1 MINUTES Long-Range Planning Committee UNIVERSITY OF SOUTHERN INDIANA BOARD OF TRUSTEES September 1, 1994 Committee chair Bob Swan convened the meeting of the Long Range Planning Committee, then turned the presentation over to Dr. Robert Reid, vice president for Academic Affairs. Dr. Reid explained that the University is beginning its first real initiative in distance education with the offering of a Computer Information Systems course this fall through the Indiana Partnership for Distance Education, in which all the public universities are participating. Dr. Ed Jones, Dr. Dal Herring, Dr. Karen Bonnell, Dr. Joy Peluchette, and Dr. Sheila Melander, all members of a faculty committee which has been directing USI's research and planning on distance education, made a presentation on their work. The committee viewed a thirty-second television spot developed for use in marketing the partnership courses. Dr. Herring and Dr. Jones introduced the concept of distance education and gave an overview of the Indiana Higher Education Television System (IHETS) and the Partnership cooperation. They explained how students throughout the state could enroll in courses through the partnership. Issues which the partnership will be dealing with this year include Peer Review Panels, Institutional Five Year Plans, Curriculum Planning, Transfer of Credit, Academic Year Calendars, Uniform Tuition and Fees, and Future Directions of IHETS and the Partnership. A video of how USI facutly members are adapting and innovating was developed and presented by Dr. Karen Bonnell. Dr Peluchette discussed funding plans and noted that funding for Distance Education was one of USI's priorities in the biennial budget request, saying these funds will assist in adding equipment, technical personnel, and faculty, and in developing programs. Dr. Herring emphasized that USI is trying to make its programming as interactive as possible. He said that regular USI classes are benefitting from the research, rehearsals, and visual aids employed by professors who are creating distance education programs; this advance preparation makes them better classroom teachers. He also stressed the public relations aspect of distance education, saying how these programs raise USI's identity and reputation. Dr. Melander and Dr. Peluchette explained their participation in the past year in the Lilly Fellows program during which they viewed weekly presentations from other institutions. They related that they learned distance education is a good idea, but is not necessarily good for all teaching styles/subjects. They will be developing a report on the status of distance education at USI, and are currently addressing faculty concerns, identified through their research and Lilly Fellows program. Dr. Bonnell presented results of a questionnaire she prepared and circulated to faculty members. (see attached) There being no further business, the meeting was adjourned.
