administration requested $1.9 billion in emergency funding to help mosquito control programs, vaccine research and improved healthcare for expectant mothers, related to Zika, but as of April, 2016, the partisan Congress had yet to approve this funding. Many expectant mothers in Oklahoma live in poverty and we know from evidence presented in a previous interim study held in the Oklahoma House of Representatives (2015 IS ) that these mothers are often unable to maintain access to adequate levels of nutritious food during pregnancy. Inadequate nutrition can contribute to poor brain development within the fetus. It is known that many women infected with the Zika virus during the first trimester develop a fetus with microcephaly and other severe fetal abnormalities, multiplying the risk and increasing the need for programs of prevention among this population. Localized transmission of Zika in the United States is probable in the coming months, according to health experts, which also means a possible increase in cases of Guillain Barré Syndrome(damage to nerve cells), which the Aedes genus also spreads. But Zika and GBS are just two of the known threats. In the case of Zika, like SARS and MERS, the disease is a single stranded RNA virus, which means it is highly prone to mutation, meaning that a relatively new disease could emerge, or we could have a brand new virus that we've never come in contact with, according to OU Health Sciences epidemiologists, enhancing the risks for the spread of disease during a time of budget cuts. EXPLANATORY COMMENTS ON THE SCOPE OF THE STUDY PROPOSAL: Athletic trainers (ATs) are highly qualified, multi skilled health care professionals who collaborate with physicians to provide preventative services, emergency care, clinical diagnosis, therapeutic intervention and rehabilitation of injuries and medical conditions. Athletic trainers work under the direction of a physician as prescribed by the Oklahoma State Board of Medical Licensure and Supervision. Although sometimes confused with personal trainers, athletic training academic curriculum and clinical training follows a medical model and athletic trainers must graduate from an accredited baccalaureate or master's program. This interim study seeks to inform the legislature of the value of the athletic trainer and demonstrate how the athletic trainer is currently involved in Oklahoma's healthcare system.
